JUNE 15, 1993
The Arroyo Grande Planning Commission met in regular session with Chairman Soto presiding.
Present are Commissioners Tappan, Reilly, Deviny, Hatchett, and Keen; absent is Commissioner
Carr. Planning Director Doreen Liberto - Blanck and Current Planner Scott Spierling are in
attendance.
MINUTE APPROVAL
On motion by Commissioner Tappan, seconded by Commissioner Hatchett, and unanimously
carried, the minutes of the regular meeting of May 4, 1993 were approved with the addition of
the heading of Resolution No. 93 -1414 to be inserted at the top of page 3, and the minutes of
the regular meetings of May 18, 1993 and June 1, 1993 were approved as prepared.
ORAL COMMUNICATIONS - None
CONDITIONAL USE PERMIT CASE NO. 93 -507 - 201 BRISCO ROAD, APPLICANT
FIVE CITIES AMBULANCE
Current Planner Spierling gave a summary of the details of this item, pointing out the various
environmental impacts which were considered and the conditions required to alleviate any
potential problems. Recommendation by Staff was for approval.
Chairman Soto opened the public hearing.
Dana Shaheen, General Manager of Five Cities Ambulance, gave reasons he felt this permit
should be granted and responded to questions raised by the Commissioners.
Cathy Steen of 182A Brisco Road gave reasons she was concerned about the approval of this
item. She stated there was already too much traffic in that area and that people drive much
faster than the speed limit. She said her husband, who is in the landscape business, has much
difficulty pulling out onto Brisco and felt it would be a problem for the ambulances to try to pull
out in a hurry. Ms. Steen was not too concerned about the sirens, but was very concerned about
the impact upon the children walking and riding bicycles to school.
Katherine Silva of 187 Brisco Road, stated why she was against approval of this permit.
With no further comments from the audience, Chairman Soto closed the public hearing.
Commissioners queried Current Planner Spierling on various points and the applicant was again
questioned. It was agreed to change the first sentence of Item 8 to read "during times that
Brisco Road is congested" and to add to the first sentence of Item 9, after the word property
"and to insure that siren testing is being conducted off site ". Then the following action was
taken:

INSTRUCTION THAT THE SECRETARY FILE A NOTICE OF
DETERMINATION
On motion by Commissioner Tappan, seconded by Commissioner Deviny, and by the following
roll call vote, to wit:
AYES: Commissioners Tappan, Reilly, Deviny, and Keen
NOES: Commissioner Hatchett and Chairman Soto
ABSENT: Commissioner Carr
the foregoing Resolution was passed and adopted this 15th day of June 1993.

A motion was made by Commissioner Deviny, seconded by Commissioner Reilly, and
unanimously carried requesting the Traffic Commission to investigate and recommend possible
red curbing on both sides of the driveway.

Chairman Soto opened the public hearing.

spoke briefly on this item, referring to plans and photographs
Staff recommended approval.
Tom Courtney of Courtney Architects, Inc. stated they were in agreement with the
recommendations from Staff and that he would be glad to answer any questions.
Les Henderson of 332 Oak Park Road representing Citizens for Responsible Development
presented their concerns regarding the development of this parcel, but that they were in
agreement that this application be approved.
With no further comments from the audience, Chairman Soto closed the public hearing.
Chairman Soto stated his appreciation to Vons Companies, Inc. for their sensitivity to the
community and citizens of Arroyo Grande.
After a brief discussion by the Commissioners the following action was taken:

NEGATIVE DECLARATION AND INSTRUCTION THAT THE
SECRETARY FILE A NOTICE OF DETERMINATION
On motion by Commissioner Tappan, seconded by Commissioner Reilly, and by the following
roll call vote, to wit:
AYES: Commissioners Tappan, Reilly, Deviny, Hatchett, Keen and Chairman Soto
NOES: None
ABSENT: Commissioner Carr
the foregoing Resolution was passed and adopted this 15th day of June 1993.
PLANNING DIRECTOR /PLANNING COMMISSION ITEMS AND COMMENTS
Planning Director Liberto - Blanck stated there were some concerns regarding Viewshed Review
Case No. 93 -43, but these were alleviated.

There being no further business before the Commission, on a motion by Commissioner Tappan,
seconded by Commissioner Reilly, and unanimously carried, the meeting was adjourned at 8:45
