PC Minutes 1991-02-0526 0 ARROYO GRANDE PLANNING COMMISSION MEETING, FEBRUARY 5, 1991 The Arroyo Grande Planning Commission met in regular session with Vice Chairman Soto presiding. Present are Commissioners Moore, Gallagher. Brandy and Boggess. Absent are Chairman Carr and Commissioner Souza. Also in attendance are Planning Director Doreen Liberto - Blanck, Current Planner Scott Spierling, Public Works Director Paul Karp,. Parks and Recreation Director John Keisler and Planning Consultant Michael Multari. Vice Chairman Soto announced that if there were no objections Item V would be taken out of sequence as the first item on the agenda because Public Works Director Karp has another meeting to attend. NON - PUBLIC HEARING - INTERPRETATION OF CONDITION #7 ON PARCEL MAP CASE NO. 88 -461, CERTIFIED FREIGHT LINES /EDWIN NELSON Public Works Director Paul Karp reviewed the staff report dated January 31, 1991. This item was referred from City Council to the Planning Commission to recommend an interpretation of Condition No. 7. Condition #7 states that the developer shall prepare a frontage improvement plan for both West Branch Street and Larchmont Drive, which shall include concrete curb, gutter and sidewalk with conformance transitions to adjacent properties and, in particular, the Larchmont property to the west of Parcel 2. Mr. Karp stated that this lot is the first residential lot towards the freeway from Bank of America, it fronts both on Larchmont Street and on West Branch Street. When the Public Works Department checks the final map, all the past minutes of both the Planning Commission and City Council are reviewed to make sure all requirements have been met. In order to approve the improvement plans consistent with past City Council actions, the construction of curb, gutter and sidewalk, on Larchmont Drive should be waived in favor of improvements similar to those approved for the other residential properties on Larchmont Drive, and construction of improvements on West Branch Street required in conformance with the newly adopted plan for construction of the new signal system on West Branch Street at Grand Avenue. Mr. Karp pointed out that none of the residential development on Larchmont Drive has curb, gutter and sidewalk. He stated that the only reason the curb, gutter and sidewalk was put in on the Larchmont frontage for the Bank of America was because the project was approved the City had a plan line that extended LePoint Street through to Wesley Street and LePoint and Larchmont would become collector streets. Since that time, the Planning Commission and City Council has revised the General Plan and there will not be a connection. Mr. Karp indicated that he no longer saw the need for widening Larchmont Drive, and in order to be consistent with the rest of the Larchmont residential frontage, he recommended asphalt improvements only. After further explanation, Mr. Karp indicated that his memo was incorrect, and after talking with Planning Director Liberto - Blanck it is felt that this item should go back to the City Council after a recommendation of approval by the Planning Commission. After a brief discussion, on motion by Commissioner Gallagher, seconded by Commissioner Brandy, and unanimously carried, recommending that the City Council approve a clarification of Condition #7 on Parcel Map Case No. 88 -461 as presented by staff. PUBLIC HEARING - CITY OF ARROYO GRANDE, AMENDMENT TO SOTO SPORTS COMPLEX MASTER PLAN, 1075 ASH STREET. Parks and Recreation Director John Keisler reviewed the staff report dated January 28, 1991, explaining the four proposed changes: 1) construction of a four to six foot masonry wall around the Corporation Yard (elimination of proposed berm); (the purpose is to keep the Corporation Yard dry); 2) change western parking lot size from 44 spaces to 34 spaces; 3) the designation of the office building at Elm Street Park (Lopez Continuation High School) be changed from "School" to "School and Recreation Offices." and 4) eliminate the roadway proposed for the Elm Street Park area and show the existing roadway. Upon being assured by the Planning Commission Clerk that public hearing to Amend the Soto Sports Complex Master Plan had been duly advertised and posted, Vice Chairman Soto opened the public hearing. Martin Hawke, 487 Cobre Place - spoke in favor of the changes, stating that the additional fields will greatly benefit the soccer association as well as other sports. There being no further discussion from the audience, Vice Chairman Soto declared the public hearing closed. Commissioner Gallagher inquired about the time table for the closure of Lopez Continuation High School. Mr. Keisler advised that right now there is no time table, but Lucia Mar School District has acquired property on the Nipomo Mesa and has gone out to bid as far as Architectural Services are concerned. Basically, this is a formality so that we do not have to come back in two to three years for this change. After further discussion the following action was taken: RESOLUTION NO. 91 -1323 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE RECOMMENDING THAT THE CITY COUNCIL AMEND THE ELM STREET PARK AND SOTO SPORTS COMPLEX MASTER PLAN; AND RECOMMEND ADOPTION OF A NEGATIVE DECLARATION On motion by Commissioner Gallagher, seconded by Commission Boggess, and by the following roll call vote, to wit: AYES: Commissioners Moore, Gallagher, Brandy, Boggess and Vice Chairman Soto NOES: None ABSENT: Chairman Carr and Commissioner Souza the foregoing resolution was adopted February 5, 1991. PUBLIC HEARING - GENERAL PLAN AMENDMENT CASE NO. 90-01 AND PLANNED DEVELOPMENT REZONE /DEVELOPMENT PLAN CASE NO. 90 -220, APPROXIMATELY 60 ACRES, LOCATED SOUTHWEST OF HIGHWAY 101, SOUTH OF ARROYO GRANDE HIGH SCHOOL, EAST OF VALLEY ROAD, (WILMA PACIFIC INC.) Planning Director Liberto - Blanck introduced Mike Multari of Crawford, Multari and Starr, Planning Consultant for the City on this project. Mr. Multari reviewed the staff report on the project dated February 5, 1991. He stated the property is 60 acres located south of the Arroyo Grande High School. The proposal would include up to 150 units; 112 are proposed on lots approximately 7,000 square feet in size and would be sold at market rate. About 38 units would be proposed for low to moderate income households on lots of approximately 5,000 square feet. This would leave about 22 acres in open space. The Commissioners discussed density bonus for clustering and /or low and moderate income homes. Upon being assured by the Planning Commission Clerk that public hearing for General Plan Amendment Case No. 90 -01 and Planned Development Rezone /Development Plan Case No. 90 -20, Wilma Pacific, Inc. had been duly advertised and posted, Vice Chairman Soto opened the public hearing. Carlo Alfono with Wilma Pacific, stated that the project was originally submitted two years ago and then withdrawn. Mr. Alfono advised that the project has tried to respond to the needs of the community as presented by the people at the General Plan update hearings. Erik Justesen, RRM Design Group, 3026 South Higuera Street, San Luis Obispo - Representative for Wilma Pacific spoke regarding the proposal. He reiterated and expanded on what was covered in the staff report as far as project description, key issues such as traffic and circulation, drainage and so forth. Mr. Justesen also discussed an arrangement with the Lucia Mar School District to trade properties, and the Draft Environmental Impact Report (DEIR). Mr. Justesen felt that the DEIR adequately addressed the environmental concerns associated with the project. On page 5 -30 paragraph 2, Mr. Justesen advised the applicants are aware of the 14 inch water supply line located beneath south Traffic Way east of Highway 101. The information shows the closest municipal water supply line is a 10 inch main located on Valley Road. This supply line would adequately serve the project and is closer to the 14 inch main located on the east side of the freeway. On page 5 -57, paragraph 4, the applicants concur with the EIR mitigation proposal to establish the impact criteria habitat and the proposed drainage channel located along the school district property. Mr. Justesen feels that the EIR estimate of the number of oak trees to be removed is incorrect. The applicants conclude that only 6 oak trees will be affected by the project, not 28 oak trees. Mr. Justesen also discussed the drainage issue on the Haddock property. 261 Page 2 Martin Hawke, 487 Cobre, spoke in favor of the project. John Wilbanks RRM Design Group, 3026 South Higuera Street, San Luis Obispo, representing Wilma Pacific, also spoke in favor of the project. Herman Olave, 222 W. Cherry, spoke against the project. Jonathan Port, 107 Mustang Drive, San Luis Obispo, stated he was in favor of the affordable housing concept. Tom Runels, 586 Valley Road expressed concerns regarding traffic and drainage. Paul Haddock, 587 Valley Road, spoke of his concerns with the proper management of water. There being no further comments from the audience, Vice Chairman Soto closed the public hearing. • Commissioner Moore and Commissioner Gallagher agreed that the EIR was vague on off -site drainage or water management. At the request of Chairman Soto, Commissioner Moore gave some background on drainage in the project area. Commissioners Gallagher and Boggess and Vice Chairman Soto discussed at length the long term water management. Planning Director Liberto- Blanck advised that Public Works Director Paul Karp has estimated at buildout of the General Plan we are about 900 acre feet short. Vice Chairman Soto and the Commissioners also discussed density bonus based on low cost housing and the concept of clustering. On motion by Commissioner Brandy, seconded by Commissioner Moore, and unanimously carried. The public hearing on General Plan Amendment Case No. 90 -01 and Planned Development Rezone /Development Plan Case No. 90 -22 was continued until April 16, 1991. PLANNING DIRECTOR ITEMS Planning Director Uberto- Blanck confirmed the Rancho Grande field trip on Thursday at 3 :30 P.M., meeting behind City Hall. Mrs. Liberto - Blanck also discussed the Planning Commission Institute to be held -March 20th through March 22nd. ADJOURNMENT There being no further business before the Commission, on motion by Commissioner Brandy seconded by Commissioner Gallagher and unanimously carried, the meeting was adjourned at 9:45 P.M.
