NOVEMBER 29, 1994
The Arroyo Grande Planning Commission met in regular session with Chairperson Keen
presiding. Present are Commissioners Tappan, Deviny, Hatchett, and Beck. Absent are
Commissioners Soto and Carr. Current Planner Scott Spierling is in attendance.
Chairperson Keen introduced Jean S. Beck, newly appointed Planning Commissioner.
APPROVAL OF MINUTES
On a motion by Commissioner Tappan, seconded by Commissioner Hatchett, and unanimously
carried, the minutes of November 15, 1994 were approved.
ORAL COMMUNICATIONS - None
PUBLIC HEARING - LOT LINE ADJUSTMENT CASE NO. 94 -520, GENERAL PLAN
AMENDMENT CASE NO. 94 -001, AND P.D. REZONE CASE NO. 94 -002 AT RODEO
DRIVE BETWEEN WEST BRANCH STREET AND MERCEDES LANE, APPLICANT
IS COUNTY OF SAN LUIS OBISPO
Current Planner Spierling presented this item and referring to a posted map, explained the
proposed reconfiguration. He then advised the Planning Commission that the Staff Advisory
Committee recommended that the Commission adopt the Resolution of recommendation to the
City Council, and stated he would be pleased to answer any questions that might arise.
Chairperson Keen opened the public hearing.
Jim McGillis, Surveyor with San Luis Engineering, representing the applicant, stated that
Current Planner Spierling clearly pointed out all the issues and that he would try to answer any
questions presented.
C.Z. Brown, 350 Old Ranch Road, spoke that there were four of them from the Royal Oaks area
present at the meeting with concerns. His first concern was the relationship of the YMCA to
this project. He expressed concern about the proposed YMCA site and asked how the City
would benefit from the YMCA. Mr. Brown then stated that the view of the County
maintenance yard from the residences in that area is an eyesore. He said that he had asked the
County to plant trees there two years ago, but nothing has been done. Mr. Brown went on to
say that although he spoke numerous times with both the City and County, he received no
satisfaction. He ended by stating that volunteers could plant trees and that he and the other three
residents of Royal Oaks would offer their labors if needed to perform this planting.
Norm Baker, 435 Mercedes Lane, spoke in opposition, stating he really could not see the
benefits of this reconfiguration.
Current Planner Spierling responded to the questions and concerns raised by the residents,
explaining the relationship of this project to the YMCA and indicating that development of the
YMCA would be the subject of future public hearings.

After further discussion among the Commissioners and the residents of Royal Oaks, Current
Planner Spierling addressed Chairperson Keen offering to meet with the four residents in the
audience and clarify issues for them. Mr. Spierling stated that the planting of trees
recommended by Mr. Brown was an excellent suggestion and that before the City Council
would vote on this resolution, perhaps Staff could look into ways that the County and City could
work together on providing these trees.
Council Member Mike Lady addressed the Commission stating that he felt the requests of the
Royal Oaks residents were reasonable and the City and County should be expected to protect
property rights. He suggested that Curt Sorg, General Services Property Manager for the
County, be apprised of their concerns regarding the planting of trees at the County maintenance
yard site.
During the discussion that was held among the applicant, the residents, and the Commissioners
regarding how to propose the tree planting, Current Planner Spierling suggested that after the
resolution was voted on, that a separate motion be made regarding the trees.
Jim McGillis then suggested that the Royal Oaks residents present their concerns to Ruth
Bracket, 4th District Supervisor for the County, regarding the trees.
With no further comments from the audience, Chairperson Keen closed the public hearing.
After further discussion by the Commissioners on this item, the following action was taken:
RESOLUTION NO. 94 -1495
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE RECOMMENDING THAT THE CITY COUNCIL
APPROVE LOT LINE ADJUSTMENT CASE NO. 94-520, GENERAL PLAN
AMENDMENT CASE NO. 94 -001, AND P.D. REZONE CASE NO. 94 -002
LOCATED ON RODEO DRIVE, APPLIED FOR BY THE COUNTY OF
SAN LUIS OBISPO
On motion by Commissioner Tappan, seconded by Commissioner Deviny, and by the following
roll call vote, to wit:
AYES: Commissioners Tappan, Deviny, Beck, and Chairperson Keen
NOES: Commissioner Hatchett
ABSENT: Commissioners Carr and Soto
the foregoing Resolution was passed and adopted this 29th day of November 1994.
Discussion was then held between the Commissioners and Staff regarding the tree planting
request by the public. Commissioner Deviny suggested that Staff work with the Director of
Parks and Recreation on this situation to which Current Planner Spierling agreed, further stating
that, if they desired, he would also work with Mr. McGillis to secure the County's cooperation.
Commissioner Tappan suggested that the type of tree be considered so that years from now a
complaint won't be raised that the trees are blocking the views of the residents.

On a motion by Commissioner Deviny, seconded by Commissioner Tappan, and unanimously
carried, it was recommended that Staff explore options for landscape screening around the
County's Maintenance Yard and that those recommendations be provided to the City Council for
action.
PLANNING COMMISSION ITEMS AND COMMENTS
Current Planner Spierling spoke briefly of the two informational items; namely the County
Planning Commissioners' gathering and the loading zone recommendation for Village Creek
Plaza.

ADJOURNMENT
There being no further business before the Commission, on a motion by Commissioner Deviny,
seconded by Commissioner Hatchett, and unanimously carried, the meeting was adjourned at
8:35 P.M. to the next regular meeting on December 6, 1994.
