May 1, 1990
The Arroyo Grande Planning Commission met in a regular session at 7:30 P.M.
in the Arroyo Grande City Council Chambers with Chairman Carr presiding. Present
are Ccamnissioners Flores, Soto, Moore, and Gallagher. Comnissioners Brandy and
Fischer are absent. Also in attendance are Current Planner Spierling, and
Assistant City Attorney Vicky Finucane.
PUBLIC HEARING - CONDITIONAL USE PERMIT CASE 90 -471, ADDITION OF A PORTABLE YC UTH
ACTIVITIES CENTER, 501 FAIR OAKS AVENUE (ST. PATRICK'S CHURCH)
Current Planner Spierling reviewed -the staff report dated May 1, 1990. He
stated that the Staff Advisory Committee reviewed the proposal and r-ecomnends
that the Planning Commission adopt the draft resolution subject to the findings
and conditions of approval listed - therein.
Upon being assured by the Planning Commission Clerk that the public hearing
for Conditional Use Permit Case No. 90 -471. had been duly published and property
owners notified, Chairman Carr declared the hearing open. - -
Pete Giambalvo, representing • St. - Patrick's Church, stated they have no objections
to the condition- stipulating.a 5 year expiration of .a portable youth activity
center that was included in the resolution.
Hearing no further - corrntients) for -or- against the proposal, Chairman Carr

Mr. Spierling noted that staff's recearmendation on this application was to
continue to the meeting of May 15th. Upon receipt of a letter from Tony Orefice,
RMO. Architects,, representing _the applicants, requesting. that_ the item not to
continued, the Planning Conmission.reviewed the Planned- Sign..Program Case 90 -98
and Architectural Review Case 89 -440.
Current Planner Spierling reviewed architectural in. the staff
report dated May 1, 1990, stating that staff is unable to find any architectural
continuity between .the two. , buildings. . He_ _stated _that,. the._ Staff. _Advisory
Committee recommended that the Planning Corrmission continue these applications
to the meeting of June 5, 1990, !and-instruct . the applicants to redesign the
building. Mr. Spierling also stated that if the Planning Commission accepts
staff's recommendation and requires.that the.building be•redesigned, the Planned
Sign Program should also be because -it is .Likely.-that -if the colors
of the building. change,- the. colors. ,of ..the.. sign will :be, changed to .match.
Tony Orefice, RMO Arch±tects, ;questioned the .concern regarding continuity
of the design. He reviewed -the- proposed building. and existing:•building, and the
proposed colors...., a.;
Marjorie Gjerdrum, - applicant,. spoke..in favor ,.of . project.... - Hearing no
further comments from the audience, Chairman Carr declared . the .hearing .closed.
After a lengthy discussion by the CoQrmission regarding alternative designs,
Mr. Spierling suggested Mr. Orefice could bring in a few alternative
architectural plans with alternative colors for further review by the Commission.

The Planning Coarn,ission agreed on the continuance pending submittal of
alternative plans.
On motion by Commissioner Flores, seconded by Coannissioner Moore, and
unanimously carried, Planned Sign Program Case No. 90 -98, and Architectural
Review Case No. 89 -440 was continued to May 15, 1990.
PUBLIC HEARING TENTATIVE TRACT NO. 1915, SUBDIVIDE ONE 19,777 SQ. ET. - LOT INTO
ONE 10,450 SQ. FT. PARCEL, AND ONE 9,287 SQ. Fr. PARCEL, FAIR OAKS AVENUE BETWEEN
muzur AND ALDER STREETS (FRED BAUR.)
Commissioner Soto was excused from the meeting because of a possible
conflict of interest and is now absent.
Current Planner Spierling reviewed the staff report dated May 1, 1990. The
Staff Advisory Committee recommends that the Planning Commission adopt a
resolution approving Tentative Tract No. 1915 with the modification of the listed
mitigation measures #3, #4, #10, and - addition of #5 -and #8, -as stated below:
3. All new construction on parcel 1 shall utilize fixtures and designs
which - minimize water usage. Such fixtures -and designs shall
include, but are not limited to, low flow shower heads, water saving
toilets, instant water heaters or hot water recirculating systems,
drip irrigation with -drought tolerant landscaping and etcetera.
CC &R's which shall require the above, shall be reviewed by the
Planning Department-and the City-Attorney, and recorded prior to, or
concurrently with the parcel map.

4. Prior to- final occupancy-of any structure' constructed -on parcel 1,
all water conserving designs or fixtures shall be installed.

5. Prior to recordation of the final map the applicant shall enter
into an agreement in a form approved by the•City Attorney whereby
the applicant agrees on behalf of himself and his: successors in
interest to pay the City $2656.00 for traffic-mitigation on Parcel
#1 prior to issuance of building permits or within five years
recordation of the map.
Upon being assured by the Planning Commission Clerk that the public hearing
for Tentative Tract 1915 had been duly published and property owners notified,
Chairman Carr declared the hearing open. -
Fred Baur, applicant, spoke in favor of project, and agreed on the proposed
modifications and additions -previously -stated.
Hearing no further comments for or against Tentative Tract 1915, Chairman
Carr declared the hearing closed.

PUBLIC HEARING - REPEAL OF THE (ANTRAL BUSINESS DISTRICT (1975), PUBLIC SERVICES
AND FACILITIES (1976), PUBLIC BUILDINGS (1976) AND SCENIC ROUTES (1979) OPTIONAL
ELEMENTS OF THE CITY'S GENERAL PLAN,- CITY WIDE (CITY OF ARROYO GRANDE.)
Planning Director Doreen Liberto - Blanck, reviewed the staff report dated
May 1, 1990. Staff recommends that the Planning Commission adopt a resolution
recommending that the City Council adopt a Negative Declaration, repeal the
Central Business District (1975), Public Services and Facilities (1976), Public
Buildings (1976), and Scenic Routes (1979) elements of the City's General Plan,
and instruct the City Clerk to file a Notice of Determination.
Upon being assured by the Commission Clerk that the public hearing for
Repeal of the various elements of the General Plan had been duly posted and
published, Chairman Carr declared the hearing open.
Hearing no comments for or against the repeal, Carr declared the hearing
closed.
After a brief discussion, the following action was taken:

On motion by Commmissioner Gallagher, seconded by Chairman Carr, an
unanimously carried, Planned Sign Program No. 89 -96 was continued to June 5, 1990
ARCHITECTURAL REVIEW CASE NO. 90 -447, ARCHITECTURAL REVIEW OF A RETAINING WALL
AND PROJECT SITE DEVELOPMENT PLAN, 221 E. BRANCH STREET (MARK GODFREY.)
On motion by Commissioner Soto, seconded by Commissioner Moore, an
unanimously carried, Architectural Review Case No. 90 -447 was continued to June
5, 1990.
PLANNING DIRECTOR /PLANNING COMMISSION ITEMS AND COMMENTS
Planning Director Doreen Liberto -Blank briefly updated the Planning
Commission on the new Water Conservation Coordinator.
Midas /Transking Lighting Fixtures. Mr. Spierling reviewed the staff report
of May 1, 1990, requesting that the Planning Commission determine if the fixtures
and poles proposed by the applicant are in substantial conformance with those
approved by the Planning Commission. After discussion, on motion by Commissioner
Soto, seconded by Commissioner Flores, and unanimously carried, the Commission
finds that the fixtures and poles requested by the applicant as indicated in
exhibit B of the staff report are in substantial conformance with the fixtures
and poles approved by the Commission, subject to confirmation by the staff.
Proposed Architectural Advisory Committee. The Planning Comrmission
directed Planning Director Liberto -Blanck to expedite drafting an ordinance
recommending establishing an Architectural Advisory Committee.
