CC 2021-10-26_08h Acceptance of roof Repairs to Corporation Yard Buildings A and B_PW 2021-03MEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, ASSISTANT CITY MANAGER/PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION OF ACCEPTANCE OF ROOF REPAIRS TO CORPORATION YARD BUILDINGS A AND B, PW 2021-03 D ATE: OCTOBER 26, 2021 SUMMARY OF ACTION: Accept the Corporation Yard Buildings A and B Roof Repairs Project and begin the one- year warranty period for defects that may arise. I MPACT ON FINANCIAL AND PERSONNEL RESOURCES: The final project costs were $69,498, $66,477 for the direct Agreement amount and $3,021 for change orders. The project was included in the FY 2020-21 and FY 2021-22 Capital Improvement Program budgets and was funded by Local Sales Tax (40%), Sewer Funds (30%), and Water Funds (30%). The recommended action will not impact staff resources. RECOMMENDATION: It is recommended the City Council: 1) Accept the project improvements as constructed by Wick's Roofing, Inc. in accordance with its scope of work and estimate submitted for the Roof Repairs to Corporation Yard Buildings A and B Project, PW 2021-03; 2) Direct staff to file a Notice of Completion; and 3) Authorize release of retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. BACKGROUND: On June 22, 2021, the City Council approved an agreement for contractor services with Wick’s Roofing, Inc. to perform the roof repairs to Buildings A and B at the City’s Corporation Yard in the amount of $66,477 and authorized the City Manager to approve change orders in the amount of $6,648. The contractor’s final construction cost for the project was $69,498. The work involved cleaning the existing roofs, installing new membrane systems over the entire roofs, installing new metal edging around the roof perimeters, and maintaining four of the Building A skylights. The work meets current Title 24 energy requirements. Item 8.h. - Page 1 CITY COUNCIL CONSIDERATION OF ACCEPTANCE OF THE ROOF REPAIRS TO CORPORATION YARD BUILDINGS A AND B, PW 2021-03 OCTOBER 26, 2021 PAGE 2 ANALYSIS OF ISSUES: The contractor has completed the work in accordance with its proposed scope of work and estimate, within the Agreement time frame, under the available budget, and there are no outstanding issues. It is, therefore, recommended that the City accept the Roof Repairs to Corporation Yard Buildings A and B Project and begin the one-year warranty period for defects that may arise. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1.Accept the Roof Repairs to Corporation Yard Buildings A and B Project; 2.Do not accept the project; 3.Accept the project but do not authorize release of retention; or 4.Provide direction to staff. AD VANTAGES: The project is complete and accepting the improvements will allow staff to close out the project. The project reduces the potential for leaks during the rainy months and will help prevent damage and degradation to the buildings. DISADVANTAGES: No disadvantages have been identified. ENVIRONMENTAL REVIEW: No environmental review is needed to accept the project.
