SEPTEMBER 6, 1994
The Arroyo Grande Planning Commission met in regular session with Chairman Keen presiding.
Present are Commissioners Soto, Carr, Deviny and Hatchett. Absent is Commissioner Tappan.
Planning Director Doreen Liberto - Blanck and Current Planner Scott Spierling are in attendance.
APPROVAL OF MINUTES
On a motion by Commissioner Carr, seconded by Commissioner Hatchett, and unanimously
carried, the minutes of July 19, 1994 were approved.
ORAL COMMUNICATIONS - None
NON - PUBLIC I-IEARING - PRE - APPLICATION REVIEW TO CONSTRUCT 17
AFFORDABLE, MULTI - FAMILY RENTAL UNITS AT 163 SOUTH ELM STREET,
APPLICANT IS PEOPLES' SELF -HELP HOUSING
Using the overhead projector, Current Planner Spierling gave a summary of this proposed
project. He ended his presentation by pointing out two major deviations to be considered;
namely, density and parking.
In response to Chairman Keen inviting the applicant to be heard, the project architect Dennis
Thompson, representing the applicant approached the Commission. During his comments he
requested an increase in units from 17 to 20, requiring a decrease of the parking requirements
to 40. He felt this proposal of two spaces per residence was more than adequate. Mr.
Thompson advised the Commission of a survey the applicant made of similar projects where the
average parking per unit was 1.6, which was deemed sufficient. He also requested covered
parking be waived in order to keep the costs down and, as the project is presently designed,
uncovered parking would be more aesthetic. Jeannette Duncan of Peoples' Self -Help also spoke
in agreement that aesthetically the project would be more pleasant if the spaces were uncovered.
Commissioners Carr and Deviny asked questions regarding the parking survey that was done and
Mark Wilson of Peoples' Self -Help answered their questions, as well as presenting a copy of the
survey to the Commissioners and Staff.
Commissioner Soto asked if there would be on -site management and whether they would control
abuse on the uses of parking spaces to which Mr. Thompson replied in the affirmative.
Upon Chairman Keen's request, Mr. Thompson pointed out where he would propose the three
additional units be located.
Commissioner Soto stated that covered parking might provide some needed storage area,
whereas Commissioner Carr said he was concerned it might cause cluttering. When Mr.
Thompson was queried regarding storage, he replied that outside storage in the patio area would
probably be more effective. The Commissioners felt that since some storage would be needed,
this would be a good solution.

Among various other comments and discussion, Chairman Keen cautioned Mr. Thompson to
consider sight distance when planning the landscaping in the parking areas.
Then most of the Commissioners stated they felt the requested deviations were acceptable to the
proposed project. Mr. Thompson thanked the Commissioners, saying that he received very
beneficial input.
Planning Director Liberto - Blanck then requested discussion of three issues and suggested that
perhaps Ms. Duncan could address them. First, she indicated the neighbors desired to be
involved in the process. Ms. Duncan responded that the neighbors were interested in viewing
other projects and that she had taken two of them to view other projects in response to this
request. Ms. Duncan stated they responded positively, and said she would take others who
might be interested.
Then Ms. Liberto - Blanck asked if it would be possible for the Planning Commission to go on
a field trip and Ms. Duncan said it could be arranged.
Planning Director Liberto - Blanck's last question was if preference for rentals could go to Arroyo
Grande citizens. Ms. Duncan replied that they would first consider those who lived or worked
in Arroyo Grande.
Chairman Keen requested that Ms. Duncan supply Staff with a list of local projects in order that
the Commissioners might view the sites at their convenience. Mr. Wilson responded that he
would supply such a list.
Since it was a pre - application review, the Commission took no action on the project.
NON - PUBLIC HEARING - PRE - APPLICATION REVIEW FOR FOUR UNIT PLANNED
UNIT DEVELOPMENT AT 260 SPRUCE STREET, APPLICANT IS RICHARD
ARMSTRONG
Current Planner Spierling advised the Commissioners that earlier in the day he had received a
phone message from the applicant to remove this item on tonight's meeting as he could not
attend. Mr. Spierling asked if anyone in the audience was present to speak on this item, but
there was no response. He then indicated that since the request was not made in writing, the
Commissioners should give some input at this time.
After some discussion about access and parking, it was the consensus of the Commissioners that
the design of the project was not desirable.
Since it was a pre - application review, the Commission took no action on the project.
NON - PUBLIC HEARING - ARCHITECTURAL REVIEW CASE NO. 87 -392
AMENDMENT #3 FOR SUN ROOM ADDITION TO ONE OF THE "PATIO HOMES"
IN THE ROYAL OAKS PLANNED DEVELOPMENT, NAMELY 411 SPANISH MOSS

During his presentation of this item Current Planner Spierling pointed out that a few months ago
the Planning Commission was presented with a similar request, which they recommended
approval of to the City Council. He ended his overview by stating, if they chose to recommend
approval on this particular request, it would require a Minute Motion.
Commissioner Carr asked if the applicant was in agreement with the findings and conditions.
Dave Yatsco of Day Construction, representing the applicant, stated they were.
After a brief discussion by the Commissioners, on a motion by Commissioner Soto, seconded
by Commissioner Deviny, and unanimously carried, it was agreed to recommend approval of
this project to the City Council.
Commissioner Soto then asked Planning Director Liberto - Blanck if'there was a way to simplify
approval of this type of request. Ms. Liberto - Blanck responded that the Planning Commission
did ask this same question the last time this type of item was presented and that they could, by
Minute Motion, request the City Council to make an amendment to the Development Code. Ms.
Liberto - Blanck further stated that the Council had mentioned that all the minor requests
involving Planned Development zones be included in such an amendment. Commissioner Carr
inquired as to what type of process would then be considered. Ms. Liberto - Blanck stated that
these minor situations could be handled by the Staff through the Plot Plan Review process and
need not be brought to either the Planning Commission or the City Council.
Commissioner Soto then added to his motion for the City Council to look into whatever was
necessary to make these requests simpler for the City Council, the Planning Commission and
the residents. This was seconded by Commissioner Hatchett.
NON - PUBLIC HEARING - DRAFT OF PLANNING COMMISSION RULES AND
REGULATIONS, APPLICANT IS TIIE CITY OF ARROYO GRANDE
Planning Director Liberto - Blanck presented this item to the Commission, pointing out that the
existing rules and regulations were adopted in 1965 and that because of numerous changes to the
State laws, an update was needed.
During the discussion of this item, the Commissioners commented their approval of the contents
of the update, requesting only minor changes. Ms. Liberto - Blanck stated she would incorporate
their comments and return with this item for recommended adoption.
NON - PUBLIC HEARING - DRAFT OF "DESIGN GUIDELINES FOR HISTORIC
DISTRICTS ", ARROYO GRANDE VILLAGE AND TRAFFIC WAY, APPLICANT IS
THE CITY OF ARROYO GRANDE
Current Planner Spierling gave a summary of this item, pointing out the three areas covered by
the document. He then requested the Commissioners to review this item and provide Staff with
their comments.

The consensus of the Commissioners was that the guidelines were well thought out and well
done. There were a few minor comments mentioned which Mr. Spierling said he would look
into and make any appropriate changes. Commissioner Carr said that he had not had an
opportunity to study the draft, but would do so and would contact Staff by the end of the week
with any comments he might have.
Current Planner Spierling stated he would schedule a public hearing to be held before the
Planning Commission.
PLANNING COMMISSION ITEMS AND COMMENTS
Planning Director Liberto - Blanck noted the upcoming Planning Commission Training Workshop
to be held Saturday, October 1, 1994, requesting Commissioners advise her who would be
attending so she could make reservations. She also mentioned that Commissioner Carr woii
be speaking at the workshop.
Ms. Liberto - Blanck advised the Commissioners of the continuation of the Joint County /City
Planning Commission meeting. Since this was the second continuation, it was suggested that
perhaps it could be arranged that the two chairpersons meet. Ms. Liberto - Blanck said she would
look into such a meeting.

ADJOURNMENT
There being no further business before the Commission, on a notion by Commissioner Deviny,
seconded by Commissioner Carr, and unanimously carried, the meeting was adjourned at 9:00
P.M. to the regular meeting on September 20, 1994.
