AUGUST 17, 1993
The Arroyo Grande Planning Commission met in regular session with Chairman Carr presiding.
Present are Commissioners Tappan, Soto, Reilly, and Deviny; absent are Commissioners
Hatchett and Keen. Current Planner Scott Spierling is in attendance.
APPROVAL OF MINUTES
On motion by Commissioner Soto, seconded by Commissioner Tappan, and unanimously
carried, the minutes of the regular meetings of July 20, 1993 and August 3, 1993 were approved
with a minor addition on the August 3, 1993 minutes of the inserted words "are present" after
the name Keen on Page 1, Line 3.
ORAL COMMUNICATIONS
Mr. Fred Hurst inquired about the Culligan item. Chairman Carr advised him it would be
discussed under Item IV.
CONDITIONAL USE PERMIT CASE NO. 93-506 AND PLOT PLAN REVIEW CASE NO.
93 -14 TO CONVERT AN EXISTING STRUCTURE PREVIOUSLY USED AS A
RESIDENCE AND CLASSROOMS TO A PROFESSIONAL OFFICE AT 120 NELSON
STREET. APPLICANTS ARE GARY BORDA AND MIKE FISHER
Current Planner Spierling gave an overview and indicated that the Staff Advisory Committee
recommended approval of this resolution.
After a few questions from the Commission to Current Planner Spierling regarding underground
utilities, Chairman Carr opened the public hearing.
Gary Borda, applicant, said he felt this project would be beneficial to the community and asked
for approval. He stated he was in agreement with all the requirements.
With no further comments from the audience, Chairman Carr closed the public hearing.
After a discussion by the Commissioners, the following action was taken:
RESOLUTION NO. 93 -1425
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE APPROVING CONDITIONAL USE PERMIT CASE
NO. 93 -506, TO ALLOW CONVERSION OF A STRUCTURE USED AS A
RESIDENCE AND CLASSROOM, TO A PROFESSIONAL OFFICE,
APPLIED FOR BY GARY BORDA AND MIKE FISHER INSURANCE AT
120 NELSON STREET, AND ADOPTING A NEGATIVE DECLARATION
WITH MITIGATION MEASURES AND INSTRUCTING THE
SECRETARY TO FILE A NOTICE OF DETERMINATION
On motion by Commissioner Tappan, seconded by Commissioner Soto, and by the following
roll call vote, to wit:
AYES: Commissioners Tappan, Soto, Reilly, Deviny and Chairman Carr

the foregoing Resolution was passed and adopted this 17th day of August 1993.
AMENDED CONDITIONAL USE PERMIT CASE NO. 88 -435 AND AMENDED
ARCHITECTURAL REVIEW CASE NO. 87-395 FOR A 823 SQUARE FOOT ADDITION
TO A MEDICAL OFFICE BUILDING UNDER CONSTRUCTION AT 1300 JAMES WAY.
APPLICANT IS RUSSEL SHEPPEL
Current Planner Spierling gave background information, discussed the proposed changes, and
indicated that the Architectural Advisory Committee and the Staff Advisory Committee
recommended approval. He pointed out that a Minute Motion would not be necessary, the
Resolution taking care of all items.

Chairman Carr opened the public hearing.
Tim Woodle, architect for the applicant, requested approval and said he would be glad to answer
any questions.
With no further comments from the audience, Chairman Carr closed the public hearing.
The Commission asked about the traffic mitigation fees, and Current Planner Spierling indicated
it was covered under Mitigation Measures, Item 6.
Commissioner Soto requested clarification on various aspects of the proposed changes. Current
Planner Spierling, using the overview, and Mr. Woodle, using a map, explained these changes.
After a discussion by the Commissioners, the following action was taken:

207 PILGRIM WAY. APPLICANT IS COASTAL CHRISTIAN SCHOOL •
Current Planner Spierling provided the Commissioners with background information on this item
and the current requests • for extensions. He pointed out that there had been no complaints
received and everything seemed to be going well, thereby recommending approval.
The Commission posed various questions to Current Planner Spierling regarding this project.
Chairman Carr opened the public hearing.
Marlin Miller, representative for the applicant, stated he would be pleased to answer any
questions presented by the Commission.
The Commissioners asked Mr. Miller questions, including what type of requirements were
imposed by the Fire Department and what time frame he expected these to be completed.
With no further comments from the audience, Chairman Carr closed the public hearing.
During the discussion by the Planning Commission, Commissioner Soto pointed out that in the
beginning there was some concern by the neighbors and over the years there have not been any
problems at all, which he felt was a plus for the school.

On a motion by Commissioner Soto, seconded by Commissioner Reilly, and unanimously
carried, that an unlimited time extension be allowed in reference to Conditional Use Permit Case
No. 88 -437.
PLANNING DIRECTOR /PLANNING COMMISSION ITEMS AND COMMENTS
REQUEST FOR INTERPRETATION - CULLIGAN DISTRIBUTION CENTER
Current Planner Spierling, referring to Planning Director Doreen Liberto - Blanck's staff report,
gave a summary to the Planning Commission. He advised the Commission that they were to
vote on one of the two resolutions thereby making the interpretation.
After a few questions from the Commission to Current Planner Spierling, Chairman Carr invited
the applicant to speak.
Mike Rice, 182 Country Hills Lane, Arroyo Grande, spoke for Culligan stating he was pleased
to find the two locations mentioned as they were desirous of a centralized location. He
discussed the type of business they were, the type of building they would build, and other
aspects of this proposed project. He felt that an Arroyo Grande location would be good for him
and for the City and requested an interpretation in the affirmative.

The Commissioners held a lengthy discussion, concerned mostly with the type of business
Culligan was proposing in either of these locations, because of the zoning being highway
commercial. Several areas of the City were discussed, as the Commissioners attempted to assist
Mr. Rice in finding an appropriate location in Arroyo Grande. It was generally agreed that the
zoning criteria had to be supported.
After further discussion by the Commission, the following action was taken:

ARROYO GRANDE PROVIDING AN INTERPRETATION OF THE
DEVELOPMENT CODE THAT A WATER TREATMENT AND
DISTRIBUTION CENTER IS NOT A PERMITTED USE IN THE
HIGHWAY COMMERCIAL ZONE
