ARROYO GRANDE PLANNING COMMISSION
APRIL 7, 1992
The Arroyo Grande Planning Commission met in regular session with Chairman Brandy
presiding. Present are Commissioner Boggess, Souza, Groves, Soto, Carr, and Moore.
Planning Director Doreen Liberto - Blanck and Intern Tim Conklin are also in attendance.
ORAL COMMUNICATIONS - None
PUBLIC HEARING - CONDITIONAL USE PERMIT CASE NO. 92 -495, AND AN
ADMINISTRATIVE SIGN PERMIT, 117 POOLE STREET, APPLIED FOR BY
CARPENTERS LOCAL #1800
Intern Tim Conklin reviewed the staff report, dated April 7, 1992. The applicants propose
construction of a new 2588 square foot union office and training classroom; a sign permit for
Carpenters' Union Local #1800. He stated that the Staff Advisory Committee recommend that
the Planning Commission adopt a resolution adopting a Negative Declaration, Instruct the
Secretary to file a Notice of Determination, and approve Conditional Use Permit Case Number
92 -495 and the associated architectural review; and approve by minute motion the administrative
sign permit for the Carpenter's Union Local Number 1800.
Chairman Brandy opened the public hearing.
Mark Vasquez, applicants representative, spoke in favor of the project and answered questions
concerning the building.
Hearing no further comments from the audience, Chairman Brandy declared the public hearing
closed.
The Planning Commission recommended adding a condition under the Planning Department as
"14(a) the previous Conditional Use Permit will no longer be valid once CUP 82 -495 is
finalized ". Condition 26 would add "uniformed ". After a brief discussion the following action
was taken.
RESOLUTION NO. 92 -1368
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARROYO GRANDE APPROVING
CONDITIONAL USE PERMIT CASE NO. 92 -495 AND THE
ASSOCIATED ARCHITECTURAL REVIEW, TO ALLOW
FOR UNION OFFICES AND CLASSROOM, APPLIED FOR
BY CARPENTERS LOCAL #1800 AT 117 POOL STREET,
AND ADOPTING A NEGATIVE DECLARATION WITH
MITIGATION MEASURES AND INSTRUCTING THE
SECRETARY TO FILE A NOTICE OF DETERMINATION.
On motion by Commissioner Soto to adopt the resolution with the added Planning Department
Condition 14(a), seconded by Commissioner Carr, and by the following roll call vote, to wit:

On minute motion by Commissioner Soto to grant an Administrative Sign Permit to the
Carpenters Union Local #1800, seconded by Commissioner Souza, and unanimously carried.
PUBLIC HEARING - VARIANCE CASE NO. 92-163, AND TIME EXTENSION, 150 WEST
BRANCH STREET, APPLIED FOR BY DOLORES DANA /PAUL RALPH
Planning Director Liberto - Blanck reviewed the staff report dated April 7, 1992. The applicant
proposes that variance from requirement that time extensions be filed 30 days before project
expiration, and a time extension for Conditional Use Permit No. 89 -456.

Liberto - Blanck stated that the Staff Advisory Committee recommend that the Planning
Commission adopt a resolution readopting the negative declaration for the project, instructing
the Secretary to file a Notice of Determination and approving Variance Case No. 92 -163. Also,
recommend that a one year time extension be approved by minute motion. Both of these actions
would be based upon and subject to the findings and conditions of approval.
Chairman Brandy opened the public hearing.
Hearing no comments from the audience, Chairman Brandy declared the public hearing closed
and after a brief discussion, the following action was taken.

On motion by Commissioner Souza, seconded by Commissioner Boggess, and by the following

On minute motion by Commissioner Soto to grant a time extension for Conditional Use Permit
89 -456, seconded by Commissioner Groves, and unanimously carried.
PUBLIC HEARING- CONDITIONAL USE PERMIT CASE NO. 91 -485,
ARCHITECTURAL REVIEW CASE NO. 91 -466, SUPPLEMENT TO THE FINAL EIR
FOR OAK PARK ACRES, TRACT 604 AT 1570 W. BRANCH STREET, APPLIED FOR
BY K -MART CORPORATION
Planning Director reviewed the Staff Report dated April 7, 1992. The applicants proposed
Conditional Use Permit and Architectural Review for an 11,305 net square foot addition to an
existing K -Mart store. The Staff Advisory Committee recommends that the Planning
Commission open the public hearing; ask the applicant's representative to provide an overview
of the project; accept public testimony; provide comments on the project and the draft
Supplement EIR; and continue the public hearing to the regular Planning Commission meeting
of May 19, 1992.
Laurie Tamura, Environmental Impact Report Consultant of Urban Concepts, briefed the
Planning Commission on the project. She stated the project will have a direct impact on the
backbone system and will have to pay 100% of backbone traffic fees. Water use will have a
minor incremental increase with the garden expansion, but with the use of low flow fixtures and
upgrading of internal system would not be an adverse impact at this time. No concerns on
archaeology but the CEQA guidelines would fall into place if anything was discovered.
Steve Orisz, traffic consultant of Pennifield and Smith, spoke to address traffic.
Chairman Brandy opened the public hearing.
John Dorsett, representative, spoke in favor of the project. He questioned the letter from
Caltrans stating that K -Mart cannot give away 20 spaces, and there were liability concerns with
regards to the bus shelter.

After listening to other comments from the representative, the Planning Commission '
the following information:
o Commissioner Carr questioned the number of construction people and hours of v vork.
Could different routes for workers be recommended.
o K -Mart to submit an incentive program for car pooling;
o that a TDM plan be developed;
o attempt to comply with the Area Council letter. In particular, moving the bus stop into
shopping center, and providing car pooling and bike lockers;
o bike rack/lockers be installed as part of addition;
o that left turn lanes and bikes lanes be considered along West Branch Street. Commission
indicated it may be necessary to refer this back to the Parking & Traffic Commission.
Chairman Brandy spoke with concern about 1000 square feet loss of landscaping, and if it would
be possible for K -Mart to add landscaping. He also inquired about bike racks. Dorsett
responded that they could enhance K -Mart with landscaping, and that it would be no problem
for bike racks.
John Dorsett responded to questions regarding the bus stop. He did not foresee a problem.
After a brief discussion, on motion by Commissioner Carr to continue CUP 92 -485, ARC 92-
466 to May 19, 1992, seconded by Commissioner Soto, and unanimously carried.

Doreen Liberto Blanck briefed on Long Range Planning update.

There being no further business before the Commission, the meeting was adjourned at 9:10 P.M.
on motion by Commissioner Carr, seconded by Commissioner Souza, and unanimously carried.
