CC 2021-06-08_08g Concrete Repairs Project_2021MEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, ASSISTANT CITY MANAG ER/PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION TO APPROVE CONSTRUCTION PLANS & SPECIFICATIONS AND CALIFORNIA ENVIRONMENTAL QUALITY ACT EXEMPTION FOR THE 2021 CONCRETE REPAIRS PROJECT, PW 2021-02 D ATE: JUNE 8, 2021 SUMMARY OF ACTION: Approve construction plans and specifications and authorize the solicitation of bids for the 2021 Concrete Repairs project. I MPACT ON FINANCIAL AND PERSONNEL RESOURCES: Allocations of $152,700 of Local Sales Tax funds (approximately $37,700 remaining in FY 2020/21 and $115,000 in FY 2021/22) for Sidewalk Repairs and Improvements, and $65,000 of Local Sales Tax Funds in FY 2020/21 for repairs to the brick walkway between 208 and 214 East Branch Street have been included in the Capital Improvement Program budget. This provides a total budget of approximately $217,700 for construction engineering, construction, and construction contingencies for the subject project. RECOMMENDATION: It is recommended the City Council: 1) Approve the construction plans & specifications for the 2021 Concrete Repairs Project, PW 2021-02; 2) Authorize staff to advertise for construction bids; 3) Find that the project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Guidelines Section 15301(c); and 4) Direct the City Clerk to file a Notice of Exemption. BACKGROUND: Each year the Public Works Department and the Engineering Division identify damaged sidewalks requiring repair to mitigate the potential for trip and fall hazards located in the public right-of-way. This project is the latest in a continuing effort to systematically address damaged concrete facilities at various locations throughout the City. In order to bid the project and provide immunity to the City, the City Council approves the plans and specifications prior to the construction bidding process. In addition, the scope of work is proposed to be evaluated pursuant to CEQA prior to bidding. Item 8.g. - Page 1 CITY COUNCIL CONSIDERATION TO APPROVE CONSTRUCTION PLANS & SPECIFICATIONS AND CALIFORNIA ENVIRONMENTAL QUALITY ACT EXEMPTION FOR THE 2021 CONCRETE REPAIRS PROJECT, PW 2021-02 JUNE 8, 2021 PAGE 2 ANALYSIS OF ISSUES: The general scope of work involves: • where mature trees are damaging and/or uplifting the adjacent sidewalk, removal of two trees at 165 Refugio Court, removal of two trees to be replaced with one of a more appropriate species at 921 Huasna Road, and replacement of the sidewalk, curb and gutter at these two locations; • installation of a section of sidewalk, curb and gutter at 1041 Huasna Road where it is used as a route to Paulding Middle School and where the adjacent traffic volumes and speeds are high; and • removal of the damaged and lifted brick walkway between 208 and 214 East Branch Street and replace it with exposed aggregate Village Style sidewalk. The project also includes a bid additive to replace the bricks in front of 214 East Branch Street and replace them with exposed aggregate Village Style sidewalk should favorable bids be received. The estimated construction cost of the project is $180,000 and the proposed contract time is 30 working days. If successful bids are received and a construction contract is awarded, work is expected to be performed during August and September 2021. Plans and specifications are available for review at the Public Works Department. ALTERNATIVES: The following alternatives are provided for Council’s consideration: 1. Approve staff’s recommendations as proposed; 2. Do not approve the construction plans and specifications, direct staff to evaluate alternative concrete repair locations, and return to City Council for approval in the future; 3. Modify staff’s recommendation and approve; or 4. Provide other direction to staff. ADVANTAGES: The project will reduce potential trip and fall hazards along selected streets, provide a safe, continuous, and accessible route for students to walk to school, benefit active residents, address complaints from the public, and improve access for individuals with mobility limitations. The project will help protect existing City infrastructure by removing trees that damage and uplift adjacent sidewalk panels and replacing them with more appropriate species. Item 8.g. - Page 2 CITY COUNCIL CONSIDERATION TO APPROVE CONSTRUCTION PLANS & SPECIFICATIONS AND CALIFORNIA ENVIRONMENTAL QUALITY ACT EXEMPTION FOR THE 2021 CONCRETE REPAIRS PROJECT, PW 2021-02 JUNE 8, 2021 PAGE 3 DISADVANTAGES: There will be intermittent sidewalk closures during the project. These closures will be minimized as much as possible and the project specifications require the contractor to notify affected residents and businesses in advance. ENVIRONMENTAL REVIEW: The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Guideline Section 15301(c) for repairs and maintenance of existing sidewalk, gutter and similar facilities. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall and on the City’s website in accordance with Government Code Section 54954.2.
