ARROYO GRANDE PLANNING COMMISSION
APRIL 18, 1995
The Arroyo Grande Planning Commission met in regular session with Chairperson Keen
presiding. Present are Commissioners Tappan, Carr, Deviny, Hatchett and Beck.
Commissioner Soto is absent. Planning Director Doreen Liberto - Blanck and Current Planner
Scott Spierling are in attendance.
APPROVAL OF MINUTES
On a motion by Commissioner Tappan seconded by Commissioner Carr and unanimously
carried, the minutes of March 21, 1995, with the correction as noted, and the minutes of April
4, 1995, were approved.
ORAL COMMUNICATIONS - None
PUBLIC HEARING - AMENDMENT TO TITLE 6, CHAPTER 5 OF THE MUNICIPAL
CODE REGARDING RECREATIONAL VEHICLES, APPLICANT IS THE CITY OF
ARROYO GRANDE
Commissioner Hatchett felt he had a potential conflict of interest, and therefore did not
participate.
Current Planner Spierling presented this item, giving a brief history of the ordinance and reasons
needed to amend it, and commented on certain aspects of the ordinance. Using an overhead
projector, Mr. Spierling pointed out on a diagram the proposed areas where recreational vehicles
(RVs) could be parked on private property, showing the effects of 5 and 10 foot setbacks.
Commissioner Tappan queried Staff as to what procedure the Planning Department would use
for those cases where the owner was unable to comply. Current Planner Spierling replied that
the party would submit a Minor Exception for a fee of $30.00 and Staff would review these on
a case by case basis.
Chairperson Keen opened the public hearing.
Bob Bowen of 1033 Acorn Drive, Harvey Palmer of 210 Pearwood Avenue, George Stewart
of 137 Pearwood Avenue, Bruce Steude of 840 Quail Court, Duane Marquardt of 420 Walnut.
Street, and Fred Champion of 148 Pearwood Avenue spoke against the proposed 10 foot
setback.
Dick Franks of 879 Fair Oaks Avenue spoke about the abuses of some RV owners, which
caused him to instigate amending the RV Ordinance, and felt the amended ordinance would
provide a good tool to help in these situations.
Art Coplin of 856 Farroll Avenue spoken in favor of the ordinance and stated how a
neighboring RV was parked so close to his home that it blocked their light and hindered their
privacy.
With no further comments from the audience, Chairperson Keen closed the public hearing.

Discussion was held by the Commissioners regarding the comments presented by the public.
The consensus was that the amended ordinance was a great improvement over the one presented
at the May 1994 meeting, and one setback would be better than two different setback
requirements. After further discussion, the following action was taken with the following
changes:
1. Delete Item (c) of Section 6 -5.08.
2. Modifications of Section 6 -5.03 (a) and (b) to indicate a 5 foot setback only.
3. Section 6 -5.05 shall be modified to add screening as a potential condition of
approval and eliminate it in finding number (2).
RESOLUTION NO. 95 -1504
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE OF ARROYO GRANDE RECOMMENDING THAT
THE CITY COUNCIL REPEAL THE EXISTING TITLE 6, CHAPTER 5
OF THE MUNICIPAL CODE ENTITLED "IIOUSE TRAILERS" IN ITS
ENTIRETY AND ADOPT A NEW TITLE 6, CIIAPTER 5, ENTITLED
"RECREATIONAL VEHICLES"
On a motion by Commissioner Deviny, seconded by Commissioner Beck, and by the following
roll call, to wit:
AYES: Commissioners Tappan, Carr, Deviny, Beck and Chairperson Keen
NOES: None
ABSENT: Commissioners Soto and Hatchett
the foregoing Resolution was passed and adopted this 18th day of April 1995.
PUBLIC HEARING - ADOPTION OF CHAPTER 21 OF THE ARROYO GRANDE
MUNICIPAL CODE ESTABLISHING ACCEPTABLE NOISE STANDARDS, APPLICANT
IS THE CITY OF ARROYO GRANDE
Current Planner Spierling stated that the City presently did not have a noise ordinance and
explained the necessity for it, and the different requirements of the ordinance.
Chairperson Keen opened the public hearing.
Dick Franks recommended including a definition of the word "noise ".
With no further continents from the audience, Chairperson Keen closed the public hearing.
The Commissioners asked Staff several questions regarding the proposed ordinance and Staff
responded to these queries. After further discussion by the Commissioners, the following action
was taken with the addition of the definition of noise: "Noise is any sound that can be registered
on an A- weighted sound level meter."

RESOLUTION NO. 95 -1505
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE RECOMMENDING THAT TIIE CITY COUNCIL ADD
TITLE 5, CHAPTER 21 "NOISE" TO THE MUNICIPAL CODE OF TIIE
CITY OF ARROYO GRANDE, ADOPT A NEGATIVE DECLARATION
AND INSTRUCT TIIE CITY CLERK TO FILE A NOTICE OF
DETERMINATION
On motion by Commissioner Carr, seconded by Commissioner Hatchett, and by the following
roll call vote, to wit:
AYES: Commissioners Tappan, Carr, Deviny, Hatchett, Beck and
Chairperson Keen
NOES: None
ABSENT: Commissioner Soto

NON- PUBLIC IIEARING - TIME EXTENSION ON CONDITIONAL USE PERMIT CASE
NO. 90 -471, YOUTH CENTER AT 501 FAIR OAKS AVENUE, APPLICANT IS ST.
PATRICK'S CATHOLIC CHURCH
Current Planner Spierling gave a brief presentation on this item to the Commissioners.
The Planning Commission discussed this item and the consensus was that a representative should
have been present to discuss plans regarding permanent construction of the Youth Center. When
queried by the Commission regarding the past year, Staff responded that they were not aware
of receiving any complaints. After further discussion, on a motion by Commissioner Carr,
seconded by Commissioner Hatchett, and unanimously carried, it was agreed to grant a one year
extension to Conditional Use Permit 90 -471. Staff was instructed to send a letter to the applicant
notifying them that there was an eight year limitation on this permit, which now would be in its
sixth year, and when the next renewal was requested, the applicant would be expected to discuss
plans for permanent construction.
PLANNING COMMISSION ITEMS AND COMMENTS
Planning Director Liberto - Blanck advised the Commission that John Keisler, Director of Parks
and Recreation, offered to take the Planning Commission on a field trip to French Park in San
Luis Obispo, preceding the Rancho Grande Meeting in May. The date of April 25th was agreed
upon by the Commission. The Planning Commission would meet at City Hall at 5:00 P.M.
Some Commissioners indicated they would meet at French Park.
Ms. Liberto - Blanck gave a synopsis of the joint meeting with City Council, stating that out of
the nine items on the agenda, there was only time for five items. The other four items would
be discussed at the next joint meeting, perhaps the end of July 1995. She mentioned the items,
that were targeted for action; namely:

Ms. Liberto - Blanck said that Dick Franks offered to conduct an inventory of the signs for the
City and expressed her appreciation.

ADJOURNMENT
There being no further business before the Commission, on a motion by Commissioner Tappan,
seconded by Commissioner Deviny, and unanimously carried, the meeting was adjourned at 9:45
P.M. to a Special Meeting on April 25, 1995, at 5:00 P.M. at City Hall for a field trip to
French Park in San Luis Obispo.
