CC 2021-06-22_08k Acceptance of Ikeda Field Barrier Removal ProjectMEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, ASSISTANT CITY MANAGER/PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE IKEDA FIELD BARRIER REMOVAL PROJECT, PW 2020-06 DAT E: JUNE 22, 2021 SUMMARY OF ACTION: Accept the Ikeda Field Barrier Removal Project and begin the one-year warranty period for defects that may arise. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The final contract and change orders resulted in a total cost of $134,094.35 to the City, $132,056.80 for the direct contract amount and $2,037.55 for contingencies. The contract was included as part of the FY 2020-21 Capital Improvement Program budget and was funded by $144,692 of 2019 and 2020 Community Development Block Grant (CDBG) funds and $31,981 of Park Improvement funds. Should the City receive the additional approvals required from the County of San Luis Obispo (County) and the U.S. Department of Housing and Urban Development (HUD) for the $31,981 of 2021 CDBG funds preliminarily approved by Council on December 8, 2020 to be used for this project, the Park Improvement funds will be returned to fund balance. The recommended action will not impact staff resources. RECOMMENDATION: It is recommended the City Council: 1) Accept the project improvements as constructed by R. Burke Corporation in accordance with the plans and specifications for the Ikeda Field Barrier Removal Project, PW 2020-06; 2) Direct staff to file a Notice of Completion; and 3) Authorize release of retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. BACKGROUND: On March 9, 2021, the Council awarded a construction contract to perform the Ikeda Field Barrier Removal Project to R. Burke Corporation in the amount of $130,421.80 and authorized the City Manager to approve change orders in the amount of $13,042.18. The contractor’s final construction cost for the project was $134,094.35. Item 8.k. - Page 1 CITY COUNCIL CONSIDERATION OF ACCEPTANCE OF THE IKEDA FIELD BARRIER REMOVAL PROJECT, PW 2020-06 JUNE 22, 2021 PAGE 2 The work involved the construction of an Americans with Disabilities Act (ADA) accessible ramp from the Soto Sports Complex parking lot to the Ikeda Field bleacher area. The ramp was constructed so that it can also be used for vehicle access to both Ikeda Field and Volunteer Field for maintenance and large community events such as sports tournaments and Cops and Kids Day. The project scope also included an Add Alternative Bid item for eight trees to replace those removed prior to the project that were conflicting with the proposed construction. ANALYSIS OF ISSUES: The contractor has completed the work in accordance with the approved plans and specifications within the contract time frame, under the available budget, and there are no outstanding issues. It is, therefore, recommended that the City accept the Ikeda Field Barrier Removal Project and begin the one-year warranty period for defects that may arise. ALTERNATIVES: The following alternatives are provided for Council’s consideration: 1.Accept the Ikeda Field Barrier Removal Project; 2.Do not accept the project; 3.Accept the project but do not authorize release of retention; or 4. Provide other direction to staff. ADV ANTAGES: The project is complete and accepting the improvements will allow staff to close out the project. The project eliminates current barriers to ADA access at Ikeda Field. DISADVANTAGES: No disadvantages have been identified. ENVIRONMENTAL REVIEW: No environmental review is needed to accept the project. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall and on the City’s website in accordance with Government Code Section 54954.2.
