PC Minutes 1988-10-18ARROYO GRANDE PLANNING COMMISSION OCTOBER 18, 1988 The Arroyo Grande Planning Commission met in regular session with Chairman Soto presiding. Present are Commissioners Flores, Olsen, Moore, Scott, and Gerrish. Commissioner Boggess is absent. Also in attendance are Current Planner Lanning, Long Range Planner Bierdzinski and Parks and Recreation Director Keisler. PLANNING COMMISSION INTERPRETATION - CONDITIONAL USE PERMIT CASE NO. 84 -375, "THE VILLAGE INN ", 407 EL CAMINO REAL Current Planner Lanning advised that the applicants are requesting interpretation from the Commission regarding their use permit which they obtained in 1984 for operation of a Bed and Breakfast Inn. The use permit was granted for operation of a bed and breakfast inn and made no specific mention of the number of units, however, the approved plans show six (6) units. The applicants now wish to add an additional unit within the existing structure. There would be no modification to the structure or change in square footage. They also feel that they can provide the required parking. Staff's opinion is that the use permit approved a six unit bed and breakfast inn and the addition of another unit should require an amendment to the use permit. We believe the surrounding property owners should be notified and that adding an additional unit administratively could set a precedent for other cases. The applicant feels that the one additional unit will not cause a significant impact and wishes it to be done administratively. The applicant is now approaching the Commission and requesting that the Planning Commission make an interpretation. Rudy Veland advised that the additional unit is on the 3rd floor and was originally used as a work room in the building. Commissioner Olsen agreed with staff that the Commission could be setting a precedent. Original plans submitted showed six units and now, the applicant is wanting seven units. Commissioners discussed the modification and if any parking problems would result from the extra unit. On a motion by Commissioner Gerrish, seconded by Commissioner Flores, and carried with one "no" vote, the applicants request to have a seventh unit was approved subject to meeting parking requirements. VILLAGE CREEK PLAZA III Current Planner Lanning stated that this item deals with a project that was approved by the Planning Commission on June 7, 1988. There was an architectural review and a parcel map as well as a zone change on this property. One of the requirements was that there be some engineering tests to determine soil stability and so forth. The results of the tests have led to a few minor changes in the project, as illustrated on the plans. There is also a letter regarding the soil stability. The applicant is going to see that the building is stabilized efficiently. Mr. Lanning stated that staff is advising the Commission of the change as an informational item and, basically it is something that staff felt comfortable handling administratively. We are just making the Commission aware of this. Commissioner Gerrish stated that he had the impression that the approval indicated that there was to be a road on top of the creek bank. Planner Lanning verified that there is an implied or standard condition of allowing a 10 foot easement along a creek bank for access in case you have to get a crane in there to lift something out of the creek, and so forth. He stated that Paul Karp, Public Works Director, reviewed the plan and his recommendation was to accept it as proposed by the applicant. On motion by Commissioner Gerrish, seconded by Commissioner Scott, and unanimously carried, it was agreed to accept staffs' report indicating that there is no problem with the proposed change. 487 488 Arroyo Grande Planning Commission, 10/18/88 Page 2 STUDY SESSION - DRAFT PARKS AND RECREATION ELEMENT Long Range Planner Bierdzinski went through the background of the Parks and Recreation Element. The element was last updated in 1970. It is an optional element and is not a mandatory element under the State law. It must be consistent with all other elements of the City's General Plan and carries the same force as a mandatory element. An amendment to the Circulation Element may be necessary after the Parks and Recreation Element is adopted. Also the Open Space Conservation Element and the Land Use Element will need to be consistent with the Parks and Recreation Element. These elements are currently being written by consultants under contract to the. City. The Parks and Recreation Element is necessary in order to obtain funding for open space programs. Also the Quimby Act requires that the City has a General Plan Element containing policy and standards for Parks and Recreation facilities. The Planning Commissions' role is to review the element and the environmental document (negative declaration) that will accompany the element. Staff is currently circulating the negative declaration and element for review to various agencies. They have 45 days to review the document, which is required under state law. That period will end on November 10th. The element contains basically an existing setting section which details what Park and Recreation facilities and programs are available right now. Calculations were made based on city standards of 4 acres of parkland for a 1000 residents consistent with the City's Quimby ordinance. Staff also looked at facility standards and used the National Recreation and Park Association standards for that analysis. The element basically focuses on both neighborhood and community parkland, and on trails, and establishes a recreational trail concept. The requirement of any general plan element is that it contains objectives and policies, and methods of implementation. Those items are located toward the end of the document. There is a section on funding implementation and a separate section grouping all of the objectives, policies and implementation measures. John Keisler, Parks and Recreation Director, stated that the document before the Planning Commission has taken almost a year to prepare. Among other things the document deals with preservation of the creek area, in conjunction with the Greenbelt System document that was prepared two years ago which has never been adopted. There is reference to the Greenbelt System in the proposed element and Parks and Recreation Director Keisler stressed this as a real important area. The Commissioners discussed favorably the draft for the Parks and Recreation Element. PLANNING DIRECTOR'S REPORT /DISCUSSION Current Planner Lanning advised that St. Barnabas Church's use permit was reviewed by the Council and was approved. Mr. Lanning also informed the Commission that he would be leaving the City of Arroyo Grande as of November 18, 1988.
