March 18, 1991
The Arroyo Grande Planning Commission met in special session at 6:00 P.M. with
Chairman Carr presiding. Present are Commissioners Moore, Gallagher and Brandy.
Commissioners Soto, Souza and Boggess are absent. Also in attendance are Planning Director
Doreen Liberto - Blanck, Current Planner Scott Spierling, City Attorney Judy Skousen, Contract
Planner Mike Multari and Public Works Director Paul Karp.
CONTINUED PUBLIC HEARING - SPECIFIC DEVELOPMENT PLAN NO. 90-01 AND
VESTING TENTATIVE TRACT NO. 1834 /PLANNED DEVELOPMENT (PD) REZONE.
GENERAL DEVELOPMENT PLAN AND SPECIFIC DEVELOPMENT PLAN NO. 90-03
AND VESTING TENTATIVE TRACT NO. 1994 /PLANNED DEVELOPMENT (PD)
REZONE. GENERAL DEVELOPMENT PLAN AND SPECIFIC DEVELOPMENT PLAN
NO. 90 -04 AND VESTING TENTATIVE TRACT NO. 1997. RANCHO GRANDE
PROJECT (OTTSE, INC.).
Contract Planner Michael Multari stated that the Planning Commission requested this
workshop to review the conditions and mitigations for the Rancho Grande project. He advised
that the final environmental impact report was scheduled to be completed today, and it is
complete except for the Wildlife section. He advised that there were numerous comments on
this particular section and the EIR consultant hired an additional biologist who was expert
specifically with wildlife and not just a botanist. Unfortunately, however, the wildlife biologist
is not going to be able to get his report in until probably Wednesday, and when the report is
ready, copies will be delivered to the Commission as quickly as possible. It was suggested that
the Commission set a special meeting for next Wednesday, March 27th to formulate the final
recommendation to the City Council for their first public hearing on the project on April 9,
1991.
Mr. Multari summarized the preliminary conditions and mitigation measures for the
project. During this review, questions, comments and /or concerns were discussed by the
Commission, applicants and the audience.
After considerable discussion, it was agreed to continue the public hearing to Wednesday,
March 27, 1991 at 7:00 P.M.
PLANNING DIRECTOR /PLANNING COMMISSION ITEMS AND COMMENTS
Noyes Road Widening - Current Planner Spierling referred to the draft of a letter to the
County Environmental Coordinator's Office, dated March 14, 1991, which had been included
in the Commissioner's packets. He pointed out that the letter addresses the City's concerns
relative to traffic safety, biological resources, and how the widening of Noyes Road interfaces
with the Rancho Grande environmental documents. After review of the draft letter, the
Commission indicated that the letter appropriately addresses the City's concerns, and no changes
are necessary.
ADJOURNMENT
There being no further business before the Commission, the meeting was adjourned at
9:55 P.M. on motion by Commissioner Gallagher, seconded by Commissioner Moore, and
unanimously carried.
