The Arroyo Grande Planning Commission met in special session with Chairperson Keen
presiding. Present were Commissioners Soto, Beck, Carr, Tappan, Deviny and Lubin.
Community Development Director Doreen Liberto - Blanck, Associate Planners Scott Spierling
and Lori Rosenstein, and Public Works Director John Wallace were in attendance.
APPROVAL OF MINUTES - On motion by Commissioner Lubin, seconded by Commissioner
Soto, and unanimously carried, the minutes of the regular meeting of May 21, 1996 were
approved.

PUBLIC HEARING - AMENDED CONDITIONAL USE PERMIT CASE NO. 90 -471,
AMENDMENT TO ELIMINATE EXPIRATION DATE AND MAKE THE YOUTH
CENTER A PERMANENT STRUCTURE; ST. PATRICK'S CIIURCII, AT 501 FAIR
OAKS AVENUE
Associate Planner Scott Spierling presented the staff report. He reviewed the history of the
project and stated that the proposal was to convert a ternporary unit into a permanent unit. A
color and material board was presented as were photographs of the site. The project has been
reviewed by the Staff Advisory Committee (SAC) and the Architectural Advisory Committee
(AAC) and both recommend approval by the Planning Commission.
Chairperson Keen opened the public hearing.
Gregory Soto, project architect - stated that he and the applicant are in concurrence with the
conditions, but asked for clarification of condition #7. Staff replied that the area in question was
that adjacent to the youth center.
With no further comments from the audience, Chairperson Keen closed the public hearing and
requested Commissioner comments.
The Commission discussed the proposed east elev? lion; the need to replace deteriorated siding;
other ternporary trailers in the City and the potential for a request to turn them into permanent
structures; the need for this type of structure to meet building codes; the difference between a
trailer and a modular building; and the Commission's concern with setting a precedent.

BUILDING; PLANNED SIGN PROGRAM CASE NO. 96 -120; MICHAEL C. THOMAS,
APPLICANT, AT 122 LE POINT STREET
Associate Planner Lori Rosenstein presented the staff report. She stated that this project had
been continued from the June 4, 1996 meeting to allow staff to modify the conditions of
approval and address certain concerns that the Planning Commission had raised at the meeting.
The items of concern were:
1. review by the Traffic Commission of an additional stop sign at the corner of Mason and
Le Point - the June 17 meeting was canceled but the item will be on the July 15 meeting
agenda;
2. drainage from the subject property - there is no easement across the adjacent private lot
but condition //63 addresses a Performance Standard which will allow flexibility to deal
with this concern; and,
3. size and orientation of the proposed monument sign - a revised plan has been submitted
and included in the staff report.
Staff recommends approval of the proposed project.
Public Works Director John Wallace discussed the Performance Standard for drainage, the
applicant will prepare a plan and staff will evaluate it for conformance with the intended
standard.
Chairperson Keen opened the public hearing.
Michael Thomas, applicant - stated that he has worked with staff to find the best solution to
the concerns expressed by the Commission and is sure that the drainage problem can be handled
satisfactorily.
With no further comments from the audience, Chairperson Keen closed the public hearing and
requested Commissioner comments.

The Commission discussed drainage concerns; the need for conditions 18 through 21 which
address Tree Preservation; the fact that the stop sign issue is separate from the project approval;
standard conditions presented by staff; the size and orientation of the proposed monument sign;
and, access to houses on adjacent properties.

ANDY MARTON, REPRESENTATIVE
A. PD Amendment to change the zone designation of a portion of the project area from
General Commercial with a specific plan requirement to PD Specific Plan /Planned
Development Ordinance Case No. 96 -001;
B. PD Specific Plan for a commercial development of approximately 360,000 square
feet and Associated Architectural Review /Conditional Use Permit Case No. 96 -541
(Specific Development Plan);
C. 20 Lot Subdivision /Tentative Tract Map No. 2220; and
D. Proposed Sign Program /Planned Sign Program Case No. 96 -118.
Community Development Director Doreen Liberto- I3lanck introduced Mike Multari of
Crawford, Multari and Starr who presented the staff report. Mr. Multari reviewed the
background of the project and he stated that the focus of the evening's meeting was
intended to: 1) review the remaining issues associated with the project; 2) review the
Final Environmental Impact Report (FEIR) and mitigation monitoring program; and 3)
formulate the conditions of approval for the project. After completing these tasks, it
would be appropriate to forward a recommendation to the City Council. He stated that
this is the 4th public hearing on this the project. The FEIR has been completed and
available for review. He also indicated that Mr. Nick Hall of Denise Duffy &
Associates, who prepared the FEIR, and Dan Dawson of ATE, who worked on the
traffic portion, were present and available to answer any questions. Mr. Multari
presented an overhead of the modified site plan and reviewed the changes made and
discussed at the last meeting. He then discussed the remaining issues
• Visual Impacts - noted the revised site plan; the offset to the rear footprints of the major
buildings; the increased landscaping in the parking lots and along Rancho Parkway and
Camino Mercado; and the revised information regarding view impacts for the adjoining
neighborhood.
• Rancho Parkway Crosswalk - traffic analysis indicated that a light was not necessary at
this stage of the project; however, as suggested by the Commission, Condition of
Approval (COA) #75 incorporates the installation of the necessary conduit if the traffic
signal were to become necessary in the future.
• Cemetery - discussions have been held with the representatives of the Catholic Church
regarding moving the cemetery in conjunction with this project. The Archdiocese might
be interested but is not directly related to this project.

• Performing Arts Center - the Commission expressed interest in this concept; however,
the Center is proposed for the high school area. It was recommended that this issue be
left to the developer and proponents of the center.
• Police Department Processing Area - The applicant has agreed to the Police Chief
suggestion of a small area to be utilized for possible public safety information and /or
processing of shoplifters.
• Undeveloped Building Pads - the Commission has expressed concern that the project will
be developed in phases, thus leaving some pads vacant for an undetermined amount of
time. All of the common site improvements will be completed with the first building
permit application, and undeveloped pads will be required to be treated with interim
landscaping.
• Rodeo Drive - as discussed in the FEIR there will be increased traffic along this
roadway; however, it currently is at level -of- service (LOS) A and after development of
this project it is anticipated that it will remain at LOS A.
• Destination Site Plan Alternatives - discussed the evolution of this concept and reviewed
the amenities on the modified site plan which would allow for this center to be more of
a destination site by utilizing walkways and an outdoor plaza with vendors.
• Final Environmental Impact Report - the staff report contains a recap of the changes
made related to the revised site plan which addresses concerns raised by neighbors and
the Planning Commission. Mr. Multari then reviewed two substantive changes to
mitigation measures in the FEIR: 1) an Errata Sheet was presented to the Commission
correcting measure #11 to require the applicant to install traffic signals rather than pay
their proportionate share; and 2) the requirement for a Transportation Demand
Management program with the project as measure 20a.
• Traffic and Circulation - traffic impacts related to this project are considered to be
significant and several physical improvements that will be required are listed on page 7
of the staff report.
• Brisco Road Interchange and Long Term Solutions - Mr. Multari presented an article
from Planning magazine for June 1996 "Let's Go Round and Round" by George
Jacquemart, AICP, which provides additional information on roundabouts, an alternative
suggested by Mr. Ron De Carli at the last meeting. He also discussed Mr. Howard
Mankin's letter regarding his suggestion for a freeway crossing. Until such time as the
Omni -Means Long Term Traffic Study and related Circulation Element are reviewed and
adopted by the City, it is suggested that the applicant pay 150% of the existing traffic
impact mitigation fees. Any overpayment that occurs would be credited back to the
developer in later phases.

• Grand Avenue /West Branch and Brisco /Grand Avenue - significant, unavoidable impacts
are associated with both of these intersections. The impacts are beyond those generated
by this project and are more regional in nature. They will ultimately be resolved in the
City's long term traffic solution and GenCom, Inc. will be required to pay its
incremental share toward this solution.
• Grover Beach Comments - are addressed in the staff report.
• Air Quality - long term air quality will exceed thresholds of significance established by
the Air Pollution Control District (APCD); however, there are a number of mitigations
proposed specifically to address this issue, but it will remain significant.
• Noise - during the construction phase, noise will be significant. A COA has been
included to address this issue which limit hours and days of construction. There are also
COA's to address noise after the construction phase such as delivery hours and parking
lot sweeping.
• Aesthetics - the project as redesigned and the extensive landscaping will soften the
appearance of the buildings and parking area and maintain the views from the adjoining
residences.
• Project Benefits - the fiscal benefits to the City, the generation of 800 to 1,000 new jobs,
and the convenience of shopping to the residents of the 5 cities area are benefits that the
project provides to balance negative impacts.

Jerold Tuft, 542 Avenida De Diamante - representing the Rancho Grande Homeowners Board
of Directors, stated that they have reviewed the revised plans and express their appreciation to
staff and GenCom, Inc. for the changes which address their major concerns. The homeowners
still have concerns regarding traffic and the commercialization of Rancho Parkway; they suggest
that a pedestrian overpass be constructed and that the small portion of the development be
dedicated to office and not commercial.

Anthony Detweiler, 202 Avenida De Diamante - representing the Rancho Grande Commercial
Development Committee, recognizes the economic benefit to the City. He stressed that they had
attempted to provide a solution to any problem that they identified and thank the Planning
Commission and the developer for their receptive attitude. He requested that the City continue
to monitor the interchanges identified during this process and be sensitive to the increased traffic
that will continue to occur as the residential development is built out. They are in support of
passing the modified plan to the City Council for consideration.
Ron De Carli, 538 Le Point Street - as a resident of Arroyo Grande, he expressed support of
the project. Staff and GenCom, Inc. have worked to interconnect various uses; suggested that
the pedestrian crossing on Rancho Parkway utilize textured material; and suggested that some
restaurant pads be considered to the rear of the theater.
As Executive Director of SLOCOG, he expressed support for COA #9 (increased traffic fees);
noted the change in COA #38 as reported by staff; discussed concept of roundabout as opposed
to signalization and benefit to identifying which long term solution will be selected; discussed
potential, or lack thereof, for state financing of either solution; and stated that regional dollars
were allocated to the City for a lbng term solution.
Howard Mankins, 200 Hillcrest Drive - expressed concern with traffic; stated that the
alternatives will affect the cemetery and his 60 year old business; suggested scaling back the
project to a size that the existing streets can handle; discussed his idea of an overpass over the
freeway; expressed support of the concept of solving the traffic problems prior to this
development proceeding; expressed concern with air quality; and stated that the mitigation
measures proposed have not sufficiently addressed the projected traffic.
Andy Marton, GenCom, Inc. representative - thanked staff for their excellent reports and the
Homeowners Association for their comments and suggestions which have helped to improve the
project; stated that Rancho Parkway had been designed as an arterial and this development was
not changing the intended volume; expressed support by GenCom, Inc. for a solution to the long
range traffic concerns; and requested that the project be recommended for City Council
approval.
Steve Cool, Attorney representing Ottse, Inc. - the property owners have 400 undeveloped
residential lots and they are sensitive to the future of this area; he expressed their approval of
the elements of the current plan such as: the plaza concept; the aesthetics; the main entry along
West Branch; and the internal circulation. He stated that the property owners are in support of
the project and recommend approval.
With no further comments from the. audience, Chairperson Keen closed the public hearing and
requested Commissioner comments.

Commissioner Tappan asked for clarification if the project fees could be dedicated to specific
locations associated with the project. Mr. Multari stated the City Council could adopt a policy
to do so. Commissioner Tappan stated that he was satisfied that visual impacts had been
resolved to the satisfaction of the residents; agreed that the pavement on the Rancho Grande
crosswalk should be textured; and expressed interest in having the internal pedestrian walkway
separated from the roadway.
Commissioner Carr stated that he would like to see ticket sales for the theater at the rear of the
building; would like to see a site for a cafe /restaurant reserved even if it was not developed
immediately; would like to see internal pedestrian walkway start at rear of theater; stated that
he was interested in having the Performing Art Center considered as a tenant not that it be
required; asked about the gas station that had once been proposed, staff replied it was not longer
shown on plans; asked about the inclusion of palm trees in the landscaping plan, staff replied
that the landscaping plans had not yet been approved; asked about the signage for the project,
staff replied that issue would be subject to design review; asked about design guidelines for the
project, staff replied they would be reviewed by AAC; asked about long term maintenance of
the landscaping, staff replied it will be specifically addressed in CC &Rs; and expressed concern
with the traffic situation.
Commissioner Beck stated that she would like to see a time line for construction of the project
in conjunction with the traffic study; expressed concern with the safety of school children during
the construction phase, Mr. Marton replied that they had written a letter addressing the school
concerns and how they would respond to them; and stated that she felt the "destination" concept
had been addressed but would like to see more flexibility in the landscaping.
Commissioner Deviny asked landscaping that would be required. Staff replied that landscape
plans could be returned to the Planning Commission for their review.
Commissioner Lubin expressed concern with traffic patterns and signalization, and the effect it
could have on Mr. Mankin's property if a roundabout were decided upon.
Chairperson Keen asked if the APCD considered diverted trips when calculating impacts, which
would lessen impacts. Commissioner Carr replied that these were not taken into consideration.
Commissioner Soto discussed the City priority list for projects and expressed confidence that the
projects in this area of the City were at the top of the list for consideration. Community
Development Director Liberto - Blanck agreed and informed the Commission that staff intended
to have the Long Range Planning Study Report to the Commission for review this summer.
The Commission took a 10 minute break.
Commissioner Carr asked about the nexus between the COA and the mitigation measures. Mr.
Multari replied that COA #127 incorporates all mitigation measures.

Commissioner Carr expressed his concerns about the original development agreement for this
project and the additional traffic that will be generated, he stated it is not consistent with the City
and General Plan and he cannot support the project.
The following action was taken:
RESOLUTION NO. 96 -1566
A RESOLUTION OF THE PLANNING COMMISSION OF TIIE CITY OF
ARROYO GRANDE RECOMMENDING THAT THE CITY COUNCIL
APPROVE PLANNED DEVELOPMENT ORDINANCE CASE NO. 96 -001;
CONDITIONAL USE PERMIT CASE NO. 96 -541; TENTATIVE TRACT
MAP 2220 AND PLANNED SIGN PROGRAM 96 -118, APPLIED FOR BY
GENCOM, INC. FOR AN APPROXIMATELY 45 ACRE SITE AT WEST
BRANCH STREET AND RANCHO PARKWAY, REFERRED TO AS
GRANDE PLAZA
On a motion by Commissioner Lubin, seconded by Commissioner Beck, and by the following
roll call, to wit:
AYES: Commissioners Lubin, Beck, Soto, Deviny, Tappan and Keen
NOES: Commissioner Carr
ABSENT: None
The Planning Commission approved the aforenoted Resolution (Exhibit F), with Attachment A -
Draft Conditions of Approval, including all recommended changes and the additional information
sheets as attached to the Resolution regarding the findings.
The Commission discussed the acceptance of the problems that are not able to be mitigated at
this time and the hope that some of the benefit from this project will help mitigate them in the
future. These issues include traffic, air quality and the changes to the character of the
community.
Then the following action was taken:
