JULY 3, 1990
The Arroyo Grande Planning Commission met in regular session with Chairman
Carr presiding. Present are Commissioners Soto, Moore, and Gallagher. Absent
are Commissioners Flores and Brandy. One vacancy exists on the commission. Also
in attendance are Planning Director L.i_berto- Blanck, and Current Planner
Spier.l..,i.ng. .
APPROVAL OF MINUTES - On a motion by Commissioner Soto, seconded by Commissioner
f1oore, and unanimously carried, the minutes of the regular meetings of April 17,
1990, and May 1, 1990, were approved as prepared.
ELECTION OF OFFICERS -- This item was continued to the meeting of July 17, 1990,
or until a full Commission is present.
PUBLIC HEARING - VARIANCE CASE 90 -147, VARIANCE TO ALLOW CONSTRUCTION OF A 6 FT.

Current Planner Spierli.rrg reviewed the staff report. of July 3, 1990. The
Staff Advisory Committee recommends that the Planning Commission adopt a
r e s o l u t i o n for denial of Variance Case 90 -147. If the Planning Commission wishes
to approve the variance, the Planning Commission should detail the findings for
approval and adopt the resolution for approval attached to the staff report.
Upon being assured by the Commission Clerk that public hearing for Variance
Case 90-147 had been duly published and property owners notified, Chairman Carr
declared the public hearing open.
Bill Sommermeyer, engineer for the applicant, spoke in favor of the
variance, and indicated his concern over the power pole which is an obstruction
of sight. C.S. Kurek, 603 East Cherry Avenue, spoke in favor of the variance.
There being no further discussion from the audience, Chairman Carr declared
the public hearing closed.
After a hrief discussion, the Planning Commission modified circumstance #2
to read as follows:
2. There are exceptions and /or extraordinary circumstances
applicable to this property due to the particular lot
configuration and that this is a replacement of an
existing fence; and
add condition #3:
3. The fence shall be redesigned to provide a six foot (6')
radius corner from the front corner of the house and a
12 inch setback from the sidewalk.

Current Planner Spierling reviewed a letter dated July 3, 1990, from RRM
Design Group, reviewing some of the conditions. Mr. Spierling reviewed the staff
report dated July 3, 1990. The Staff Advisory Committee recommends that. the
Planning Commission either:
t. Delete Public Works Department condition #'i8 and adopt a resolution
approving Tentative Parcel Map No. 89-488 with the findings and
conditions of approval, adopt a Negative Declaration with mitigation
measures and instruct the secretary to file a Notice of
Determination.

Commission meeting of July 17th and instruct the applicants to

Mr Spierling highlighted the fact that if the Planning Commission approved
the project, there would be one change proposed by the City Attorney to the
conditions • of approval. A third condition would be added that states:
"Approval of the tentative parcel map shall invalidate and rescind tentative
parcel map AG 88 -102.
Upon being assured by the Commission Clerk that public hearing for Parcel
Map Case No. 89-96 had been duly published and property owners notified,
Chairman Carr declared the public hearing open.
Dick Woolslayer, Hospital Administrator, spoke in favor of project, and had
concerns with regards to condition #18 because of certain deadlines. He stated
there were no immediate plans to develop the other lot.
Jeffrey White, RRM Design Group, representative, had concerns with regards
to conditions of approval as they were written. He spoke against the extension
of Woodland Drive. He proposed rewording Condition #17 to read "applicant shall
install. street .lighting along Fair Oaks Avenue property frontage according to
Pacific Gas and Electric standards ". He also requested that Condition #19 he
reworded to read: "The applicant shall submit a landscape plan to the Parks and
Recreation Department and obtain approval prior to the removal of eucalyptus
trees in the existing grove adjacent to Fair Oaks Avenue".
Robert Brown, 617 Cerro Vista Circle, stated he is in favor of a
neighborhood park for Parcel #2. James Thorton spoke in favor of the project.
Bernard Landsman , Newman Drive, and Danny and Cheryl Pritchard, 636 Cerro
Vista Circle spoke against the extension of Woodland Drive, and submitted a
petition to the Planning Commission. Doris Olsen spoke with concerns regarding
parking at the hospital.
There being no further comments from the audience, Chairman Carr declared
public hearing closed.
Mr. Spierling responded in regards to condition #4, indicating that it
could be modified slightly to read: "Prior to issuance of_any permits for
construction on Parcel 2 ", in lieu of "Prior to recordation of the parcel map ".
Mr. Spierling added asentence to the last sentence in conditions 11, 12, and 17,
which reads: "Improvements can he constructed after recordation of the parcel
map with appropriate bonding ". A modification to condition #17 recommended by
the - applicant, could be modified to read: "the applicant shall install street
lighting along the Fair Oaks Avenue property frontage according to Pacific Gas
and Electric Standards, prior to recordation of the parcel map."
Mr. Woolslayer requested a continuance to the meeting of July 17, 1990, to
prepare a new plan with street improvements and cost estimates.

Chairman Carr stated that Condition #4 is to be deleted or modified; leave
condition #6; add a condition under the General Conditions per the recommendation
of the City Attorney; add language to conditions #11, #12, and #17 that would
allow those improvements to take place after recordation with appropriate
bonding: delete condition #18; retain or modify #19, and add language to Item 20
that would allow something more expansive than a bikeway and trail.
After further discussion, on motion by Commissioner Moore, seconded by
Commissioner Soto and unanimously carried, Parcel Map Case No. 89-488 was
coitinued to July 17, 1990.
AFPEAL OF PLANNING DEPARTMENT'S DENIAL OF SIGN PERMIT, 495 GRAND AVENUE (JIFFY
LIRE)
Planning Director Doreen Liberto - Blanck and Current Planner Spierling
reviewed the report dated July 3, 1990. Staff recommends the Planning
C'mmission uphold the Planning Department's denial of a stock Jiffy Lube monument

Mr. Petrilli, representing the applicant, spoke in favor of the sign
prmit. He reviewed attachment "A" of the staff report submitted by Jiffy Lube.

After brief discussion, the following action was taken:
On motion by Commissioner Gallagher, seconded by Commissioner Soto, motion
crried with a 3 to 1 vote to grant the applicants appeal of the Planning
apartment's denial of Jiffy Lube's monument sign located at 495 Grand Avenue.
COMMEND LANDMARK TREE DESIGNATION - TWO REDWOOD TREES AND ONE INCENSE CEDAR
ZEE, 221 E. BRANCH STREET (CITY OF ARROYO GRANDE)
Doreen Liberto - Blanck reviewed a resolution designating land mark trees at
21 East Branch Street that was prepared by the Parks and Recreation Department.
On motion by Commissioner Gallagher, seconded by Commissioner Moore and
oanimously carried, to recommend approval of the proposed landmark tree
signation to the City Council.

LANNING DIRECTOR ITEMS
Planning Director Liberto - Blanck reviewed the staff report dated July 3,
990. She explained that Mike and Joyce Miller are requesting that the Planning
ommission make a determination that a Montessori School is an appropriate use
n the C - Zone. The staff recommends that the Planning Commission determine
hat a school is not an appropriate use in the C -3 Highway Service Zone.
Mr. Miller spoke in favor of the Commission making a determination that a
Montessori School is appropriate in the C -3 Zone.
After discussion, on motion by Commissioner Soto, seconded by Commissioner
Gallagher, and unanimously carried, the Commission determined that this use is
in character to those set forth in the ordinance.
ADJOURNMENT
There being no further business before the Commission, the meeting was
adjourned by the Chairman at 10:50 P.M.
