PC Minutes 1995-01-17ARROYO GRANDE PLANNING COMMISSION JANUARY 17, 1995 The Arroyo Grande Planning Commission met in regular session with Vice Chairperson Tappan presiding. Present are Commissioners Soto, Carr, Hatchett, and Beck. Chairperson Keen and Commissioner Deviny are absent. Planning Director Doreen Liberto - Blanck and Current Planner. Scott Spierling are in attendance. ORAL COMMUNICATIONS - None PUBLIC HEARING - CONDITIONAL USE PERMIT CASE NO. 94 -531 AND ASSOCIATED ARCI-IITECTURAL REVIEW AND VARIANCE CASE NO. 94 -187 FOR CONSTRUCTION OF A 20 UNIT MULTI - FAMILY APARTMENT COMPLEX AT 163 SOUTH ELM STREET, APPLICANT IS PEOPLES' SELF -HELP HOUSING CORPORATION (PSIIIIC) Current Planner Spierling gave an overview of this item. Using the overhead projector, Mr. Spierling outlined the proposed site and explained the reasons for the requested Conditional Use Permit (CUP) and Variance. Mr. Spierling ended his presentation by stating that both the Architectural Advisory Committee (AAC) and the Staff Advisory Committee (SAC) recommend approval of both the CUP and Variance. Vice Chairperson Tappan opened the public hearing. Bruce Fraser, Project Architect for PSHHC, said Current Planner Spierling presented an accurate overview of the project and they agreed with all of the conditions. Mr. Fraser spoke briefly about the project, requesting approval. Chester Kielan, 174 Pine Street, stated he is concerned about the traffic impact of this project at Maple and Elan Streets and of possible accidents and danger to children. Marcie Romero of 1194 Maple Street, spoke of traffic concerns due to the additional people living in the area. Ms. Romero was concerned with the impact on the locals schools. Jeannette Duncan, PSHHC, answered some of the concerns, explaining how PSHHC operated their facilities. Ms. Duncan said that most of the residents in the project would already be living or working in Arroyo Grande and therefore an overflow in the school system was not anticipated. With no further comments from the audience, Vice Chairperson Tappan closed the public hearing. Vice Chairman Tappan and Commissioner Hatchett both stated they toured the PSHHC project in Morro Bay and both said they were very impressed. The consensus of the Planning Commission was that this proposed project was a very good one and would be an asset to that area and would help the City meet its goals for providing low -cost housing. The Commissioners discussed various aspects of the proposed project such as parking, traffic, color of the front doors, and park development fees. The major concern was the traffic on Elm Street. Commissioner Soto requested Staff to make a study on this problem ; and suggested possibly re- striping the road to two single lanes with a center turn lane. The consensus of the Planning Commission was that something did need to be done, though they agreed this project would not have much of an impact on Elm Street. 1 1 1 1 1 1 Arroyo Grande Planning Commission Page 2 January 17, 1995 Planning Director Liberto - Blanck advised the Commissioners that the City was working on a Circulation Element update. She said Staff was also concerned and that the traffic consultant would be apprised of this and other build -out areas in the City. After a discussion by the Commissioners, the following action was taken, with an additional sentence on Item 3 of the General Conditions, to wit "The door color and style may be changed subject to review and approval of the Planning Director. ": RESOLUTION NO. 95 -1497' A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE APPROVING CONDITIONAL USE PERMIT CASE NO. 94 -531 AND THE ASSOCIATED ARCHITECTURAL REVIEW, AT 163 SOUTH ELM STREET, APPLIED FOR BY PEOPLES' SELF -HELP IIOUSING CORPORATION; ADOPTION OF A NEGATIVE DECLARATION WITH MITIGATION MEASURES AND INSTRUCTION THAT THE SECRETARY FILE A NOTICE OF DETERMINATION On motion by Commissioner Soto, seconded by Commissioner Hatchett, and by the following roll call vote, to wit: AYES: Commissioners Soto, Carr, Hatchett, Beck, and Vice Chairperson Tappan NOES: None ABSENT: Commissioner Deviny and Chairperson Keen the foregoing Resolution was passed aricl adopted this 17th day of January 1995. Then the following action was taken: RESOLUTION NO. 95 -1498 A RESOLUTION OF THE PLANNING COMMISSION OF TIIE CITY OF ARROYO GRANDE GRANTING A VARIANCE, CASE NO. 94 -187, APPLIED FOR BY PEOPLES' SELF -IIELP HOUSING CORPORATION, AT 163 SOUTIL ELM STREET, VARIANCE FOR OPEN PARKING AS OPPOSED TO COVERED PARKING AND REDUCTION OF REQUIRED PARKING SPACES. On motion by Commissioner Soto, seconded by Commissioner Hatchett, and by the following roll call vote, to wit: AYES: Commissioners Soto, Carr, Hatchett, Beck, and Vice Chairperson Tappan NOES: None ABSENT: Commissioner Deviny and Chairperson Keen the foregoing Resolution was passed and adopted this 17th day of January 1995. Planning Staff apprised the public of the appeal period on this project. Arroyo Grande Planning Commission Page 3 January 17, 1995 NON - PUBLIC HEARING - AMEND RANCHO GRANDE TRAILS AND CIRCULATION MASTER PLAN, NORTH OF JAMES WAY BETWEEN RODEO DRIVE AND STEVENSON DRIVE, APPLICANT IS OTTSE, INC. Current Planner Spierling showed on posted plans the proposed changes to the Rancho Grande Trails and Circulation Master Plan, explaining the erosion problems necessitating the amended plan. Mr. Spierling pointed out a few changes Staff had recommended and advised the Commissioners that just before this meeting the applicant gave him updated plans which incorporated the suggested revisions. Jeff Ferber, RRM Design Group, representing the applicant, said they concurred with the staff report and spoke briefly requesting approval. After a discussion by the Planning Commission, on a motion by Commissioner Carr, seconded by Commissioner Soto, with a 4:1 vote, the Planning Commission recommended that the City Council approve the amendments as outlined in the staff report dated January 17, 1995. PLANNING COMMISSION ITEMS AND COMMENTS Planning Director Liberto- Blanck suggested the meeting of February 21, 1995 be canceled. On a motion by Commissioner Carr, seconded by Commissioner Soto, and unanimously carried, the regular Planning Commission meeting of February 21, 1995 was canceled. Planning Director Liberto - Blanck mentioned the Planning Commissioners' Dinner on Friday, February 24, 1995 and requested reservations be turned in.
