The Arroyo Grande Planning Commission met in regular session with Vice Chairman
Gerrish presiding. Present are Commissioners Moore, Olsen and Boggess. Commissioners Flores,
Soto and Chairman Carr are absent. Planning Director Rogoway is also in attendance.
MINUTE APPROVAL
Hearing no additions or corrections, the minutes of the regular meeting of March 17,
1987 were approved by the Vice Chairman as prepared.
PUBLIC HEARING - LOT SPLIT CASE NO. 87 -441, 1062 MAPLE STREET. (ARNO
LASCARI)
Planning Director Rogoway stated that the application is for a parcel map to divide a
residential lot on Maple Street into four separate single family lots, resulting in three flag lots
in the rear. Mr. Rogoway briefly reviewed the recommended conditions listed in the staff
report, dated April 7, 1987.
CHAIRMAN CARR ENTERED THE MEETING DURING THE ABOVE DISCUSSION.
Mr. Rogoway referred to Condition 1.A.(5) requiring that each parcel be served by a
separate sewer lateral. He stated that after discussion between the Public Works Department
and the applicant, they felt that the condition might be too restrictive, and it was agreed that
it would be more appropriate to change the wording to read as follows: "The developer shall
submit a sewer plan for approval by the Public Works Director which shall have individual sewer
laterals, if possible, prior to recordation."
Mr. Rogoway commented that, in the Commission's findings, if the recommended
conditions are agreeable, a statement should be made finding that the parcel map is consistent
with the City's General Plan and Zoning.
Upon being assured by the Planning Commission Secretary that public hearing for Lot
Split Case No. 87 -441 had been duly published and property owners notified, Vice Chairman
Gerrish declared the hearing open.
Arno Lascari, owner of the property at . 1062 Maple Street, stated he accepts the staff
report and all of the stipulations except for a few technical points that he will ask his engineer
to address. He presented a petition containing 14 signatures of property owners on the 1000
block of Maple Street indicating they are not opposed to the proposed lot split.
Larry Rohloff, Engineer for the project, commented regarding the sewer laterals,
stating their feeling that separate sewer laterials may be a little too restrictive, especially for
Parcel 3. Also, with regard to the 24 ft. driveway going into the project, they would like to
see it moved over westerly as far as possible in lieu of centering it to save the large oak tree.
Mr. Rogoway pointed out that the petitioner is required to submit a utility plan and a driveway
plan for approval, and it was felt there wouldn't be any objection to that.
Hearing no further comments for or against the proposed lot split, Vice Chairman
Gerrish declared the hearing closed.
Chairman Carr recommended changing the wording of Condition No. 1.A.(7) as follows:
"The applicant shall provide a grading, drainage and utility plan to be approved by the Public
Works Department before final recordation, showing the design and nature of the improvements
to be installed."
After discussion, Lot Split Case No. 87 -441 (Parcel Map AG 87 -036), was found to be
in conformance with the City's General Plan and Zoning, and was approved on motion by
Chairman Carr, seconded by Canmissioner Moore, and unanimously carried subject to the
conditions as presented in the staff report dated April 7, 1987 with the modifications to
Condition No. 1.A.(5) and 1.A.(7) as recommended.
ADJOURNMENT
There being no further business before the Commission, the meeting was adjourned by
Vice Chairman Gerrish at 8:10 P.M.
