JANUARY 18, 1994
The Arroyo Grande Planning Commission met in regular session with Chairman Carr presiding.
Present are Commissioners Tappan, Soto, Reilly, and Deviny. Absent are Commissioners
Hatchett and Keen. Planning Director Doreen Liberto - Blanck and Current Planner Scott
Spierling are in attendance.
ORAL COMMUNICATIONS - None
APPROVAL OF MINUTES
On motion by Commissioner Tappan, seconded by Commissioner Reilly and unanimously
carried, the minutes of the regular meeting of December 21, 1993 were approved.
NON - PUBLIC HEARING - REQUEST FOR INTERPRETATION - DETERMINATION
OF USE CONSISTENCY AT 250 SPRUCE STREET, APPLICANT IS CENTRAL
DEVELOPMENT SERVICES
Current Planner Spierling presented this item to the Commissioners, identifying issues to be
considered. Mr. Spierling stated that Staff had provided them with two resolutions, so they
might adopt whichever one they considered appropriate.
Ron Dodgen of 182 Rodeo Drive, Arroyo Grande, spoke on behalf of the applicant, stating that
this business would be much less intensive than the previous use and that their vocational
training would be only "table top" work, such as stuffing envelopes.
John Kraff, Administrator of Central Development Services requested approval apprising the
Commission of their plans for the use of the building.
Both Mr. Dodgen and Mr. Kraff answered questions presented to them by the Commissioners.
They stated they would like to avoid the necessity of Conditional Use Permit because of the time
element; however, they would be agreeable to any conditions placed upon them by the
Commission.
Issues discussed were limitation of the number of people in the training, what changes were
being planned to make to the building, hours and days of service, and so forth.
The consensus of the Commission was to approve the Resolution not requiring a Conditional Use
Permit, but making certain revisions. Planning Director Liberto - Blanck suggested that the
Commission move onto the next item, giving Current Planner Spierling an opportunity to work
on the changes to the Resolution, and then return to this item.
The Commissioners agreed and Chairman Carr presented the next item.

NON - PUBLIC HEARING - UPDATE ON COORDINATED AGRICULTURAL SUPPORT
PROGRAM (CASP), CITY OF ARROYO GRANDE
Planning Director Liberto - Blanck gave a brief overview on this item, stating that she desired the
Commission's comments regarding the draft of the "Coordinated Agricultural Support Program ",
prepared by Perspective Planning.
Ms. Liberto - Blanck answered questions presented to her by the Commissioners and discussed
the next steps for implementation of the program. Commissioners agreed that the draft was very
well written with the issues clearly identified.
Planning Director Liberto - Blanck ended by saying she would bring this item back under Long
Range Planning Issues in about a month with updated information and the progress made.
Chairman Carr then closed this item, returning to the item III (A) on the agenda.
NON - PUBLIC I - REQUEST FOR INTERPRETATION - DETERMINATION
OF USE CONSISTENCY AT 250 SPRUCE STREET, APPLICANT IS CENTRAL
DEVELOPMENT SERVICES
Current Planner Spierling presented the following changes to the Resolution to the Commission,
noting that Exhibit "A" is the letter submitted by the applicant requesting an interpretation.
1. In the title, the following would be added after DEVELOPMENTALLY DISABLED
ADULTS, "as outlined in Exhibit A ",
2. In the fifth WHEREAS after the words "developmentally disabled adults ", the following
words are to be added, "as outlined in Exhibit "A ".
3. At the end of item 4 under the seventh WHEREAS the semi -colon would be replaced by
a comma and the word 'and' removed.
4. At the end of item 5 the period would be replaced by a semi -colon and the word "and"
added.
5. Item 6 would be added to read as follows:
6. The applicant is a State /Federally funded organization.
6. In the paragraph beginning with NOW, THEREFORE, BE IT RESOLVED, after the
words "developmentally disabled adults" the wording "as outlined in Exhibit "A" would
be added.
7. In the paragraph of the above item, after the word "church ", would be added "and
because of the intensity of use that is proposed in Exhibit "A ",

8. At the end of this same paragraph a comma would replace the period and the following
wording added: "however, should the intensity of use expand beyond that indicated in
Exhibit "A ", the applicant shall, prior to said expansion, request further interpretation
by the Planning Commission of whether a Conditional Use Permit is required for said
expansion."
The following action was taken to include the above presented by Current Planner Spierling and
agreed upon by the Planning Commission:
On motion by Commissioner Soto, seconded by Commissioner Tappan, and by the following
roll call vote, to wit:
AYES: Commissioners Tappan, Soto, Reilly, Deviny and Chairman Carr
NOES: None
ABSENT: Commissioners Hatchett and Keen
the foregoing Resolution was passed and adopted this 18th day of January 1994.

Planning Director Liberto- Blanck and the Commissioners gave updates on the various Long
Range Planning issues.
WRITTEN COMMUNICATIONS - Letter from the Planning Department to Home Savings
of America dated January 17, 1994.
ADJOURNMENT
There being no further business before the Commission, 011 a motion by Commissioner Soto,
seconded by Commissioner Reilly, and unanimously carried, the meeting was adjourned at 9:30
P.M. to their next regular meeting on February 1, 1994.
