PC Minutes 1990-11-20226. ARROYO GRANDE PLANNING COMMISSION MEETING, NOVEMBER 20, 1990 Chairman Carr announced a Workshop until 8:00 P.M. due to the fact that there was no quorum. Another Planning Commissioner is expected to arrive by 8:00 P.M. WORKSHOP ON THE DRAFT DEVELOPMENT CODE Long Range Planner Sandy Bierdzinski reviewed the staff report and advised that a transcription of verbal comments and recommendations (Attachment "A ") were included in the staff report. Attachment "B" are copies of letters 5 - 16. Letter #17 is from the Chamber of Commerce, which was received today. Steve Askew, 570 Lemon Lane, requested that parcels 2 and 22 remain R -1, and parcel 1 remain as RA -B3 or be left open. The size of parcel 22 should be 13,865 s. f. instead of 6,000 s.f. Ron Stob, Alder House Care Facility, 295 Alder Street, stated he is concerned with 20 foot setbacks proposed in Development Code. The facility is 1 -story and this should be considered when setbacks are determined. Mr. Stob is also concerned that the proposed parking standard (1 space for 3 bed) is excessive and thinks that even 1 space for 4 beds is excessive. Marie Cattoir, 195 Orchid Lane, advised her concern that minimum lot size in C - zone has been increased from 10,000 to 20,000 s.f. Mrs. Cattoir wants reassurance that they can utilize C -3 property along Traffic Way if it is below minimum lot size. She also restated her concerns in regards to Orchid Lane right -of -way. At 8:00 P.M. Chairman Carr closed the workshop and the Arroyo Grande Planning Commission met in regular session with Chairman Carr presiding. Present are Commissioners Gallagher, Brandy and Souza. Absent are Commissioners Soto, Moore and Boggess. Also in attendance are Planning Director Doreen Liberto - Blanck, and Long Range Planner Sandra Bierdzinski. CONTINUED PUBLIC HEARING - LOT LINE ADJUS'IHE qT CASE NO. 90 -492, DICK KELSEY, 130, 136, 202 ALLEN STREET AND 137 1/2 CHERRY AVENGE, LOT LINE ADJUSIMENT BEIWEEN LOTS 20, 21 AND 22 AND PORTIONS OF LOTS. 26 AND 27 OF WOODS ADDITION TO THE TOWN OF ARROYO GRANDE Staff Advisor Committee recommended that this item be continued. On motion by Commission Souza and seconded by Commission Gallagher and unanimously carried, Lot Line Adjustment Case No. 90 -492 was continued to December 18, 1990. CHAIRMAN CARR OPENED THE PUBLIC HEARING OF THE DRAFT DEVELOPMENT CODE. Matthew Roberts, 1231 Sidney Street, San Luis Obispo, stated his concern in regards to the Commercial Districts section, on page 148, under the Office District purpose, medical offices are not listed. Also the table of listed uses indicates that everything needs a CUP and nothing is permitted. Mark Vasquez, 345 Acero Place, advised that he has no new comments, stated he would like the Camnission to take a hard look at previous issues he has discussed with staff. Melvin and Marlene Johnson, 535 Traffic Way, (Vagabond Mobilehome Park) stated they feel that a big reason for rezoning their property is to provide affordable housing. Mr. Johnson also stated that they were not in compliance with the MHP zone or the existing Highway Commercial zone. They have 3.5 acres with 37 spaces. The MHP density of 6.5 spaces per acre is close to residential density. Rob Strong, One Buena Vista, San Luis Obispo, commented regarding the two Loomis properties on the north side of Branch Street and the south side adjacent to the creek, both are appropriately zoned VC. He is concerned with the property between the creek and Hwy. 227 - it has an abnormal depth and is currently zoned PM (planned manufacturing). The property is surrounded by residential uses on three sides. His main concern is lack of clear opportunity for planned development by a conditional use permit or special designation. Chairman Carr declared continuation of this meeting as a workshop. Long Range Planner Sandy Bi erdzinski , using a handout (comparison chart) and the overhead projector, discussed how the proposed ordinance handles different uses in the commercial, industrial and public facilities zones of the proposed Development Code and which projects require conditional use permits and /or an architectural review. The Commission and staff discussed setbacks, non - conforming uses, auto related uses in the commercial and /or highway /commercial zones, village residential and commercial, agricultural land, right -to -farm, administrative variance, flag lots, condo conversions, housing element, signs, and so forth.
