PC Minutes 1993-01-194'14.0 ARROYO GRANDE PLANNING COMMISSION JANUARY 19, 1993 The Arroyo Grande Planning Commission met in regular session with Chairman Soto presiding. Present are Commissioners, Tappan, Carr, and Reilly. Planning Director Doreen Liberto- Blanck, Current Planner Scott Spierling, Deputy Public Works Director Avelino Lampitoc, and Director of Fire and Building Kurt Latipow are in attendance, as well as Michael Multari of Crawford, Multari & Starr. APPROVAL OF MINUTES - On a motion by Commissioner Carr, seconded by Commissioner Tappan, and unanimously carried, the minutes of November 17, 1992 and December 1, 1992 were approved. Commissioner Moore arrived at 7:35 P.M. ORAL COMMUNICATIONS - None PUBLIC HEARING - HOUSING ELEMENT - HOUSING NEEDS IN THE CITY OF ARROYO GRANDE Mike Multari of Crawford, Multari & Starr went over the process of presenting the Housing Element to the State and discussed the various changes referring to the memorandum dated January 11, 1993. He also advised the commissioners of the input from People's Self -Help Housing, which was given to him after he had prepared the memorandum. The recommendation was that the Draft Housing Element with the modifications of this memorandum and the input from People's Self -Help Housing be forwarded to the City Council for approval to send it to the State. Chairman Soto opened the public hearing. Melvin Johnson, 835 Olive Street, Arroyo Grande, pointed out several items in the Draft Housing Element, giving his observations and opinions. Ed Dorfman, 224 La Cresta Drive, Arroyo Grande, felt the housing situation is everyone's problem and that another method such as a tax or fee on each dwelling be considered. With no further comments from the audience, Chairman Soto closed the public hearing. During the discussion by the commissioners, modifications to the Housing Element document were made. Then the following action was taken: RESOLUTION NO. 93 -1404 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE RECOMMENDING THAT THE CITY COUNCIL ADOPT THE UPDATED HOUSING ELEMENT OF THE GENERAL PLAN, ADOPT A NEGATIVE DECLARATION, AND FILE A NOTICE OF DETERMINATION AFTER THE 45 DAY REVIEW PERIOD BY HCD On motion by Commissioner Carr, seconded by Commissioner Tappan, and by the following roll call vote, to wit: AYES: Commissioners Moore, Tappan, Carr, Reilly, and Chairman Soto NOES: None ABSENT: None the foregoing Resolution was passed and adopted this 19th day of January 1993. PUBLIC HEARING - CONDITIONAL USE PERMIT CASE NO. 92 -501, CONSTRUCTION OF A SECONDARY RESIDENTIAL UNIT OVER EXISTING GARAGE AT 840 FARROLL AVENUE, APPLICANT IS ROGER FULLER Arroyo Grande Planning Commission Page 2 January 19, 1993 Commissioner Carr excused himself from this item and left Council Chambers. Current Planner Scott Spierling, referring the commissioners to his report dated January 19, 1992, reviewed the history and latest action regarding this item. Commissioner Soto opened up public hearing. Roger Fuller, applicant, presented pictures to the Commission, stating this was part of the low income housing they had been discussing, that he had made the changes recommended, and requested approval. Melvin Johnson, 835 Olive Street, Arroyo Grande, spoke in objection to this project, stating he did not feel the changes made were acceptable. Jerry Martin, 514 Woodland Drive, Arroyo Grande, read a letter signed by he and his wife objecting to this project because of their view being impaired, and presented the letter to the Commission Clerk. Art Coplin, 856 Farroll Avenue, Arroyo Grande, representing himself and his wife, spoke briefly and requested that a favorable decision be rendered. Verna Murray, 518 Woodland Drive, Arroyo Grande, said she was against the project and asked that it not be approved. Marlene Johnson, 835 Olive Street, Arroyo Grande, stated she objected to this project and suggested this construction be put elsewhere on applicant's property. With no other comments from the public, Commissioner Soto closed the public hearing. During the discussion by the commissioners, Chairman Soto said he appreciated the AAC for their thorough, proficient work on this item. On a motion by Commissioner Tappan, seconded by Commissioner Reilly, with a 2:2 vote, this project is forwarded without recommendation to the City Council. PUBLIC HEARING - TENTATIVE PARCEL MAP CASE NO. 92-507, SUBDIVISION OF A 3.2 ACRE PARCEL AT 1101 HUASNA ROAD, APPLICANT IS BOB BOWEN Commissioner Carr returned to Council Chambers. Current Planner Scott Spierling gave an overview to the Commission and advised them that Kurt Latipow, Director of Fire and Building, and Avelino Lampitoc, Deputy Director of Public Works, were present and available to answer any questions. The commissioners queried Kurt Latipow, then Avelino Lampitoc on several items. Then Chairman Soto opened the public hearing. Leonard Lenger, Surveyor, spoke for Mr. Bowen, the applicant, taking exception to some of the items listed in the document dated January 19, 1993. Bob Bowen, applicant, gave each Commissioner documentation, which he then went over with them, mainly concerned with water rights. Mary Rivas, 324 Platino Lane (Lot 60), Arroyo Grande, requested condition #12 regarding elevation be upheld. Dwayne Brummett, 330 Platino Lane (Lot 59), Arroyo Grande, brought out his concern regarding his view and asked that this be considered when making their decision. With no other input from the public, Commissioner Soto closed the public hearing. 415 416 Arroyo Grande Planning Commission Page 3 January 19, 1993 Discussion was held by the commissioners, during which time they expressed their concern regarding water rights, water tank removal, viewshed, and various costs. Both applicant and staff were requested to bring back more information. On a motion by Commissioner Tappan, seconded by Commissioner Moore, and unanimously carried, it was agreed to continue this item to February 2, 1993. PLANNING DIRECTOR/PLANNING COMMISSION ITEMS AND COMMENTS Planning Director Doreen Liberto -Blanck pointed out various items of the City Council Answered Agenda to the attention of the Planning Commission. The Commission agreed to schedule a special meeting regarding the ARCO project. Commissioner Carr suggested perhaps we could make some modifications to our viewshed review ordinance that would assist as guidelines in the difficult cases. WRITTEN COMMUNICATIONS - None ADJOURNMENT There being no further business before the Commission, on a motion by Commissioner Moore, seconded by Commissioner Reilly, and unanimously carried, the meeting was adjourned at 10:50 P.M.
