DECEMBER 17, 1991
The Arroyo Grande Planning Commission met in regular session with Chairman Brandy presiding.
Present are Commissioners Moore, Souza, and Groves. Vice Chairman Carr, and Commissioners
Soto and Boggess are absent. Planning Director Doreen Liberto- Blanck, and Current Planner
Scott Spierling are also in attendance.
In honor of Pearl Phinney on her retirement the following action was taken:
RESOLUTION NO. 1357
RESOLUTION OF THE PLANNING COMMISSION HONORING
PEARL PHINNEY FOR HER OUTSTANDING SERVICE TO THE
CITY OF ARROYO GRANDE

PUBLIC HEARING - ARCHITECTURAL REVIEW CASE NO. 90 -453, AN APPEAL OF
ARCHITECTURAL ADVISORY COMMITTEE DENIAL OF REVISED ROOF MATERIAL,
1156 GRAND AVENUE, PEDIATRICS ASSOCIATES (Petra Group)
Appeal withdrawn per letter dated December 17, 1991.
PUBLIC HEARING - REZONE CASE NO. 91-224, AMEND THE DEVELOPMENT CODE
TO ALLOW PREVIOUS SETBACK /LAND USE COVERAGE STANDARDS IN CERTAIN
DISTRICTS, AND MODIFY THE NON - CONFORMING USE SECTION, CITYWIDE,
(CITY OF ARROYO GRANDE)
Planning Director Liberto - Blanck reviewed staff report dated December 17, 1991. She stated that
on November 12, 1991, the City Council instructed staff to expedite processing a Development
Code amendment which allows residential lots created prior to the effective date of the adoption
of the Development Code to utilize the old Zoning Ordinance setbacks and coverage. There are
three different sections of the Development Code are recommended to be amended, Sections
9- 5.040 -A, A9- 06.050A and 9- 06.050B, which include Agricultural, Residential and Multi- family
Residential Districts. She advised that there would be additional wording which would indicate
that if a lot is located in that particular zone and was created prior to June 13, 1991, which is the
effective date of the Development Code, buildings may conform with the setback and lot
coverage of the previous zone and it must be in conformance with new section to the appendix.
The new appendix is C W.D -2.19 (C.W. refers to "City Wide "). Mrs. Liberto - Blanck also advised
on nonconforming section (Section 9- 10.100(c) (4a)) which does not permit single family
residence to be rebuilt if more that 50% of the structure is destroyed during a fire of other
calamity, has been amended to permit reconstruction.
Chairman Brandy opened the public hearing. Hearing no comments from the audience,
Chairman Brandy declared the hearing closed.
After a brief discussion among the Commission, the following action was taken:
RESOLUTION NO. 1358
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ARROYO GRANDE RECOMMENDING THAT THE CITY
COUNCIL AMEND VARIOUS SECTIONS OF THE DEVELOPMENT
CODE (REZONE CASE NO. 91 -224), ADOPT A NEGATIVE
DECLARATION AND INSTRUCT THE CITY CLERK TO FILE A
NOTICE OF DETERMINATION
On motion by Commissioner Groves, seconded by Commissioner Souza, and by the
following roll call vote, to wit:
AYES: Commissioners Souza, Moore, Groves and Chairman Brandy
NOES: None
ABSENT: Commissioners Soto, Carr and Boggess

NON - PUBLIC HEARING - PLANNING COMMISSION RESOLUTION REGARDING
NEON SIGNS
Planning Director Liberto - Blanck reviewed staff report dated December 17, 1991, and the
proposed Resolution.
Charles Doster, Los Osos, spoke in favor of neon signage.
Heather Jensen, Chamber of Commerce, spoke in favor of limited amount of neon signage,
especially in a foggy community.
Current Planner Spierling stated that staff will be working with the sign contractors on the type
of shielding needed for the neon signs.
After more discussion among the Commission and proposed changes, the following action was
taken:

OF ARROYO GRANDE INTERPRETING THAT NEON SIGNS ARE
PERMITTED CITYWIDE UNDER CERTAIN CIRCUMSTANCES

STANDARDS FOR NEON SIGNS
On motion by Commissioner Souza, seconded by Commissioner Moore, and by the
following roll call vote, to wit:

CONTINUED PUBLIC HEARING - SIGN PERMIT CASE NO. 91-102, VARIANCE CASE
NO. 91-157, PLANNED SIGN PROGRAM AND VARIANCE FROM SIGN STANDARDS,
320 EAST BRANCH STREET (CHARLES DOSTER)
Current Planner Spierling reviewed staff report dated December 17, 1991, giving the background
on the project and describing type and size of each proposed sign.
Chairman Brandy opened the public hearing.
Charles Doster, applicant, spoke in favor of all proposed signage.
Hearing no further comments from the audience, Chairman Brandy declared the public hearing
closed and, after further discussion, the following action was taken:
RESOLUTION NO. 1360
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ARROYO GRANDE GRANTING A VARIANCE, CASE NO. 91-
157, APPLIED FOR BY CHARLES DOSTER AT 320 E. BRANCH
STREET, TO EXCEED THE ALLOWED AGGREGATE SIGN AREA,
AND THE ALLOWED NUMBER OF SIGNS, AND TO ALLOW TWO
(2) NEON WINDOW SIGNS.

After some discussion Planning Commission decided to continue this flag pole interpretation until
January 21, 1992, on motion by Commission Moore, seconded by Commission Souza and
unanimously carried.
ADJOURNMENT
There being no further business before the Commission, on motion by Commissioner Souza
seconded by Commissioner Moore and unanimously carried, the meeting was adjourned at 9:20
P.M.
