Arroyo Grande Planning Commission
November 17, 1987
The, Arroyo Grande Planning Commission met' in regular session with Chairman Carr
presiding. Present are Commissioners Moore, Bo, Flores, Olsen and Soto. Commissioner
Gerrish is absent. Planning Director Liberto-B11,lick is also in attendance.
CONTINUATION - ARCHITECTURAL REVIEW CASE NO. 87 -384, GUIDETI'I SQUARE
RETAIL CENTER, WEST BRANCH STREET AND WESLEY AVENUE IN THE CENTRAL
BUSINESS DISTRICT. (J. AND J. GUIDE FI /RICHMOND, ROSSI AND MONTGOMERY).
Planning Director Liberto - Blanck advised that the applicants have requested a
continuance of the case to provide them with enough time to put together sane renderings to
present to the Planning Commission at the December 1, 1987 'meeting. Chairman Carr granted
continuance and advised that Architectural Review Case No. 87 -384 is scheduled for
continuance at the December 1st meeting.
CONTINUATION - REQUEST FOR REZONING OF TWO ACRES IN RANCHO GRANDE
FROM UNPLANNED P-D TO PLANNED P-D AND REQUEST FOR USE PERMIT FOR BED
AND BREAKFAST STRUCTURE.
Ms. Liberto- Blanck advised that the applicant has requested a further continuation of
this case in order to put together a conceptual map outlining a proposed future lot split to show
to the Planning Commission. Also, City Staff and the City Attorney are working to provide the
Commission with additional information regarding previous zoning on this project. She stated the
applicant will return with both the rezoning and the conditional use permit requests. Chairman
Carr granted continuation of this case to the December 1, 1987 meeting.
PUBLIC HEARING - REZONING CASE NO. 87 -200, PROPOSED ZONE CHANGE FROM
"R -3" MULTIPLE FAMILY RESIDENTIAL DISTRICT TO "P-M" PLANNED INDUSTRIAL
DISTRICT, 201 BRISOO ROAD. (RICHARD AND NADINE RAY).
Planning Director Liberto-Blanck reminded the Commission that the zone change
request was considered by the Commission on October 20, 1987. At that time, the Commission
was unable to cane to an agreement on the General Plan Amendment and, therefore, the matter
was forwarded to the City Council for a determination. At that time, continuance of the zone
change was continued pending Council action. On November 10, 1987 the City Council adopted
Resolution 2176 approving the General Plan Amendment. Residents in the area expressed
conern about a more intense use that might be able to cane in under a "P-M" Zone. Ms.
Liberto- Blanck commented that the Council discussed the possibility of a "C-3" zone; however,
if the "C -3" zone is considered, it might be construed as being "spot zoning ". On the other
hand, the concerns that the residents have is that a "P-M" zoning adjacent to the "R -3" would
cause more intense uses being allowed there.
Upon being assured by the Planning Commission Secretary that public hearing for
Rezoning Case No. 87 -200 had been duly published and property owners notified, Chairman Carr
declared the hearing open.
Jane Schilling, 185 Brisco Road, representing local residents, stated they were in favor
of the "C -3" zoning as opposed to heavy industrial in that area. She stated also they are not
opposed to the use on the property now.
Steve Cool, 1577 El Camino Real, representing Mr. and Mrs. Ray, stated that his
clients would still prefer to go ahead with the proposed "P-M" zoning on the property. He
commented that heavier types of industrial uses could not take place on this property because
of the size of the property. He stated that this particular property could act as a buffer zone
between the existing lumber yard and the "R -3" uses.
Hearing no further cuianents for or against the proposed rezoning, Chairman Carr
declared the hearing closed.
Carnnissioner Carr stated that one of his concerns is the possibility of a service station
being located on the property at sometime in the future. He noted that a service station is a
permitted use in the "C -3" zone, and "P-M" zoning does not allow that use.
Planning Director Liberto- Blanck pointed out that if a new structure was constructed
or an addition made to the present structure, an architectural review of those items would have
to be made.
Commissioner Soto stated that he had no objections to either the "P-M" or the "C -3"
zoning, but he objected to the number of parking spaces for the current use, and questioned if
they are in conformance with either one of those zones. He cuunented that if the zoning is
changed to "P-M" or "C -3 ", more information needs to be available about the pre- existing
conditions, such as parking, setbacks, etc.

Planning Director Liberto - Blanck stated that the Conmission may want to ask the
applicant to provide a site plan, outlining the parking and the storage. She further reminded
the Commission that the applicants have a General Plan Amendment that has been adopted by
the City Council, and the Commission has been instructed to review the zoning and make it
consistent with the General Plan.

On motion by Commissioner Soto, seconded by Commissioner Olsen, and unanimously
carried, staff was instructed to submit detailed information to the City Council regarding
relationship of the existing use to the "P-M" and "C-3" Districts relative to parking, setbacks,
and other pertinent information.
COMMUNICATIONS
Commissioner Soto advised that the Long Range Planning final report is now in draft
form and he hopes to get a copy of it before it goes to press. He stated he would like to
have the item placed on the Planning Commission's agenda when it is available.
ADJOURNMENT
There being no further business before the Commission, the meeting was adjourned by
the Chairman at 8:30 P.M.
