PC Minutes 1990-08-21ARROYO GRANDE PLANNING COMMISSION August 21, 1990 The Arroyo Grande Planning Commission met in adjourned session at 7:00 P.M. in the Arroyo Grande City Council Chambers with Chairman Carr presiding. Present are Commissioners Gallagher, Brandy, Souza, Soto, and Moore. One vacancy exists on the Commission. Also in attendance are Planning Director Doreen Liberto- Blanck, Current Planner Scott Spierling, Long Range Planner Sandy Bierdzinski, and City Attorney Judy Skousen. APPROVAL OF MINUTES On motion by Commissioner Soto, seconded by Commissioner Brandy, and unanimously carried, the minutes of the regular meetings of May 15, 1990, June 5, 1990, and June 19, 1990 were approved as prepared. ELECTION OF OFFICERS - FISCAL YEAR 1990 -91 Chairman Carr opened nominations for Chairman. On motion by Commissioner Soto, seconded by Commissioner Brandy, and carried, Robert Carr was nominated for Chairman of the Planning Commission. There being no further motions, the nominations were closed and Robert Carr was elected Chairman of the Planning Commission for the Fiscal Year 1990 -91. Chairman Carr opened nominations for Vice Chairman. On motion by Commissioner Brandy, seconded by Commissioner Moore, and carried, John Soto was nominated for Vice Chairman. There being no further motions, nominations were closed and John Soto was elected Vice Chairman of the Planning Commission for the Fiscal Year 1990 -91. PUBLIC HEARING - AMENDED PARCEL MAP CASE NO. 87 -444, REQUEST TO REMOVE CONDITION OF APPROVAL REQUIRING AN 8 FOOT PAVED PARKING LANE ADJACENT TO THE MEET r AT 1320 AND 1342 HILTCRE_T DRIVE (HARVEY AND PAULA RANSON) Planning Director, Doreen Liberto - Blanck reviewed the staff report dated August 21, 1990. She stated that the Parking and Traffic Commission recommended adoption of "No Parking" zone on a portion of Hillcrest Drive (1320 - 1342 Hillcrest Drive); and the recommendation will be going to the City Council at their regular meeting of August 28, 1990. Doreen Liberto - Blanck stated that the Staff Advisory Committee recommends that the parking strip be deleted, and mitigation measure #1 be modified to read: "Applicants will provide two additional off - street guest parking spaces per residence (1320 and 1342 Hillcrest Drive), in addition to on -site parking requirements." It was further recommended that mitigation measure #2 be deleted as recommended by the Public Works Department; that the Planning Commission recommend that the City Council approve amended Parcel Map Case No. 87 -444 subject to the conditions of approval, and adopt a Negative Declaration with mitigation measures. Upon being assured by the Commission Clerk that public hearing for Amended Parcel Map Case No. 87 -444 had been duly published and property owners notified, Chairman Carr declared the hearing open. Don Dennison, 1353 Hillcrest Drive; Joe Zdana, 1341 Hillcrest Drive; and Kurt Glenn, 1315 Hillcrest Drive spoke against the parking strip. Kim Hughes, property owner spoke against condition # 7. John Keen, Parking and Traffic Commissioner for the City Arroyo Grande, stated that the reason the Parking and Traffic Commission passed the "No Parking" resolution, was because the Parking and Traffic Commission understood that the Planning Commission would not approve Amended Parcel Map Case No. 87 -444 without the "No Parking" zone in front of 1320 and 1342 Hillcrest Drive. Hearing no further comments for or against the amended parcel map, Chairman Carr declared the public hearing closed. Planning Director Liberto - Blanck stated the General Condition #7 had been acted on by the Parking and Traffic Commission on August 20, 1990, and that the Planning Commission could consider a "No Parking" zone at 1320 and 1342 Hillcrest or include it as a recommendation. PLANNING COMMISSION WORKSHOP - PRELIMINARY DRAFT DEVELOPMENT CODE (ZONING AND SUBDIVISION ORDINANCE) Long Range Planner Sandy Bierdzinski reviewed an outline of the Preliminary Draft Development Code. She stated that 300 notices were mai l ed and the workshop advertised in the newspaper. She reviewed the purpose of the Development Code and stated that Title 9 in the Municipal Code will be replaced. Ms. Bierdzinski reviewed Zoning Districts, Section 9 01.070(A); Conditional Use Permits, Section 9- 03.050; Plot Plan Review (Administrative Review), Section 9 03.060; and explained New Application following Denial, Section 9 2.120. Commissioner Soto questioned Section 9 03.050(B)(2) regarding Industrial /Research and Development requiring a Conditional Use Permit. Ms. Bierdzinski advised that the categories listed in Section 9 03.050(B)(2) do not require a Conditional Use Permit. City Attorney Judy Skousen reviewed the purpose of Conditional Use Permits as specified in Section 9 03.050. Planning Director Doreen Liberto -Blanck reviewed Architectural Review, Section 9- 03.180. Long Range Planner Bierdzinski reviewed the Village Guidelines, pointing out that the Village Guidelines were never formerly adopted. Staff would like the Planning Commission's input about incorporating the Village Guidelines into the Development Code under Section 9 01.150. Planning Director Liber to -Blanck stated that the Planning Department would like the Village Guidelines to apply not only for commercial, but also for residential projects. The Planning Commission agreed that they are in favor of viewing a design overlay for village boundaries. Ms. Bierdzinski questioned the Planning Commission about their feeling if the Village Guidelines are appropriate for all of Traffic Way? The Planning Commission was undecided. Ms. Bierdzinski reviewed sections regarding projects approved by Planning Director under Temporary Use Permits. The Planning Commission agreed that the Temporary Use Permits, Section 9 03.100 C.2. regarding the exhibition for arts and craft shows was too lengthy for operation. The Planning director stated that it could be changed. The Planning Ccundssion was concerned with Section 9 03.100 C.4. regarding 90 day period for Christmas trees, lights, and decorations. Planning Director Doreen Liberto - Blanck and Long Range Planner Bierdzinski stated the time could be modified or deleted. The Planning Commission reviewed Section 9-03.100 C.5.a. regarding time period for seasonal product sales lots, and agreed on modifying the time period limit from 30 day to 60 days. Long Range Planner Bierdzinski reviewed Heave Occupation Permits, Section 9 03.090. She referred to 9 903.090 D.13. regarding limiting U.P.S. deliveries. The Planning Commission agreed on limited U.P.S. deliveries. ARROYO GRANDE PLANNING COMMISSION' MEETING, AUGUST 21, 1990 PAGE 3 She referred to additional standards for Planned Unit Development (PUD) Section 9- 06.050 E.1. She noted the advantages of a Planned Unit Development one of which can preserve environmentally sensitive areas. The Planning Commission requested for examples of PUD's. The Commission agreed to a special meeting on September 6, 1990 at 7:00 P.M. for City Water Policy, and Preliminary Draft Development Code Workshop. 6 .
