FEBRUARY 18, 1992
The Arroyo Grande Planning Commission met in regular session with Vice Chairman Carr
presiding. Present are Commissioners Moore, Boggess, Souza, and Groves. Chairman Brandy
and Commissioner Soto are absent. Planning Director Doreen Liberto - Blanck and Current
Planner Spierling are also in attendance.
MINUTE APPROVAL
Hearing no additions or corrections, the minutes of the regular meetings of October 1, 1992,
October 15, 1991, November 5, 1991 and November 19, 1991 were approved as prepared on
motion by Commissioner Boggess, seconded by Commissioner Souza and unanimously carried.
PUBLIC HEARING - VARIANCE CASE NO. 92-162, 1199 GRAND AVENUE, APPLIED
FOR BY WELLS FARGO BANK
Current Planner Spierling reviewed the staff report, dated February 18, 1992, regarding the
variance. The applicants proposed a Variance to exceed allowable signage of 4 signs to 6, and
height limit of 8 feet to 14 feet 8 inches, and an Administrative Sign Permit for a Financial
Institution. He stated that the Architectural Advisory Committee and the Staff Advisory
Committee recommend that the Planning Commission adopt a resolution which approves the
variance with the findings in the resolution and subject to the conditions of approval; and
approve the administrative sign permit for Wells Fargo Bank by minute motion.
Vice Chairman Carr opened up the public hearing.
Jack Biesek, representative for Well Fargo Bank, spoke in favor of the sign.
Hearing no further comments from the audience, Vice Chairman Carr declared the public
hearing closed and after a brief discussion, the following action was taken.
RESOLUTION NO. 92 -1366

On motion by Commissioner Souza, seconded by Commissioner Boggess, and by the following
roll call vote, to wit:
AYES: Commissioners Moore, Souza, Boggess, Groves, and Vice Chairman Carr.
NOES: None
ABSENT: Chairman Brandy and Commissioner Soto
On minute motion by Commissioner Souza to grant an Administrative Sign Permit to Wells
Fargo Bank, seconded by Commissioner Groves, and unanimously carried.
PUBLIC HEARING - TENTATIVE TRACT MAP NO. 2074, 250 AND 290 RIDGEVIEW
WAY (SALLY WHITE /ED CHADWELL)
Current Planner Spierling reviewed the staff report dated February 18,1992. The applicant
proposed a re- subdivision of two parcels into two lots of 40,000 square feet each and a
remainder of 3.47 acres. Staff recommends that the Planning Commission adopt a resolution
denying Tentative Tract 2074 without prejudice.
Vice Chairman Carr re- opened the public hearing.
Leonard Lenger, representative, spoke in favor for the project.

Hearing no further comments from the audience, Vice Chairman Carr declared the public
hearing closed, and after a brief discussion, the following action was taken:

On motion by Commissioner Groves, seconded by Commissioner Boggess, and by the following
roll call, to wit:

NON - PUBLIC HEARING - AMENDED ARCHITECTURAL REVIEW CASE NO. 90 -453
Mr. Spierling reviewed the staff report dated February 18, 1992, regarding phasing plan at 1156
Grand Avenue. The Architectural Advisory Committee and the Staff Advisory. Committee
recommend that the Planning Commission approve Amended Architectural Review Case No. 90-
453 to allow phasing, by minute motion, subject to the conditions of approval as stated on the
staff report of February 18, 1992.
Bruce Housman, representative, 1152 Fletcher, San Luis Obispo, stated the conditions of
approval were acceptable.
Vice Chairman Carr stated that the landscaping of one section be reviewed before proceeding.
After a brief discussion, on motion by Commissioner Boggess, seconded by Commissioner
Groves, and unanimously carried, to approve Architectural Review Case No. 90 -453.
NON - PUBLIC HEARING - GENERAL PLAN /DEVELOPMENT CODE UPDATE
Director Liberto - Blanck reviewed the staff report dated February 18, 1992 which outlines the
General Plan /Development Code. Liberto - Blanck reviewed the recommendations for the General
Plan. After a brief discussion, on motion by Commissioner Groves, seconded by Commissioner
Souza, and unanimously carried, recommending that the City Council authorize Staff to begin
work on the proposed changes to the General Plan /Development Code outlined in the staff report
with the changes requested by Calvary Church.
PLANNING DIRECTOR /PLANNING COMMISSION ITEMS AND COMMENTS
Liberto - Blanck discussed Planning Commission participation in long range planning.
ADJOURNMENT
There being no further business before the Commission, the meeting was adjourned at 9:00 P.M.
on motion by Commissioner Moore, seconded by Commission Boggess and unanimously carried.
