AUGUST 4, 1992
The Arroyo Grande Planning Commission met in regular session with Chairman Brandy
presiding. Present are Commissioner Carr, Moore, and Tappan. Commissioner Soto and Souza
are absent. Planning Director Doreen Liberto - Blanck is in attendance.

PUBLIC HEARING - CONDITIONAL USE PERMIT CASE NO. 92 -497, 751 S. TRAFFIC
WAY EXTENSION, APPLIED FOR BY CHURCH OF JESUS CHRIST OF LATTER DAY
SAINTS
Planning Director Liberto - Blanck reviewed the staff report dated August 4, 1992. The applicant
proposes to construct two additions totalling 3951 square feet on an existing church; minor
exterior remodel of building; upgrade parking and landscaping; and construct roadway
improvements. The Architectural Advisory Committee and the Staff Advisory Committee
recommends that the Planning Commission adopt a resolution that adopts a negative declaration,
instructs the secretary to file a Notice of Determination, and approve Conditional Use Permit
Case No. 92 -497 with the findings and subject to the conditions of approval; and approve the
architectural review for the LDS Church by minute motion.
Chairman Brandy opened the public hearing.
David Brannon, representative, spoke in favor of the project.
Dan Lloyd, Engineering Development Associates, spoke against condition #21, #22, #23, #25.
Carroll and Marjorie Dean, 111 Orchid Lane; David O'Connor, 650 S. Traffic Way; Marie
Cattoir, 195 Orchid Lane; Howard Mankins, 200 Hillcrest Drive spoke of their concerns on
widening South Traffic Way Extension.
Hearing no further comments, Chairman Brandy declared the public hearing closed.
After more discussion, on a motion by Commissioner Carr to continue Conditional Use Permit
Case No. 92 -497 to September 1, 1992, motion seconded by Commissioner Tappan and
unanimously carried.
PUBLIC HEARING - VIEWSHED REVIEW PERMIT NO. 92 -37, 116 BELL STREET,
APPLIED FOR BY HUE C. DIEP
Before Planning Director Liberto - Blanck could review the staff report, the applicant, Hue C.
Diep requested continuation of the project, inasmuch as his representative Gregory D. Soto was
not present due to illness.
After a brief discussion, on a motion by Commissioner Carr to continue Viewshed Review
Permit No. 92 -37, until September 1, 1992, motion seconded by Commissioner Tappan, and
unanimously carried.
PLANNING DIRECTOR /PLANNING COMMISSION ITEMS
Planning Director Liberto - Blanck spoke in regard to a County project adjacent to the City of
Arroyo Grande and the need to have representation at county meetings.
Bike and Pedestrian application Prop 116 will be presented to the City Council to adopt a
resolution on August 25, 1992.
ADJOURNMENT
There being no further business before the Commission, the meeting was adjourned at 9:15 P.M.
on notion by Commissioner Moore, seconded by Commissioner Carr, and unanimously carried.
