PC Minutes 1993-05-04ARROYO GRANDE PLANNING COMMISSION MAY 4, 1993 The Arroyo Grande Planning Commission met in regular session with Chairman Soto presiding. Present are Commissioners Carr, Tappan, Reilly, and Deviny; absent is Commissioner Hatchett with one vacancy. Director Doreen Liberto - Blanck, Current Planner Scott Spierling, and Mike Multari of Crawford, Multari & Starr are in attendance. ORAL COMMUNICATIONS - None TIME EXTENSION ON TRACT 1401 - JERREN E. JORGENSON, APPLICANT Planning Director Liberto - Blanck spoke briefly regarding this request for extension. After a brief discussion, on a motion by Commissioner Carr, seconded by Commissioner Tappan, and unanimously carried, it was agreed to extend this project for one year. CONDITIONAL USE PERMIT CASE NO. 92-504, LOT LINE ADJUSTMENT CASE NO. 92 -506, VARIANCE NO. 92 -170, PLANNED SIGN PROGRAM CASE NO. 92 -107, VARIANCE CASE NO. 93 -174 - 100 BARNETT STREET - ARCO AM/PM FACILITY Commissioner Deviny left Council Chambers for this item, and did not participate. Mike Multari of Crawford, Multari & Starr gave a summary on the issues which were not resolved at the last meeting, along with recommendations. Fire Chief Kurt Latipow explained an opticom system to the Commissioners, stating the importance to emergency vehicles. Chairman Soto opened the public hearing. Gary Simning of ARCO Products spoke briefly, stating they were in agreement with Staff on the various issues. He further stated they would be agreeable to paying for one opticom system at the estimated price mentioned of $10,000 to $15.000 should a signal be installed at Barnett and Grand Avenue. Tony Marsalek of 536 East Cherry spoke in support of ARCO stating lower priced gas was needed. Mike Laprod of 875 Noyes Road stated that he would like to pay less money for gas and have some competition and new jobs open up, but felt that for long- range, it would not be advantageous and requested the Commission to deny the project. Katcho Achasdjian of 222 Grand Avenue stated his concerns regarding a company- operated gas station, asking for a denial of the project. Cevin Miller of 404 Toyon Place presented a survey of gas prices of major companies to the Commission and stated reasons he felt this project should be denied. James Sexton of 1 North Ocean, Cayucos stated reasons he felt the project should be approved. Don Thompson of Pismo Beach stated his support of the project. Dick Franks of 879 Fair Oaks stated reasons he felt the ARCO project should be approved (i.e. tax revenues it would generate and additional business it will bring into the community) he further said that the local businesses need the competition and requested approval. Mr. Achasdjian spoke briefly in rebuttal. With no further comments from the audience, Chairman Soto closed the public hearing. Discussion was held by the Planning Commission. RESOLUTION NO. 93 -1415 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE APPROVING VARIANCE NO. 93 -174 TO ALLOW A RETAINING WALL IN EXCESS OF SIX FEET AND TO WAIVE A REQUIREMENT FOR A SIX FOOT MASONRY WALL FOR A GAS STATION AND MINI -MART LOCATED AT 100 BARNETT STREET, ARCO PRODUCTS, APPLICANT On motion by Commissioner Carr, seconded by Commissioner Tappan, and by the following roll call vote, to wit: AYES: Commissioners Carr, Tappan, Reilly, and Chairman Soto NOES: None ABSENT: Commissioner Hatchett ABSTAIN: Commissioner Deviny the foregoing Resolution was passed and adopted this 4th day of May 1993. On a motion by Commissioner Tappan, seconded by Commissioner Reilly, and unanimously carried, the architectural style of the project was approved. Commissioner Deviny returned to Council Chambers. VARIANCE CASE NO. 93 -173, 275 NORTH HALCYON ROAD, FIRST METHODIST CHURCH, APPLICANT Current Planner Spierling gave an overview, presented photographs to the Commissioners and recommended approval of the variance. Chairman Soto opened the public hearing. Bill Cawthon of 2737 Southview in San Luis Obispo, from CN Signs & Graphics, represented applicant requested approval and offered to answer any questions. With no further comments from the audience, Chairman Soto closed the public hearing. RESOLUTION NO. 93 -1416 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE GRANTING A VARIANCE, CASE NO. 93 -173, APPLIED FOR BY FIRST UNITED METHODIST CHURCH AT 275 NORTH HALCYON ROAD, VARIANCE TO ALLOW THREE (3) SIGNS FOR A PUBLIC /SEMI- PUBLIC USE WITH TWO (2) STREET FRONTAGES On motion by Commissioner Tappan, seconded by Commissioner Deviny, and by the following roll call vote, to wit: AYES: Commissioners Carr, Tappan, Reilly, Deviny and Chairman Soto NOES: None ABSENT: Commissioner Hatchett 439 440 Arroyo Grande Planning Commission Page 4 May 4, 1993 the foregoing Resolution was passed and adopted this 4th day of May 1993. REVISED VIEWSHED REVIEW CASE NO. 92 -39, 213, FAIRVIEW DRIVE, JIM AND CHRISTY HOXTER, APPLICANTS Current Planner Spierling reviewed the history and revision of this project, stating Staff recommended denial based on incompatibility with the Fairview Drive neighborhood. , Chairman Soto opened the public hearing. Mark Vasquez of Design Graphics, representing the applicant, stated they did not agree with Staff's recommendation of denial and gave reasons why he felt it should be approved, presenting photographs to the Commissioners. Jim Hoxter, applicant, spoke regarding reasons he felt this project should be approved. Curtis Russell of 226 Fairview presented photographs and stated reasons that he and his wife were requesting denial. Ruth Brockway of 1303 Newport Avenue, presented photographs to the Commissioners requesting denial of this project. Mr. Vasquez spoke in rebuttal to the requests for denial. With no further comments from the audience, Chairman Soto closed the public hearing. After discussion by the commissioners, it was decided that a condition of approval would be removal of the two existing eucalyptus trees in applicant's front yard. On a motion by Commissioner Reilly, seconded by Commissioner Tappan, with a 3 -2 vote, viewshed review case number 92 -39 was approved with the requirement that the two existing eucalyptus trees in the applicant's front yard be removed prior to issuance of building permits. CITY OF ARROYO GRANDE, NOISE ELEMENT OF THE GENERAL PLAN, CONTINUATION OF THE UPDATE AND REVISION Members of the Planning Commission decided to continue this item until the next regular meeting.
