The Arroyo Grande Planning Commission met in regular session with Chairman Carr presiding.
Present are Commissioner Moore, Boggess, Flores, Olsen, Gerrish and Soto. Planning Director
Liberto- Blanck, Current Planner Lanning and Long -Range Planner Bierdzinski are also in
attendance.
MINUTE APPROVAL
Commissioner Gerrish corrected the minutes of 1/5/88, charging the spelling of Leonard Linger
to Leonard Lenger and, on page 4, changing "Association" to "Associates." On motion by
Commissioner Soto, seconded by Commissioner Olsen, and unanimously carried, the minutes of
the regular meeting of January 5, 1988, were approved as corrected.
ARCHITECTURAL REVIEW CASE NO. 88 -405, ADDITION TO SINGLE - FAMILY RESIDENCE,
166 BRIS X ROAD. (E. GOODALL.)
Current Planner Lanning opened discussion on this item by reviewing the staff report, which
stated that the applicants are proposing to add a 1,384 sq. ft. second story onto the existing
single story, single- family residence on a 1/2 -acre site. He said the setbacks will remain the
same, while the overall height of the structure will be approximately 26 ft., which is below the
30 ft. limit allowed by the Zoning Ordinance in an R -3 zone. Mr. Lanning continued by stating
that the proposed elevations will feature stucco walls with adobe trim and roofing materials
will consist of spanish tile. A detached single -car garage to the rear of the home provides the
off - street parking. He stated that staff wanted to bring to the Commission's attention the
fact that normally the addition of a room to a home requires no additional off - street parking;
however, a two -car garage is now required by the Code, so the Commission might want to set
a policy regarding whether additional parking can be required for a single - family home addition
when there is only a one -car garage available for off - street parking. Mr. Lanning stated that
the proposed project is exempt from CEQA, due to the size of the addition, and staff is
recommending approval of the proposed project by minute motion.
After a brief discussion, a motion was made by Commissioner Gerrish, seconded by Commissioner
Flores and unanimously carried to approve Architectural Review Case No. 88 -405.
There was some discussion among the Commission Members as to whether or not additional off -
street parking should be required when additions to older single -story residences are approved,
to bring the project up to the current standards of the zoning ordinance requiring two -car
garages for single -story residences. It was determined that this policy should be decided on a
case -by -case basis.
ARCHITECTURAL REVIEW CASE NO. 88 -406, ADDITION TO OFFICE SPACE, 303 TRAFFIC
WAY. ED MULLAHEY (CHRISTIANSON CHEVROLET).
Current Planner Lannirg opened discussion by stating that the applicant is proposing to
construct a second -story addition, approximately 900 sq. ft. of office space located above the
existing office space. The addition will be approximately 12 -1/2 feet in height on both 'Traffic
Way and Poole Street. The overall building height will be approximately 23 feet, and the
proposed addition will be set back approximately 40' from Traffic Way and 24' from Poole
Street. Mr. Lannirg continued that the proposed materials consist of rough -sawn siding with
redwood trim painted to match the existing building, and the addition will be similar in nature
and appearance to the existing building. He stated that the proposed project is exempt from
the requirements of CEQA due to its size. Staff is recommending that the Commission approve
the proposed project by minute motion.
After a brief discussion, a motion was made by Commission Gerrish, seconded by Commissioner
Soto and unanimously carried to approve Architectural Review Case No. 88 -406.
Chairman Carr welcomed and introduced the newly appointed Long -Range Planner, Sandy
Bierdzinski, to the Commission and to the audience.
CONTINUATION - ARCHITECTURAL REVIEW CASE NO. 87 -384, GUIDETTI SQUARE
RETAIL SHOPPING CENTER, W. BRANCH STREET AND WESLEY AVENUE. RICHMOND
ROSSI AND MONTGOMERY (J. A J. GUIDETTI).
Current Planner Lanning stated that the applicants' representative, Keith Gurnee, of RRM
Design Group, will be presenting revised drawings for the consideration of the Commission for
architectural review. Staff recommends that the Commission review the drawings and take
appropriate action.
Mr. Keith Gurnee, representative, of RRM Design Group, presented a new rendering of the
proposed project to the Commission and explained the changes in design that had taken place.
He stated that a less monolithic, more "Main Street" design was being presented for approval.
Commissioner Gerrish questioned whether the colors of the project had changed at all.

Mr. Gurnee replied that the plaster on the buildings would be deeper colors if that medium was
used for store fronts. Mr. Gurnee also discussed the possibi1Jty of using wood, brick and /or
stone for store fronts, while pointing out to the Commission the change in building heights.
After a brief discussion involving choice of materials, building height adjustments and facade
options, a motion was made by Commissioner Soto and seconded by Commissioner Flores to
approve Architectural Review Case No. 87 -384, as per the revised architectural design of
February 16, 1988, subject to the previous conditions provided by staff and by the addtional
conditions of approval of the plaster facade option and revised color and materials presented
February 16, 1988. Commissioner Olsen abstained, Commissioner Gerrish voted No, and
Commissioners Soto, Flores and Boggess, and Chairman Carr voted Yes.
ADJOURNMENT
There being no further discussion before the Commission, the meeting was adjourned by the
Chairman at 8:30 P.M.
