PC Minutes 1991-09-03318 Arroyo Grande Planning Commission_; September 3, ,1991 The Arroyo Grande Planning Commission met in regular session with Chairman Gallagher presiding. Present are Commissioners Souza, Carr, Boggess, Moore, Soto and Brandy. Current Planner Spierling is also in attendance. MINUTE APPROVAL Hearing no corrections or additions, the minutes of the regular Planning Commission meetings of July 16, 1991 and August 6, 1991 were approved as submitted on motion by Commissioner Brandy, seconded by Commissioner Soto, and unanimously carried. COMMISSIONER SOTO LEFT THE MEETING DUE TO A POSSIBLE CONFLICT OF INTEREST ON THE FOLLOWING ITEM AND IS NOW ABSENT. PUBLIC HEARING - AMENDED TENTATIVE TRACT NO. 983, 139 AND 141 TALLY HO ROAD (L. C. LA VINE). Current Planner Spierling reviewed the staff report dated September 3, 1991. He pointed out that, after gaining approval of the tentative map in 1990, the applicant's engineer began working on the construction drawings and at that time it was discovered that the proposed private drive location could require cutting of the hillside and the loss of trees. The applicant's engineer also conducted a study regarding traffic and sight distance and concluded that the approved driveway location was not the safest location. Based on this information, the applicant submitted an amended tentative map. Mr. Spierling stated that when the amended application was submitted, staff required an independent sight distance analysis. This analysis was conducted and the independent traffic engineer indicated that the private drive should be relocated. Mr. Spierling advised that, except for the relocation of the private drive, no changes are being made to the approved tentative tract map and, since this change improves public safety and may lessen environmental impacts, staff feels that the amendment should be approved. Upon being assured by the Planning Commission Secretary that public hearing for the Amended Tentative Tract No. 983 had been duly published and property owners notified, Chairman Gallagher declared the hearing open. Jim McGillis, Surveyor with San Luis Engineers, spoke on behalf of the applicant, briefly reviewing the sight distance concerns relative to the two driveway locations. Hearing no further comments from the audience for or against the amended tentative tract map, Chairman Gallagher declared the hearing closed. After a brief discussion, the following action was taken: RESOLUTION NO. 91- 135 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE ADOPTING A NEGATIVE DECLARATION, INSTRUCTING THE SECRETARY TO FILE A NOTICE OF DETERMINATION, AND APPROVING AMENDED TENTATIVE TRACT MAP NO. 983 APPLIED FOR BY L. C. LA VINE TO RESUBDIVIDE FOUR (4) EXISTING PARCELS INTO SIX (6) PARCELS, LOCATED AT 139, 141, 143 AND 145 TALLY HO ROAD. On motion by Commissioner Carr, seconded by Commissioner Souza, and by the following roll call vote, to wit: AYES: Commissioners Souza, Carr, Boggess, Moore, Brandy and Chairman Gallagher NOES: None ABSENT: Commissioner Soto the foregoing resolution was adopted this 3rd day of September 1991. COMMISSIONER SOTO ENTERED THE MEETING AND IS NOW PRESENT 1 1 Arroyo Grande Planning Commission, 9 -3 -91 NON - PUBLIC HEARING - REVISION TO ARCHITECTURAL REVIEW CASE NO. 91- 469, 311 SHORT STREET (EDWIN J. THALMAN). Current Planner Scott Spierling reviewed the staff report dated September 3, 1991, and briefly explained the revision requested by Mr. Thalman. He stated that the Staff Advisory Committee has reviewed the proposed revision and recommends that the Planning Commission approve the revised architectural review for the garden room with the findings and subject to the conditions of approval recommended in the staff report dated September 3, 1991. After a brief discussion, revision to Architectural Review Case No. 91 -469 was approved, on motion by Commissioner Brandy, seconded by Commissioner Souza, and unanimously carried. PLANNING COMMISSION RESOLUTION MAKING VARIOUS TRAFFIC RELATED RECOMMENDATIONS TO THE CITY COUNCIL. Mr. Spierling Stated. that at the last Planning Commission meeting Commissioner Carr requested that staff come back with a resolution regarding various traffic related recommendations to the City Council. After review of the draft resolution by the Commission, the following action was taken: On motion by Commissioner Carr, seconded by Commissioner Boggess, and by the following roll call vote, to wit: AYES: Commissioners Carr, Boggess, Moore, Soto, Souza, Brandy and Chairman Gallagher NOES: None ABSENT: None the foregoing resolution was adopted this 3rd day of September 1991. ADJOURNMENT There being no further business before the Commission, on motion by Commissioner Boggess, seconded by Commissioner Soto, and unanimously carried, the meeting was adjourned at 8:10 P.M.
