PC Minutes 1997-03-041 1 ARROYO GRANDE PLANNING COMMISSION MARCH 4, 1997 The Arroyo Grande Planning Commission met with Chair Tappan presiding. Commissioners Keen and Titus were present; Commissioners Lubin and Deviny were absent. Community Development Director Doreen Liberto- Blanck, Assistant Public Works Director Craig Campbell, Parks and Recreation Director and Fire Chief Terry Fibich are in attendance. APPROVAL OF MINUTES - On a motion of Commissioner Keen; seconded by Commissioner Titus; by unanimous consent with Commissioners Lubin and Deviny absent, the minutes of the December 17, 1996 Planning Commission meeting were approved as presented. ORAL COMMUNICATIONS - None NON - PUBLIC HEARING - REVIEW OF STANDARD CONDITIONS OF APPROVAL AND MITIGATION MEASURES, AND APPLICATION PROCESSES FOR THE CITY OF ARROYO GRANDE Community Development Director Liberto -Blanck presented the staff report. She noted that the Commission had expressed concern regarding the standard Conditions of Approval (COA) on various projects; staff recently updated the COA and representatives of the various departments are present to discuss any concerns with the Commission; flow charts are included indicating the permit process; and standard Mitigation Measures are attached. After brief comments, the Commission decided to review the COA page by page. Add to COA #9: Prior to issuance of a building permit, an exterior lighting plan and site lighting footcandle plan shall be prepared subject to the review and approval of the Community Development and Police Departments which shall comply with the provisions of Development Code Sections 9- 12.070 C(3), 9- 10.080 and 9<)4f Add to COA #14: Prior to issuance of a building permit, all walls, including screening and retaining walls shall be compatible with the approved architecture ev'` `zoe sd ards, subject to the review and approval of the Community Development Director. There was discussion with staff regarding COA #23, 29, 30, 31, 32 and when they would be appropriate. Delete #51 - more appropriately a Fire Department concern and is covered in #56. Chief Fibich said the City is currently in the process of adopting the 1994 edition. Change COA #80 -d. 25 5 miles per hour design speed. It was noted that the Public Works Department COA have been completely reworked. Regarding fees, the Public Works Department is preparing a list of approximate fees for various types of projects to assist applicants, the list will be presented to the Planning Commission when it is available. Added to the list of fees should be: Building Permit fee, Burglar Alarm fee, SMIP tax. There was also discussion of how a retardation basin should be shown on plans. Correct COA #110: Each parcel shall be provided a separate sewer lateral. Laterals shall be steel ed for the appropriate use, minimum 4 ". Staff reviewed the flow charts of: the overall permit process; implementation of project conditions; subdivision map process; and, grading permit process. The Planning Commission expressed their appreciation to staff for the presentation. NON - PUBLIC HEARING - PLANNING COMMISSION INTERPRETATION THAT HIGH -TECH COMPUTER RELATED USES ARE PERMITTED IN THE GENERAL COMMERCIAL, HIGHWAY COMMERCIAL AND OFFICES USES 1 1 1 Arroyo Grande Planning Commission Page 3 March 4, 1997 Community Development Director Liberto -Blanck presented the staff report. As stated in the staff report, an inquiry has been received regarding a high -tech company U.S. Digital Corporation, interested in locating their facility in Arroyo Grande. The lack of appropriately zoned land is a concern. This is a company which "designs, manufactures and sells state of the art products which serve as building blocks for the motion control and robotics industry". Information was provided regarding the company and how such a company would be viewed utilizing the Standard Industrial Classification (SIC) Manual Although not a public hearing, Chair Tappan invited public comment. No one wished to speak, so the discussion was returned to the Commissioners. Commissioner Titus asked if there would be an excessive amount of noise generated. Staff replied that they did not feel there would be. Commissioner Keen stated that he felt this would be a good business to have in the City but is concerned with the word "manufacturing ". Although this particular company is not a problem, when the Planning Commission makes an interpretation, it applies to all. He would be comfortable as long as the industry fit into the definition of SIC 7373. On a motion by Commissioner Titus, seconded by Commissioner Keen, and by the following roll call vote, to wit: AYES: Commissioners Titus, Keen and Tappan NOES: None ABSENT: Commissioners Deviny and Lubin PLANNING COMMISSION /COMMUNITY DEVELOPMENT DIRECTOR ITEMS AND COMMENTS A.
