ARROYO GRANDE PLANNING COMMISSION
FEBRUARY 15, 1994
The Arroyo Grande Planning Commission met in regular session with Chairman Carr presiding.
Present are Commissioners Reilly, Deviny, and Keen. Absent are Commissioners Tappan, Soto,
and Hatchett. Planning Director Doreen Liberto- Blanck and Current Planner Scott Spierling are
in attendance.
APPROVAL OF MINUTES
As a quorum was not present that had attended the February 1, 1994 meeting, the approval of
the minutes were continued until the next regular meeting on March 1, 1994.
ORAL COMMUNICATIONS - None
PUBLIC HEARING - LOT MERGER CASE NO. 93-514 ANI) LOT LINE ADJUSTMENT
CASE NO. 93 -513 AT 160 - 207 STATION WAY, APPLICANT IS VILLAGE CREEK
PLAZA
Current Planner Spierling gave a brief presentation on this item before the Commission,
highlighting pertinent information. He stated that Staff recommended approval of both
Resolutions.
Chairman Carr opened the public hearing.
Terry Orton of Westland Engineering Co. representing the applicant spoke briefly in favor of
the project, stating they agreed with all the conditions. He also said that they would take care
of the loading and unloading situation that had been pointed out as being a hazard, and would
present their solution to the Planning Department for approval.
There being no further comments from the audience, Chairman Carr closed the public hearing.
After a brief discussion, the following action was taken:
RESOLUTION NO. 94 -1458
A RESOLUTION OF THE PLANNING COMMISSION OF TIIE CITY OF
ARROYO GRANDE APPROVING LOT MERGER CASE NO. 93 -514,
LOCATED AT 160 - 207 STATION WAY, APPLIED FOR BY VILLAGE
CREEK PLAZA
On motion by Commissioner Deviny, seconded by Commissioner Keen, and by the following
roll call vote, to wit:
AYES: Commissioners Reilly, Deviny, Keen, and Chairman Carr

On motion by Commissioner Reilly, seconded by Commissioner Keen, and by the following roll
call vote, to wit:

PUBLIC IIEARING - CONDITIONAL USE PERMIT CASE NO. 93 -515 AT 783
ARABIAN CIRCLE, THOR OURSTON APPLICANT
Current Planner Spierling gave a summary of this item to the Commissioners, pointing out the
findings of the Architectural Advisory Committee. Mr. Spierling ended by stating approval to
the City Council was recommended.
Discussion was held between the Commissioners and Current Planner Spierling including a
concern presented by Chairman Carr regarding potential viewshed problems.
Then Chairman Carr opened the public hearing.
Karl Ourston, father of the applicant, represented his son by stating that the report was
remarkable and they agreed wholeheartedly with everything.
With no further comments from the audience, Chairman Carr closed the public hearing.
Then the following action was taken:
RESOLUTION NO. 94 -1460
A RESOLUTION OF TIIE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE RECOMMENDING THAT THE CITY COUNCIL
APPROVE CONDITIONAL USE PERMIT CASE NO. 93 -515, FOR AN
ACCESSORY STRUCTURE (BARN) THAT EXCEEDS THE 14 FOOT
HEIGHT LIMITATION, APPLIED FOR BY THOR OURSTON, AT 783

PUBLIC HEARING - CONDITIONAL USE PERMIT CASE NO. 94 -516 AND PLANNED
SIGN PROGRAM CASE NO. 93 -112 AT 880 OAK PARK BOULEVARD, RUSSEL
SIIEPPEL, APPLICANT
Current Planner Spierling pointed out the significant details of this item, mainly the conditions
of the Architectural Advisory Committee. He also noted that two corrections needed to be made
to the Resolution of the Planned Sign Program Case No. 93 -112. In the title and in the
paragraph beginning with "NOW, THEREFORE LET 1T BE RESOLVED ", the word
"approving" in the title and "approves" in the paragraph stated are to be replaced with
"recommending that the City Council approve ". Mr. Spierling then stated that Staff
recommended that the Commission approve both Resolutions.
The Commissioners queried Current Planner Spierling regarding this item, at which time
Commissioner Keen raised his concern of whether the monument sign would in any way impair
the view of a driver leaving the premises. Mr. Spierling stated he did not believe it would, but
suggested the applicant respond to this query.
Chairman Carr opened the public hearing.
Tim Woodle of Steve Pulls & Associates spoke briefly in favor of this item, requesting approval
and gave details of the driveway /monument sign spacing in response to Commissioner Keen's
concern, indicating it would not be a problem.
Commissioners asked Mr. Woodle several questions. Then with no further comments from the
audience, Chairman Carr closed the public hearing.
The wording of Condition 10 was raised. Suggestion was made that the word "behind" be
replaced with "from the ". All agreed to this change.
The following action was taken:

PUBLIC HEARING - DEVELOPMENT CODE AMENDMENT 94 -001, CITY OF
ARROYO GRANDE IS THE APPLICANT
Planning Director Liberto - Blanck presented this item to the Planning Commission.
Chairman Carr said he felt the wording under Section 9- 04.140, was too subjective. Discussion
was held on this point.
Then Chairman Carr opened the public hearing.
Leonard Lenger, 1203 Carpenter Canyon Road, Arroyo Grande, stated he was pleased with the
suggested amendments presented by the Staff and his opinion was that the wording should
remain as presently stated.
With no further comments from the audience, Chairman Carr closed the public hearing.

Further discussion was held on this item, especially regarding some of the wording of the first
paragraph of Section 90- 04.140. Commissioner Reilly suggested the wording be changed so that
the portion which had been struck out would be included and wording added, so that portion
would read, "and where the number of parcels remains the same or is reduced and improves an
existing situation.... ".
Then the following action was taken including the change in wording as suggested by
Commissioner Reilly:

PLANNING COMMISSION ITEMS AND COMMENTS
Planning Director Liberto - Blanck brought to the Commissioners attention the Joint County
Planning Commission and City Planning meeting, pointing out the suggested April 28, 1994, at
6:30 P.M. time, located at the County Board of Supervisors Chambers. After a brief discussion
this date and time was agreed to. The Planning Commission will discuss in March whether or
not they will cancel one of the April meetings.
WRITTEN COMMUNICATIONS
Planning Director Liberto - Blanck mentioned briefly items presented to the Commissioners for
their information.
ADJOURNMENT
There being no further business before the Commission, on a motion by Commissioner Keen,
seconded by Commissioner Deviny, and unanimously carried, the meeting was adjourned at 8:45
P.M. to their next regular meeting on March 1, 1994.
