SEPTEMBER 7, 1993
The Arroyo Grande Planning Commission met in regular session with Chairman Carr presiding.
Present are Commissioners Tappan, Soto, Reilly, Deviny, Hatchett and Keen. Planning Director
Doreen Liberto - Blanck and Current Planner Scott Spierling are also in attendance.
APPROVAL OF MINUTES
On motion by Commissioner Soto, seconded by Commissioner Tappan, and unanimously
carried, the minutes of the regular meetings of August 12, 1993 and August 17, 1993 were
approved.
ORAL COMMUNICATIONS - None
PUBLIC HEARING - CONDITIONAL USE PERMIT CASE NO. 93 -509 FOR THE
ADDITION OF A 960 SQUARE FOOT MODULAR CLASSROOM TO AN EXISTING
PRIVATE SCHOOL AT 900 WEST BRANCH STREET, APPLICANT IS SAINT
PATRICK'S SCHOOL
Commissioners Deviny and Reilly left Chambers for this item.
Current Planner Spierling gave a brief presentation on this item, pointing out possible issues to
be considered; i.e. modular versus a permanent building and requirements for standard
improvements such as installation of curbs, gutters, and sidewalks.
After the Commissioners queried Current Planner Spierling, Chairman Carr opened the public
hearing.
Raymond Burnell, Principal of Saint Patrick's School, read a letter requesting that several of the
conditions be modified or deleted. Each Commissioner was provided with a copy of the letter
by Mr. Burnell. Several questions were posed to Mr. Burnell from the Commissioners.
With no further comments from the audience, Chairman Carr closed the public hearing.
The Commissioners discussed at length various aspects of this item. It was agreed that some
of the conditions needed modification for clarification. Another point of discussion was the five-
year time limitation on the Conditional Use Permit. The Commissioners were in accord that in
the long -term something needed to be done regarding curbs, gutters, and sidewalks on the West
Branch Street frontage, and considered tying it into the five -year time limit. Other conditions
were discussed as not being warranted due to the scope and scale of the project.
After a discussion by the Commissioners, the following action was taken, with modification to
finding number 2, addition of condition number 2a, modification to conditions 2, 7, 9 and 10,
and deletion of conditions 8, 12 and 13,:

On a motion by Commissioner Soto, seconded by Commissioner Keen, and unanimously carried,
the associated architectural review was approved as submitted.
Commissioners Deviny and Reilly returned to Chambers.
PUBLIC HEARING - PD REZONE CASE NO. 93 -226 TO AMEND ORDINANCE 430
C.S. WITH REGARD TO MITIGATION OF IMPACTS ON THE BACKBONE TRAFFIC
SYSTEM AT 100 RODEO DRIVE, APPLICANT IS GRACE BIBLE CHURCH.
Commissioner Hatchett left Chambers for this item.
Current Planner Spierling gave an overview on this item pointing out that two separate
resolutions were to be considered.
Chairman Carr opened the public hearing.
Harold Johnson, representing the applicant, spoke briefly requesting approval of this item.
With no further comments from the audience, Chairman Carr closed the public hearing.
After a discussion by the Commissioners, the following action was taken:

PREVIOUS ADDENDI, AND THE ADDENDUM FOR THE GRACE BIBLE
CHURCH PROJECT IIAS BEEN PREPARED IN COMPLIANCE WITH
THE CALIFORNIA ENVIRONMENTAL QUALITY ACT AND
CERTIFYING THAT THE CITY COUNCIL HAS REVIEWED AND
CONSIDERED THE INFORMATION CONTAINED IN TIIE FINAL

NO. 93 -110 AT 129 -135 N. HALCYON ROAD, APPLICANT IS CUESTA TITLE
GUARANTY
Current Planner Spierling presented a summary of this item to the Commission. The
Commissioners then posed various questions to Current Planner Spierling regarding this project.
Chairman Carr opened the public hearing.
Lee Adams, 3121 South Higuera #E, San Luis Obispo, representing the applicant, stated that
they were in agreement with Staff's recommendations.
With no further comments from the audience, Chairman Carr closed the public hearing.
The following action was then taken by the Commission removing from the title the wording "a
roof sign and":

PLANNING DIRECTOR /PLANNING COMMISSION ITEMS AND COMMENTS
A joint meeting time with the Traffic Commission was discussed. September 30 will be
considered.
Chairman Carr urged Commissioners to attend the next City Council meeting at which time the
ARCO appeal will be heard.
WRITTEN COMMUNICATIONS
A brief discussion was held regarding the General Plan Amendment from the County of San Luis
Obispo, which had been presented to the Commission by Planning Director Liberto - Blanck.
ADJOURNMENT
There being no further business before the Commission, on a motion by Commissioner Keen,
seconded by Commissioner Hatchett, and unanimously carried, the meeting was adjourned at
9:25 P.M.
