PC Minutes 1995-07-18ARROYO GRANDE PLANNING COMMISSION JULY 18, 1995 The Arroyo Grande Planning Commission met in regular session with Chairperson Keen presiding. Present are Commissioners Tappan, Soto, and Beck. Commissioners Carr, Deviny, and Hatchett are absent. Planning Director Doreen Liberto - Blanck is in attendance. ORAL COMMUNICATIONS - None PUBLIC HEARING - DRAFT EXPANDED INITIAL STUDY AND MITIGATED NEGATIVE DECLARATION ON THE PROPOSED 10 ACRE RANCHO GRANDE PARK (ELDER PLAN), INCLUDING PLAYING FIELDS, TENNIS COURTS, PLAY AREAS AND PICNIC FACILITIES; RANCHO GRANDE PARK (ELDER PLAN) PROJECT APPROVAL, APPLICANT IS THE CITY OF ARROYO GRANDE Planning Director Liberto - Blanck gave the reason for recommending an extension. She suggested the date of September 19, 1995, mentioning the date of the 18th of September in the agenda was incorrect. On a motion by Commissioner Beck, seconded by Commissioner Tappan, and unanimously carried, this item was continued to the regular meeting of September 19, 1995. NON - PUBLIC HEARING - PLANNING COMMISSION INTERPRETATION OF TEMPORARY SIGNS Planning Director Liberto - Blanck presented this item to the Planning Commission explaining the present status of the Development Code regarding Section 9- 13.050 on signs which are prohibited and Section 9- 13.040 which lists exceptions to sign permits. Ms. Liberto - Blanck stated Staff has had requests for temporary use of signs presently prohibited. She explained the two resolutions before the Planning Commission. Discussion was held by the Commissioners, the main concerns being a definition of the term temporary and the use of gas and hot air balloons. Planning Director Liberto - Blanck briefly discussed each of the nine items under Section 9- 13.050 and suggested the ones the Commissioners might consider to approve for use on a temporary basis. She referred to the letter from the Chamber of Commerce. Planning Director Liberto- Blanck suggested the first consideration for the Commissioners to determine was a definition for the term temporary and then which signs they felt could be allowed on a temporary basis. Each of these items were discussed by the Planning Commission. Enforcement was also discussed and several examples of problem signs, as well as appropriate ones in the area were discussed. During the Commissioner discussion, changes to the first resolution were reviewed with Staff. After further discussion the following action was taken, as amended: RESOLUTION NO. 95 -1524 1 1 1 Arroyo Grande Planning Commission Page 2 July 18, 1995 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE INTERPRETING THAT CERTAIN PROHIBITED SIGNS ARE PERMITTED ON A TEMPORARY BASIS On a motion by Commissioner Soto, seconded by Commissioner Tappan, and by the following roll call, to wit: AYES: Commissioners Tappan, Soto, Beck and Keen NOES: None ABSENT: Commissioners Carr, Deviny, and Hatchett the foregoing Resolution was passed and adopted this 18th day of July 1995. NON - PUBLIC HEARING - REVIEW OF PLANNING COMMISSION BY -LAWS Chairperson Keen recommended a committee of Commissioners Tappan, Beck and himself review the by -laws and return to the Planning Commission with any recommendations for changes. Chairperson Keen asked Staff to contact the absent members to see if they had any comments. PLANNING COMMISSION ITEMS AND COMMENTS Chairperson Keen asked Staff to advise the Planning Commission of any pending appeals. Commissioner Soto said the charts from the "FPBC Bulletin" did not have the alternate pages printed and asked Staff if these could be provided. Planning Director Liberto - Blanck noted the pages were two -sided and evidently only one side was copied, stating she would see that these pages were provided. Commissioner Tappan mentioned the Open House invitation from CDBG on Saturday, July 22, 1995, although he would be unable to attend. Commissioner Beck said she planned to attend. The concensus was that the Commissioners should support the efforts of CDBG. Commissioner Tappan stated he read that someone in Grover Beach had a forum on the Brown Act, mentioning it might be of benefit to the various commissions of the City of Arroyo Grande. Planning Director Liberto - Blanck said she would mention it to Nancy Davis, City Clerk. WRITTEN COMMUNICATIONS 1. Letter dated July 14, 1995 from Heather Jensen, Executive Director, Arroyo Grande Chamber of Commerce regarding the Sign Ordinance. 2. Notice of Preparation - Environmental Impact Report: AVILA BEACH CLEANUP PROJECT, County of San Luis Obispo 3. Letter dated July 14, 1995 from Doreen Liberto - Blanck to current mailing list regarding Rancho Grande Park. ADJOURNMENT There being no further business before the Commission, on a motion by Commissioner Soto, seconded by Commissioner Beck and unanimously carried, the meeting was adjourned at 8:35 P.M. to the next scheduled meeting on August 1, 1995.
