MARCII 1, 1994
The Arroyo Grande Planning Commission met in regular session with Chairman Carr presiding.
Present are Commissioners Tappan, Soto, Reilly, Hatchett, and Keen. Absent is Commissioner
Deviny. Current Planner Scott Spierling is in attendance.
APPROVAL OF MINUTES
On motion by Commissioner Soto, seconded by Commissioner Tappan and unanimously carried,
the minutes of the regular meeting of February 1, 1994 were approved.
ORAL COMMUNICATIONS - None
PUBLIC HEARING - SUBDIVIDE TWO EXISTING PARCELS INTO FOUR LOTS
RANGING IN SIZE FROM 4,655 TO 5,985 SQUARE FEET, TENTATIVE PARCEL MAP
CASE NO. 94 -517, AND CONSTRUCT SINGLE FAMILY IIOMES ON THE
SUBDIVIDED LOTS, CONDITIONAL USE PERMIT CASE NO. 94 -517 (P.U.D.
PERMIT) AT 295 SPRUCE STREET, APPLICANT IS KEVIN HUNSTAD, INC.
Current Planner Spierling gave a report on this project to the Commission, highlighting pertinent
information. He passed a color chart proposed for the four proposed units to the Commission.
Mr. Spierling stated that the Architectural Advisory Committee and the Staff Advisory
Committee recommended approval of both Resolutions.
Chairman Carr opened the public hearing.
Kevin Hunstad said he felt everything looked good except for Condition of Approval number
18 on the Conditional Use Permit regarding the necessity for concrete curbs. Current Planner
Spierling responded that this condition was not necessary and that it could be deleted.
There being no further comments from the audience, Chairman Carr closed the public hearing.
After a brief discussion, the following action was taken:

MITIGATION MEASURES; AND INSTRUCTING TIIE SECRETARY TO
FILE A NOTICE OF DETERMINATION
On motion by Commissioner Soto, seconded by Commissioner Hatchett, and by the following
roll call vote, to wit:

Then the following action was taken including deleting Condition number 18:

APPLIED FOR BY KEVIN HUNSTAD, INC. AT 295 SPRUCE STREET;
ADOPTION OF A NEGATIVE DECLARATION WITII MITIGATION.

NOTICE OF DETERMINATION
On motion by Commissioner Soto, seconded by Commissioner Keen, and by the following roll
call vote, to wit:
AYES: Commissioners Tappan, Soto; Reilly, Hatchett, Keen, and Chairman Carr
NOES: None
ABSENT: Commissioner Deviny
the foregoing Resolution was passed and adopted this 1st day of March 1994.
Commissioner Reilly queried Mr. Hunstad regarding the feasibility of housing that would be
more affordable to low and moderate income residents. Other commissioners stated their
concern regarding low cost housing and request was made of Staff to submit a status report on
this part of the Housing Element.
PLANNING COMMISSION ITEMS AND COMMENTS
For the upcoming meeting with the City Council on March 15, 1994, Chairman Carr requested
Staff to provide the commissioners with the AB 939 report as soon as possible, as he understood
it was lengthy. Current Planner Spierling replied that it was presently being prepared for
mailing to the Commission.
Regarding the joint City and County meeting for Thursday, April 28, 1994, Chairman Carr
asked Current Planner Spierling if plans were being made regarding the flow of subject matter
for that meeting and could they be apprised of it in advance.

WRITTEN COMMUNICATIONS
Current Planner Spierling mentioned that a copy of the approval letter for Viewshed Review
Case No. 93 -050, 187 Fairview Drive for applicants Michael and Becky Smith was distributed
to the Planning Commission for information only.
ADJOURNMENT
There being no further business before the Commission, on a motion by Commissioner Keen,
seconded by Commissioner Hatchett, and unanimously carried, the meeting was adjourned at
8:15 P.M. to a special meeting with the City Council on March 15, 1994 at 6:30 P.M.
