REGULAR MEETING OF THE CITY COUNCIL
TUESDAY, FEBRUARY 9, 2021

ARROYO GRANDE, CALIFORNIA
In compliance with the State Shelter at Home Order due to the coronavirus pandemic, and as
allowed by the Governor's Executive Order N-29-20, which allows for a deviation of
teleconference rules required by the Ralph M. Brown Act, this meeting was held by
teleconference.
1. CALL TO ORDER
Mayor Ray Russom called the Regular City Council Meeting to order at 6:00 p.m.
2. ROLL CALL
City Council: Council Members Lan George, Keith Storton, Kristen Barneich, Mayor
Pro Tern Jimmy Paulding, and Mayor Caren Ray Russom were all
present via teleconference.
Staff Present: City Manager Whitney McDonald, Assistant City Manager/Public Works
Director Bill Robeson, City Attorney Timothy Carmel, Interim City Clerk
Annamarie Porter, and Director of Administrative Services Mike Stevens.

Council Member Barneich led the flag salute.
5. AGENDA REVIEW
5.a. Closed Session Announcements.

5.b. Ordinances Read in Title Only.
Mayor Ray Russom moved, Council Member Barneich seconded, and the motion passed
unanimously by roll-call vote that all ordinances presented at the meeting shall be read by title
only and all further readings be waived.
6. SPECIAL PRESENTATIONS
6.a. Update Regarding Countywide COVID-19 Efforts.
Recommended Action: Receive update, accept public comments, discuss, and provide
direction, as necessary.
City Manager McDonald provided a brief update on COVID-19 efforts and responded to questions
from Council.
Mayor Ray Russom invited public comment. No public comments were received.

6.b. City Manager Communications.
Recommended Action: Receive correspondence/comments as presented by the City
Manager and provide direction, as necessary.
City Manager McDonald announced the appointment of the new Community Development
Director, Rob Fitzroy, who will be starting with the City on February 11, 2021.
Assistant City Manager Robeson provided a brief PowerPoint presentation on flooding and
damage that occurred during the recent storm; provided an update on the repaving of Olohan
Alley; and responded to questions from Council.
Mayor Ray Russom invited public comment. No public comments were received.

7. COMMUNITY COMMENTS AND SUGGESTIONS
Mayor Ray Russom invited public comment. No public comments were received.
8. CONSENT AGENDA
Mayor Ray Russom asked the Council if there were any questions or any items to be pulled from
the consent agenda for further discussion.
Council commented on items 8.b, and 8.e. and staff responded to questions and provided brief
clarification regarding staffing costs related to the Arroyo Grande Vaccination Clinic.
Mayor Ray Russom invited public comment on the consent agenda items. No public comments
were received.
Action: Council Member Barneich moved to approve Consent Agenda Items 8.a. through 8.e.,
with the recommended courses of action. Council Member George seconded, and the motion
passed on the following roll-call vote:
AYES: Barneich, George, Storton, Paulding, Ray Russom
NOES: None
ABSENT: None
8.a. Consideration of Cash Disbursement Ratification.
Action: Ratified the listing of cash disbursements for the period January 16, 2021 through
January 31, 2021.
8.b. Consideration of Acceptance of the Comprehensive Annual Financial Report.
Action: Received and filed the Comprehensive Annual Financial Report (CAFR) for the
fiscal year ended June 30, 2020
8.c. Consideration of Approval of Minutes.
Action: Approved the minutes of the Regular City Council Meeting of January 26, 2021,
as submitted.
8.d. Adoption of a Resolution Declaring a Continued Local Emergency Related to the
Coronavirus (COVID-19) Pandemic.

Action: Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARROYO GRANDE DECLARING A CONTINUED LOCAL EMERGENCY
RELATED TO THE CORONAVIRUS (COVID-19) PANDEMIC".
8.e. Consideration of Agreements for Reimbursement of Costs Associated with COVID-
19 Vaccination Efforts and Authorize City Manager to Execute.
Action: Approved and authorized the City Manager to execute the Agreement between
the County of San Luis Obispo, the Cities of Arroyo Grande, Atascadero, Grover Beach,
Morro Bay, Paso Robles, Pismo Beach, San Luis Obispo, and the Five Cities Fire Authority
(FCFA) for Countywide Covid-19 Vaccination Effort Assistance (Agreement) and any
ancillary agreements required by FEMA or OES to enable reimbursement of the City's
costs associated with the COVID-19 vaccine efforts.

12. COUNCIL COMMUNICATIONS
Mayor Ray Russom stated that she joined the California Mayor's Coalition,which includes Mayors
from those cities with populations under 300,000. She also referred to and commented on Senate
Bill 9 and 10 which were Housing Bills currently in the Senate. Finally, she shared that there was
a city in the Los Angeles area that had passed a municipal bond to finance their CaIPERS debt
at a very low rate, and suggested that this might be something the City would want to look into
for its unfunded pension liability.
Council Member Barneich asked for Council consensus to send a letter to the Governor's Office
regarding the calculation of the allocation of COVID-19 vaccines. Brief discussion ensued
regarding whether it would be more beneficial if all the local cities were to support sending such
a letter.
City Manager McDonald stated that she would bring the matter up for discussion at the upcoming
City Manager's meeting and report back to the Council.

There being no further business to come before the City Council, Mayor Ray Russom adjourned
the meeting at 6:48 p.m.
