ARROYO GRANDE PLANNING COMMISSION
MAY 16, 1995
The Arroyo Grande Planning Commission met in regular session with Chairperson Keen
presiding. Present are Commissioners Soto, Hatchett, and Beck. Commissioners Tappan, Carr,
and Deviny are absent. Planning Director Doreen Liberto - Blanck and Current Planner Scott
Spierling are in attendance.
APPROVAL OF MINUTES
On a motion by Commissioner Beck seconded by Commissioner Hatchett and unanimously
carried, the minutes of April 18, 1995 was approved with Commissioner Soto abstaining as he
was not in attendance at that meeting.

PUBLIC hIEARING - CONDITIONAL USE PERMIT CASE NO. 94 -530, 1200 GRAND
AVENUE, APPLICANT IS GOODWILL INDUSTRIES
Chairperson Keen stated the applicant requested a continuance on this item to the regular
meeting of August 1, 1995. On a motion by Commissioner Soto, seconded by Commissioner
Hatchett, and unanimously carried, this item was continued as requested.
PUBLIC HEARING - TENTATIVE TRACT MAI' NO. 2189 AND CONDITIONAL USE
PERMIT CASE NO. 95-532 (P.U.D. PERMIT) WITII ASSOCIATED ARCHITECTURAL
REVIEW FOR A SIX UNIT PLANNED UNIT DEVELOPMENT AT 260 ROBLES ROAD,
APPLICANT IS VICK PACE CONSTRUCTION
Current Planner Scott Spierling presented this item, using the overhead projector as he discussed
various aspects of this proposed project. He said two issues the Commissioners may want to
consider were trash pickup and entrance into the proposed project. Mr. Spierling stated the
Architectural Advisory Committee and the Staff Advisory Committee recommended approval.
Commissioner Deviny entered Council Chambers at 8:00 P.M. He stated that because he did
not hear all of Current Planner Spierling's presentation, he would not participate in this item and
would abstain in any voting.
Commissioner Beck inquired about possible hazardous materials because of previous use on the
property. Current Planner Spierling responded that environmental studies had been done and
there was no evidence of contamination on the property.
Chairperson Keen opened the public hearing.
Scott Pace, applicant, said he agreed with all of the mitigations and conditions and requested
approval of the project.
Lou Previati of 293 Hillcrest Drive said he lived in the adjoining property and asked questions
regarding the fencing. Current Planner Spierling responded that the retaining wall was to remain
and, if it was damaged during construction, the applicant would be required to repair it. Mr.
Spierling said the Conditions of Approval stated that any fence area needing repair would be
fixed by the applicant. Scott Pace addressed Mr. Previati from the audience saying, if the
project was approved, he would meet with him regarding the fencing.
Greg Soto, architect for the applicant, said lie was there to answer any questions and that both
he and Mr. Pace might later respond to any discussion.

With no further comments from the audience, Chairperson Keen closed the public hearing.
Commissioner Soto stated there was insufficient open space, the trash enclosure should be at the
front rather than the back for safety reasons, and though he felt it was a good design, it was too
much in too little space.
Chairperson Keen said one of the problems with P.U.D.'s was the trash and putting separate
cans out on the street was not acceptable.
Scott Pace requested enclosing the three proposed carports. Discussion was held by the Planning
Commission and the consensus
was they should remain carports.
Greg Soto, responded to some of Commissioner Soto's comments, including how he calculated
the lot sizes and building versus open space. Commissioner Soto stated that some of the area
Mr. Soto described was unusable as open space.
After more discussion by the Planning Commission, the following action was taken:

Planning Staff apprised the public of the appeal period on this project.
PUBLIC HEARING - CONDITIONAL USE PERMIT CASE NO. 95 -533 WITH
ASSOCIATED ARCHITECTURAL REVIEW FOR A 637 SQUARE FOOT SECOND
RESIDENTIAL UNIT' AT 1475 HILLCREST DRIVE, APPLICANTS ARE PAUL AND
MARY IIERTEL
Current Planner Spierling gave a brief overview of this item, showed the proposed plans on the
overhead projector, and discussed the D Overlay. He said all requirements were met, and Staff
recommended approval.
Paul Hertel, applicant, gave reasons for desiring approval.
Greg Holzer of 1485 Hillcrest Drive said he lived next door to the Hertel's and approved of the
proposed project.
Coleen Phelan of 1607 Ramona Avenue, Grover Beach, spoke in favor of the project.
With no further comments from the audience, Chairperson Keen closed the public hearing.
Discussion was held by the Planning Commission. It was agreed that the 17 foot setback would
be permitted.
The following action was taken.

PUBLIC HEARING - VESTING TENTATIVE TRACT NO. 1663 AND CONDITIONAL
USE PERMIT CASE NO. 94 -523 WITH ASSOCIATED ARCHITECTURAL REVIEW
FOR A 38 UNIT CLUSTERED RESIDENTIAL DEVELOPMENT SOUTH OF ORCHARD
AVENUE, APPLICANT IS BUSICK /GEARING DEVELOPMENT
Chairperson Keen announced applicant withdrew this item.
PLANNING COMMISSION ITEMS AND COMMENTS
The Commissioners complimented Staff on the draft of a brochure "The City's Subdivision
Review Process ", requesting no changes.
Commissioner Beck expressed concern on house density and inquired if we were going to
continue in the same manner or were we going to require open space in the P.U.D.'s. Planning
Director Liberto - Blanck said P.U.D.'s would be discussed at the joint meeting with the City
Council, perhaps in July. The Planning Commission agreed that the Development Code should
require more open space.
Chairperson Keen said he noticed a hearing of the San Luis Obispo County Planning
Commission for land close to the city limits of Arroyo Grande and asked if Planning Director
Liberto - Blanck planned to represent the City at that meeting. Planning Director Liberto - Blanck
responded that various departments of the City have been involved with this item, and she would
request a copy of the staff report, and perhaps attend the meeting.

ADJOURNMENT
There being no further business before the Commission, on a motion by Commissioner Soto,
seconded by Commissioner Deviny, and unanimously carried, the meeting was adjourned at 9:20
P.M. to the next scheduled meeting on June 6, 1995.
