PC Minutes 1990-10-02214 ARROYO GRANDE •PLANNING CCIISSION MEETING, OCTOBER 2, 1990 The Arroyo Grande Planning Commission met in regular session with Chairman Carr presiding. Present are Commissioners Soto, Moore, Gallagher, Brandy and Souza. Absent is Commissioner Boggess. Also in attendance are Planning Director Doreen Liberto -Blanck and Current Planner Scott Spierling. Chairman Carr advised that Agenda Item III(B), Tentative;'Tract Map Case No. 1742, has been withdrawn by the developer and will not be heard. APPROVAL OF MINUTES - On motion by Commissioner Gallagher, seconded by Commissioner Soto, and unanimously carried, the minutes of the regular meetings of September 4, 1990, September 6, 1990, and September,18, 1990, were approved with corrections. CONTINUED PUBLIC HEARING - PLANNED DEVELOPMENT REZONE CASE NO. 90- 222, SPECIFIC DEVELOPMENT PLAN 90 -03 AND ARCHITECTURAL REVIEW CASE NO. 89 -427, CONsrRuGTION OF A 28,233 SQ. FT. SANCTUARY /CHRISTIAN ELl[JC ATION BUILDING AND A 13,814 SQ. FT. FELLOWSHIP HALL ON A 10.8 ACRE SITE. PROPOSED SANCTUARY IS 45 1.1.17r IU1! WITH A 36 FT. CROSS ON TOP, FOR A MAXIMUM HEIGHT OF 81 Fl 1' (GRACE BIBLE f. i[URCH) Current Planner Spierling reviewed the staff report of October 2, 1990. The Staff Advisory Committee recamtiends that the Planning Commission: 1. Adopt the resolution recommending that the City Council certih:y the EIR for the Halcyon Hills Subdivision with previous addenda, and the Addendum for Grace Bible Church; 2. Adopt the resolution recommending that the City Council appro Je Planned Development Rezone Case No. 90 -222 and Specific Development F'!in 90 -03; and 3. Recc m nd that the City Council approve Architectural Review Cafe No. 89- 427, by minute motion. Current Planner Spierling advised that staff received a letter front the Air Pollution Control District discussing the Addendum EIR for Grace Church, the district is recommending 4 mitigation measures. Some of the mitigation measures have been incorporated within the draft EIR, others are not:included. The Planning Commission can review those and determine if they shou]:' be added to the EIR as it is reviewed by the City Council. Upon being assured by the Commission Clerk that public hearing f :' Planned Development Rezone Case No. 90 -222 and Specific Development Plan 90- Oi'had been duly published and property owners notified, Chairman Carr declared public hearing open. Greg Wilhelm, 979 Osos Street, San Luis Obispo, architect for applir.jut showed a slide presentation. Mr. Wilhelm discussed the height, form and coabr of the spire, roof mass and roof materials, revised site plan, the site as fit relates to the park runoff and comments on the visual impacts of the proposes project. He also commented regarding alternatives to the mitigation measures1707oposed. Dale Burke, pastor of Grace Bible Church, stated that absolute lowest water consuming design available in showers and also in the landscaping plans. There being no further discussion from the audience, public hearing closed. the church will (' e4el op the terms of low - flex: toilets, Chairman Carr d' - t ared the Commissioner Gallagher stated that he did not care for the modern d::; ,gn, that it is not in character with the Arroyo Grande rural community. Chan -an Carr, Commissioners Soto and Souza all spoke in favor of reduction of the he;ugat of the spire to 69 feet, and also of water concerns. Commissioner Bra'hdy stated concerns about the proposed metal roof and water concerns. Commissk per Moore advised that his main concerns were the traffic at Brisco Road underpass and the water problems in Arroyo Grande. After further discussion, the Planning Commission modified the following Mitigation Measures: Arroyo Grande Planning Commission Meeting, 10/02/90 Page 2 1. The applicant shall reduce the overall height of the proposed structure (cross plus sanctuary) from 81 feet to 45 69 feet. This will bring the top of the proposed structure below the horizon line at a number of perspectives (Avenida De Diamante, Collado Corte, Spanish Moss Lane) and reduce the visual impact of the structure in all surrounding areas. This eau be accemnplished - by - reducing- the - height -of- the - entire - structure -or -by simply - removing- the - crass. 2. The applicant shall incorporate strict earth -tone colors into all exterior treatments and use the brown exterior roofing material in strict accordance with the submitted plans. Also, use nonreflective glass and framing materials for the proposed skylights. 4. One or more of the following measures may shall be incorporated into the sanctuary design to break up the large expanse of roof from overhang to center point: f. The color of the sanctuary roof and fellowship hall roof shall be identical but different f ram the color of the flat roof over the christian education buildings. The following action was taken: RESOLUTION NO. 90- 1310 A RESOLUTION OF THE PLANNING CCH ISSION OF THE CITY OF ARROYO GRANDE R1 XXH ENDING THAT THE CITY C UNCIL CERTIFY THAT THE ENVIRONHENPAL IMPACT REPORT AS AMENDED FOR THE HALCYON HILLS SUBDIVISION WITH THE PREVIOUS ADDENDA, AND THE ADDENDUM FOR THE (MACE BIBLE CHURCH PROJECT HAS BEEN PREPARED IN COMPLIANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT AND CERTIFYING THAT THE CITY COUNCIL HAS REVIEWED AND CONSIDERED THE INFORMATION CONTAINED IN THE FINAL ENVIRONMENTAL IMPACT REPORT; PD REZONE NO. 90 -222 AND DEVELOPMENT PLAN. NO. 90 -03 (GRACE BIBLE CHURCH) AND INSTRUCTING THE CITY CLERK TO FILE A NOTICE OF DETERMINATION On motion by Commissioner Soto, seconded by Commissioner Souza, and by the following roll call vote, to wit: AYES: Commissioners Soto, Moore, Gallagher, Brandy, Souza and Chairman Carr NOES: None ABSENT* Commissioner Boggess the foregoing Resolution was adopted this 2nd day of October, 1990. After brief discussion, the Planning Commission modified Mitigation Measures 1, 2, 4f-and added 17b as follows: 17b. The color scheme of the entire structure shall be approved by the Architectural Advisory Committee prior to issuance of a building permit. The following action was taken: RESOLUTION NO. 90-1311 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE REOOMMENDING APPROVAL OF AN AMENDMENT TO ORDINANCE NO. 355 C.S. ROYAL OAKS ESTATES TO ALLOW A CHURCH ON LOT B AND SPECIFIC DEVELOPMENT PLAN NO. 90 -03 2'15. 16 Arroyo Grande Planning Commission Meeting, 10/02/90 Page 3 On motion by Commissioner Soto, seconded by Commissioner Souza, and by the following roll call vote, to wit: AYES: Commissioners Soto, Moore, Gallagher, Brandy, Souza and Chairman Carr NOES: None ABSENT: Commissioner Boggess the foregoing Resolution was adopted this 2nd day of October, 1990. On motion by Commissioner Souza, seconded by Commissioner Soto, and unanimously carried, the Planning Commission indicates that the City Council may under CEQA adopt overriding considerations in place of the water neutralization mitigation of the Addendum EIR. As a separate motion the Planning Commission unanimously recommended that as part of the water policy, the Council should consider making allowances for non - profit organizations in regards to water policy. On motion by Commissioner Moore, seconded by Commissioner Souza, motion carried with a 4 to 2 vote to approve Architectural Review Case No. 89 -427 with conditions as modified. PUBLIC HEARING - CONDITIONAL USE PERMIT CASE NO. 90 -478 AND ARCHITF)CIURAL REVIEW CASE NO. 90 -462, A REQUEST TO LEGITIMIZE A PARTIALLY CONSTRUCTEV 630 SQUARE FCXYP SE XX' D RESIDENTIAL UNIT AND FARM OFFICE ATOP A GARAGE, 801 HUASNA ROAD (JAM'S P. DOTSON) Current Planner Spierling reviewed the staff report of October 2, 1990. The Staff Advisory Committee recommends that Planning Commission: 1. Adopt the resolution adopting a negative declaration and approving Conditional Use Permit Case No. 90 -478 subject to the findings and conditions. 2. Approve by minute motion Architectural Review Case No. 90 -462. After being assured by the Commission Clerk that public hearing for Conditicnal Use Permit Case No. 90 -478 had been duly published and property owners notified, Chairman Carr declared the public hearing open. Jim P. Dotson, 801 Huasna Road, stated that the second residential unit was built according to code and that his unit is not any higher than any of Wildwood's two story units. TimMcKenna, Lot 35 Wildwood Ranch; Germano DiCarlo, 515 Platino Lane; Ron Olson, 516 Platino Lane, all spoke in favor of the structure. Bob Gayner, 247 Oakwood Court; Stan and Elizabeth Bernstein, 255 Oakwood Court; John Becker, 266 Tempus Circle; Dr. John Pace, 220 Oakwood Court; Edward Gordon, Wildwood Ranch, all spoke against the project at 801 Huasna Road. There being no further discussion from the audience, Chairman Carr declared the public hearing closed. Chairman Carr advised that he is extremely frustrated that this type of situation is allowed to go on and that the City processes do not work to prevent it. The Planning Commissioners discussed what was required according to State Law. Commissioner Soto inquired about the Planning Commission's request for a Code Enforcement Officer. After further discussion, on motion by Commissioner Soto, seconded by Commissioner Moore and unanimously carried, Conditional Use Permit Case No. 90- 478 and Architectural Review Case No. 90 -464 was continued to the meeting of November 6, 1990. Staff was instructed to return with clarifications regarding the legal issues regarding this project; and request the City Attorney's presence. NON - PUBLIC HEARING - ARCHITECTURAL REVIBWT CASE NO. 89 -442, RII4 DEL AND SECOND STORY ADDITION TO EXISTING STRAP/BERRY STAND, 1595 GRAND AVENUE, RICHARD AND NOBUKO MATSUMOTO Arroyo Grande Planning Commission Meeting, 10/02/90 Page 4 Current Planner Spierling reviewed staff report of October 2, 1990. The Staff Advisory Committee recommends that Planning Commission approve this architectural review case by minute motion with the findings and subject to the conditions of approval in the staff report. After some discussion, on motion by Commissioner Gallagher, seconded by Commissioner Moore, and unanimously carried, the Planning approved Architectural Review Case No. 89 -442 deleting Public Works Condition #16. PLANNING DIRECTOR ITEMS Planning Director Liberto -Blanck advised that Friday October 5th at 11:00 A.M. Mark Brodeur, Urban Design Studio,.Newport Beach, CA., will be the speaker at a special workshop on signs to be held in the City Council Chambers. Planning Director Liberto -Blanck stated that on October 19, 1990 Coastal Conservancy Staff is going to the California Coastal Conservancy Board to recommend that the City of Arroyo Grande get a contract from them to coordinate an Agriculture program which would include the Arroyo Grande Valley area in the City and County. Ms. Liberto -Blanck advised that the first Architectural Review Committee Meeting was held Monday October 1, 1990 and it went very_ well. Chairman - Carr advised he would be absent for the October 16 meeting. Commissioner Boggess will be present at the October 16th meeting.
