CC 2021-10-26_08g Concrete Repairs Project 2021_PW 2021-02MEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, ASSISTANT CITY MANAGER/PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: ACCEPTANCE OF THE 2021 CONCRETE REPAIRS PROJECT, PW 2021-02 D ATE: OCTOBER 26, 2021 SUMMARY OF ACTION: Accept the 2021 Concrete Repairs Project and begin the one-year warranty period for defects that may arise. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The final contract and change orders resulted in a total cost of $183,170 to the City, $182,458 for the direct contract amount and $712 for additional quantities. The contract was included as part of the FY 2020-21 Capital Improvement Program budget and was funded by Local Sales Tax. The recommended action will not impact staff resources. RECOMMENDATION: It is recommended the City Council: 1) Accept the project improvements as constructed by CalPortland Construction in accordance with the plans and specifications for the 2021 Concrete Repairs Project, PW 2021-02; 2) Direct staff to file a Notice of Completion; and 3) Authorize release of retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. BACKGROUND: On July 27, 2021, the City Council awarded a construction contract to perform the 2021 Concrete Repairs Project to CalPortland Construction in the amount of $182,458 and authorized the City Manager to approve change orders in the amount of $18,245. The contractor’s final construction cost for the project is $183,170. Where mature trees caused damage and/or uplifted the adjacent sidewalk, the work involved the removal of two private property trees by the property owner at 165 Refugio Court, and the removal of two street trees at 921 Huasna Road which were replaced with one tree of a more appropriate species (tree area too small for two trees). Following tree removal, the damaged sidewalk, curb and gutter was replaced. Item 8.g. - Page 1 CITY COUNCIL ACCEPTANCE OF THE 2021 CONCRETE REPAIRS PROJECT, PW 2021-02 OCTOBER 26, 2021 PAGE 2 The work also included the installation of a section of sidewalk, curb and gutter at 1041 Huasna Road; and removal of the damaged brick walkway between and in front of 208 and 214 East Branch Street and replaced with exposed aggregate Village Style sidewalk with brick ribbons. ANALYSIS OF ISSUES: The contractor has completed the work in accordance with the approved plans and specifications ahead of schedule, under the available budget, and there are no outstanding issues. It is, therefore, recommended that the City accept the 2021 Concrete Repairs Project and begin the one-year warranty period for defects that may arise. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1.Accept the 2021 Concrete Repairs project; 2.Do not accept the project; 3.Accept the project but do not authorize release of retention; or 4.Provide direction to staff. AD VANTAGES: The project is complete and accepting the improvements will allow staff to close out the project. The project reduces potential trip and fall hazards along selected streets, provides a safe, continuous, and accessible route for students to walk to school, benefits active residents, addresses concerns expressed by the public, and improves access for individuals with mobility limitations. The project helps protect existing City infrastructure by removing trees that damage and uplift adjacent sidewalk panels and replaces them with more appropriate species. DISADVANTAGES: No disadvantages have been identified. ENVIRONMENTAL REVIEW: No environmental review is needed to accept the project.
