SPECIAL MEETING
TRAFFIC WAY ENHANCEMENT - INITIAL PRESENTATION
CITY OF ARROYO GRANDE PLANNING COMMISSION
JUNE 4, 2002
1. CALL TO ORDER:
The Special Meeting of the Planning Commission was called to order at 6:00
p.m.
2. ROLL CALL:
Present were Commissioners, Brown, Fowler, Guthrie, Keen and Chair
Costello. Also in attendance were staff members Ryan Foster, Planning
Intern and Rob Strong, Community Development Director.
3. FLAG SALUTE
Chair Costello led the Flag Salute.
4. PRESENTATION BY CAL POLY CITY AND REGIONAL PLANNING
STUDENTS OF TRAFFIC WAY ENHANCEMENT CONCEPT PLANS:
Rob Strong introduced Ryan Foster, explaining he was the coordinator between
the City and the Cal Poly City & Regional Planning 2nd year lab class who had
prepared the study. Ryan Foster then introduced Cal Poly Professor Jelka
Howard who thanked Steve Adams, City Manager and Rob Strong,
Community Development Director for the opportunity to work on the project.
She said the students had worked above and beyond expectations and she
was very proud of the project.
Chris Jordan, MC, Cal Poly, explained that their presentation included two
visions of the development of the Traffic Way area: 1) a short range plan
(10-15 years) which included retention of the automobile dealerships at their
current location and 2) a long range plan (25-30 years), which included
relocation of the automobile dealerships within the City. The class had done
the project in three phases. The first phase included gathering background
information to assess the character of the City, the second phase surveying
the residents and visitors as to how they viewed the City; and for the third
phase a site inventory and analysis of the Traffic Way Area block by block
and building by building was completed. They then created two concept
developments based on the information gathered. Chris Jorden then went
on to describe the results of their findings, both positive and negative.
Individual students then spoke explaining their part in the project and
describing their design ideas in detail using a Powerpoint presentation.

The Planning Commission then introduced a 20 minute break to give
everyone time to view the many poster boards displaying individual site
designs and enabling specific questions to be directed to the students
regarding their design and discuss any concerns.
Rob Strong explained that this presentation did not require any action of the
Commission and staff would return in future months with an extract and
proposals developed by City staff to synthesize the two concepts into a
strategic plan, and at that time seek comments from property owners and
businesses.
Chris Jordan explained that they had a web site for their project and it would
be updated by the end of the week. In addition, they had email links to
enable questions to be directed to students regarding their ideas and design:

No members of the public requested to speak.
The Planning Commission commented individually and each said that they
were very impressed with the innovative ideas introduced, the professional
quality of the presentation and how their questions had been very well
answered by the students during break.

6. ADJOURNMENT:
There being no further business before the Commission, the meeting was
adjourned at 7:30 p.m. on a motion by Chair Costello, seconded by
Commissioner Keen, and unanimously carried.
