ARROYO GRANDE PLANNING COMMISSION
DECEMBER 15, 1992
The Arroyo Grande Planning Commission met in regular session with Chairman Soto presiding.
Present are Commissioners Tappan, Carr, and Reilly. Planning Director Doreen Liberto -Blanck
and Current Planner Scott Spierling are in attendance.

Commissioner Moore arrived at 7:32 P.M.
MINUTE APPROVAL
On motion by Commission Tappan, seconded by Commissioner Carr, and unanimously carried,
the minutes of the special session of October 15, 1992, regular session of October 20, 1992, and
special session of November 12, 1992 were approved as prepared.
PUBLIC HEARING - VARIANCE CASE NO. 92 -167 AND TENTATIVE PARCEL MAP
CASE NO. 92 -505, 154 AND 200 TRAFFIC WAY, APPLICANT IS DAVID HAYERTZ
Current Planner Scott Spierling reviewed the staff report, recommending approval. He advised
the commissioners that on both resolutions a correction of dates needed to be made. Under
General Conditions, Item 2, the date December 15, 1993, should be changed to December 15,
1994.
Chairman Soto opened the public hearing.
Jim McGillis, of San Luis Engineering, stated that by use and topography this parcel is already
separate, and approval should be made. He further stated that the applicant was in agreement
to staff recommended changes.
The public hearing was closed and, after a brief discussion by the Commission, the following
action, with a change of date under General Conditions, Item 2, to read December 15, 1994,
was made.

On motion by Commissioner Carr, seconded by Commissioner Tappan, and by the following
roll call vote, to wit:

NOES: None
ABSENT: None
the foregoing Resolution was passed and adopted this 15th day of December 1992.
The following action, with a change of date under General Conditions, Item 2, to read December

Current Planner Scott Spierling presented an overview of the staff report to the Commission.
He also noted that a correction on both resolutions under General Conditions, Item 2, December
15, 1993, should be changed to December 15, 1994.
Chairman Soto opened the public hearing and, as there was no response from the audience,
closed it.
Commissioner Carr complimented the applicant, AAC, and the staff for the commendable job
they did on this item, stating he felt they went beyond what was necessary.
After a brief discussion by the commissioners, the following action was taken.

PUBLIC HEARING - CONDITIONAL USE PERMIT CASE NO. 92 -501 AND
ASSOCIATED ARCHITECTURAL REVIEW AT 840 FARROLL AVENUE, APPLICANT
ROGER FULLER
Chairman Soto stated that the applicant has requested this item be continued until January 19,
1993. Upon no objection from the commissioners, this item will be continued as requested.
NON - PUBLIC HEARING - TIME EXTENSION FOR LOT LINE ADJUSTMENT CASE
NO. 90-492 AND VARIANCE CASE NO. 90-153 AT 136 ALLEN STREET AND 137 1/2
CHERRY AVENUE, APPLICANT DICK KELSEY
Current Planner Scott Spierling gave a brief report, recommending an approval by minute
motion be made.
On a motion by Commissioner Carr, seconded by Commissioner Moore, and unanimously
carried, a one year time extension was granted for Lot Line Adjustment Case No. 90 -492 and
Variance Case No. 90 -153.
NON - PUBLIC HEARING - REQUEST FOR INTERPRETATION OF THE PARKING
REQUIREMENTS FOR A SECOND STORY WORK/STORAGE AREA AT 106 WEST
BRANCH STREET, APPLICANT DAVID SEHER/VILLAGE DESIGN GALLERIES
Current Planner Scott Spierling reviewed the staff report.
Discussion was held by the commissioners. Because this item will be discussed by the Parking
and Business Improvement Area Advisory Board at their meeting next Thursday, the
commissioners felt this item should be postponed. They also recommended applicant should be
present to answer questions.
On a motion by Commissioner Moore, seconded by Commissioner Tappan, and unanimously
to postpone this item until the regular session of the Planning Commission on January 5, 1993.
PLANNING DIRECTOR/PLANNING COMMISSION COMMENTS
Proposed Village Direction Sign was presented by Planning Director Doreen Liberto - Blanck,
who gave a copy of the proposed sign to each commissioner. After a brief discussion it was
agreed that staff should proceed. The Planning Commission also discussed the design of the sign.
Lengthy discussion was held regarding the response to the November 18, 1992 Memorandum
from Public Works Director Van Laurn via the City Manager. The Planning Commission
decided this item should be continued until the January 5, 1993 meeting. Before the meeting
Van Laurn will provide the Planning Commission with standard conditions from the Public
Works Department. Chairman Soto will prepare a Memorandum to present to the Commission
members to review and pass on to the City Council.
WRITTEN COMMUNICATIONS
Commissioner Carr inquired if the item on Bank of American was to be considered at this
meeting. Planning Director Doreen Liberto -Blanck advised that it was an "information only
item and that no action was necessary.
