ARROYO GRANDE SPECIAL SESSION PLANNING COMMISSION
SEPTEMBER 29, 1992
The Arroyo Grande Planning Commission met in special session with Chairman Brandy
presiding. Present are Commissioner Souza, Soto, Carr, Moore, and Tappan. Planning
Director Doreen Liberto - Blanck, City Attorney Judy Skousen and consultant Sandra Bierdzinski
are in attendance.
ORAL COMMUNICATIONS - None
PUBLIC HEARING - EXPANDED INITIAL STUDY AND MITIGATED NEGATIVE
DECLARATION ON THE PROPOSED 10 ACRE RANCIIO GRANDE PARK, SOUTH
OF JAMES WAY BETWEEN RANCHO PARKWAY AND RODEO DRIVE. THE
PROPOSED PARK ALSO HAS STREET FRONTAGE ALONG AVENIDA DE
DIAMANTE, APPLIED FOR BY THE CITY OF ARROYO GRANDE
Planning Director Doreen Liberto - Blanck reviewed the staff report responses dated September
29, 1992. She stated that staff has received 163 comments and that the consultant Ms.
Bierdzinski has responded to many of the letters and verbal comments received since last
meeting. She reviewed staff's responses to the Planning Commission comments and responses
to some of the letters. City Attorney Judy Skousen reviewed the purpose of the meeting. She
stated the Planning Commission will receive comments and review the expanded initial study.
After the Planning Commission receives comments, they will make a recommendation on the
expanded initial study. She stated that legally the public is entitled to comment on the
document. The comments are to be considered by the consultant and the Planning Commission,
but no response is necessary.
Consultant Sandra Bierdzinski summarized comments and responses.
City Attorney Skousen reviewed John Belsher's verbal comments and staff's responses.
Chairman Brandy opened the public hearing.

Newport, A.G., representing David and Wanda Campbell of 451 Platino, A.G.; Betsy
DeJarnatte, 661 Victoria Way, A.G. spoke in favor of project.
Tracy Thomas, 1152 Outland Ct., A.G. spoke in favor of project and support of staff.
Clyde Bragdan, 536 Via Vaquero, A.G. stated that the previous people who spoke did not
address the issue.
Charles Rodale, 411 Spanish Moss Lane, A.G., spoke on the location of the entrance and that
it would be a hazardous situation and very short site distance.
Jim Bigelow, 781 Cardinal Avenue, A.G., spoke in favor of the Rancho Grande Initial Study.
Hearing no further comments, Chairman Brandy declared the public hearing closed.
Art Pearson, erosion and drainage control consultant, reviewed the grading plan. He stated that
the slopes have stayed the same as on the original plans. He stated there should not be a
problem in the grading.
Chairman Brandy question if there would be runoff or erosion problems.
Consultant Art Pearson stated there should not be a runoff or erosion problem if it is graded as
specified in the plans. There will be erosion problems if nothing is done to control the water
that will runoff from the 2 to 1 slope that exist adjacent to Grace Church.
Sandra Bierdzinski stated that page 8 of the expanded initial study contains a diagram which
shows how the drainage will be handled along the boundary of the Grace Church.

Clyde Bragdon asked Chairman Brandy will he have an opportunity to react to the defined uses
of the park. Chairman Brandy responded that the Planning Commission will entertain comments
and concerns regarding the expanded initial study.
City Attorney Skousen stated that the best way for the public to respond is to submit a letter in
writing by the October 6, 1992.
Director Liberto - Blanck stated that staff recommends that the Planning Commission continue the
public hearing to September 29, 1992 and then have another special meeting in October. She
also recommends that the Planning Commission's verbal comments be made at the September
29, 1992 hearing, and continue the public hearing to another meeting in October for responses.
Commissioner Soto recommended eliminating any reference to motorcycle parking spaces in the
initial study.
Commissioner Carr and Commissioner Tappan questioned whether the Planning Commission
could make recommendations on each individual mitigation measures. City Attorney Judy
Skousen stated that the Planning Commission could make recommendations to the City Council.
On a motion by Commissioner Souza to continue the Rancho Grande's park public hearing to
a special Planning Commission meeting to October 15, 1992, at 7:00 P.M., seconded by
Commissioner Soto, and unanimously carried.
PLANNING DIRECTOR /PLANNING COMMISSION ITEMS AND COMMENTS
Affordable Housing and Long Range Planning Update - City Council requested that Staff send
out proposals on the Housing Element. Staff has received three proposals.
Economic Development - no update
Bike /Pedestrian - Council of Governments will be reviewing our Prop 116 request on October
7, 1992. The Technical Advisory Committee and the Citizens Advisory Committee of the COG
recommend that City of Arroyo Grande receive full funding for both projects.
WRITTEN COMMUNICATIONS
Doreen Liberto - Blanck reviewed a letter from Supervisor Laurent regarding a conference on
October 17, 1992 on Designing the Future for San Luis Obispo County. If a quorum of the
Planning Commission wishes to attend, a future Planning Commission meeting must be
adjourned to October 17, 1992.
ADJOURNMENT
There being no further business before the Commission, the meeting was adjourned at 8:35 P.M.
on a motion by Commissioner Moore, seconded by Commissioner Carr, and unanimously
carried.
