PC Minutes 1987-03-17330 Arroyo Grande Planning Cam fission March 17, 1987 The Arroyo Grande Planning Commission met in regular session with Chairman Carr presiding. Present are Commissioners Soto, Moore, Flores and Gerrish. Commissioners Olsen and Boggess are absent. Acting Planning Director Ned Rogoway and Associate Planner Nancy Iversen are also in attendance. MINUTE APPROVAL Hearing no additions or corrections the minutes of the regular meeting of March 3, 1987 were approved as prepared, on motion by Commissioner Gerrish, seconded by Commissioner Moore, and unanimously carried. CONTINUATION - PUBLIC HEARING - REVISION AND UPDATE OF THE OPEN SPACE ELEMENT OF THE GENERAL PLAN. Chairman Carr advised that at the last meeting the Commission requested staff to make some changes to the draft Open Space Element and bring it back for further review. Associate Planner Iversen briefly reviewed the changes that were made to the Open Space Element as requested by the Commission. Upon being assured by the Planning Commission Secretary that continuation of public hearing on the revision of the Open Space Element of the General Plan had been duly published and posted, Chairman Carr declared the hearing open. Terry Boe, 234 Tally Ho Road, stated her support for the Open Space Element. Barbara Wake, 318 Allen Street; Rhonda Harrison, Tally Ho Road; Kathleen Scott, Tally Ho Road; Christine Akok, 1508 Allen Street, and Julie Crawshaw, Corbett Canyon Road, spoke in support of the Open Space plan and preservation of open space, equestrian trails and bikeways. Mr. Rogoway read a letter from the California State Horsemen's Association, dated March 17, 1987, pointing out that the letter indicates support of the Open Space plan with respect to the recommendation for trails and open space. Hearing no further comments for or against the proposed Open Space Element, Chairman Carr declared the hearing closed. During discussion, there were some changes recommended to the wording in the element. After discussion, the following action was taken: RESOLUTION NO. 87 -1112 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE RECOMMENDING TO THE CITY COUNCIL ADOPTION OF THE REVISION TO THE OPEN SPACE ELEMENT OF THE GENERAL PLAN. On motion by Commissioner Soto, seconded by Commissioner Gerrish, and by the following roll call vote, to wit: AYES: Conunissioners Soto, Moore, Flores, Gerrish and Chairman Carr NOES: None ABSENT: Cornanissioners Olsen and Boggess the foregoing Resolution was adopted this 17th day of March 1987. Chairman Carr thanked Nancy Iversen for her efforts on the Open Space Element, and thanked the audience for their participation and input. PUBLIC HEARING - LOT SPLIT CASE NO. 87 -442, REVERSION TO ACREAGE, 579 CAMINO MERCADO IN OAK PARK ACRES; AND ABANDONMENT OF DEDICATED RIGHT OF WAY (MANOR HEALTHCARE CORP.). Planning Director Rogoway reviewed that the Planning Commission and City Council had previously approved a Conditional Use Permit to construct a 180 bed skilled nursing facility on Camino Mercado in Oak Park Acres. One of the conditions of approval required the property to revert to acreage before a building permit is issued. The parcel map before the Commission tonight reverts the lot to acreage and, presumably abandons the street known as "Camino de Plaza ". He stated the applicant has questioned the abandonment because of a possible public utility easement that might exist in the street, and it may be necessary for the city to initiate an abandonment on its own to clear away easements that might exist. In answer to Chairman Carr's question regarding the adjacent property to the street, Mr. Rogoway advised that half of the street will revert to the adjacent property. 1 1 Arroyo Grande Planning Qmnission, 3 -17 -87 Page 2 Upon being assured by the Planning Commission secretary that public hearing for Lot Split Case No. 87 -442 had been duly published and property owners notified, Chairman Carr declared the hearing open. Al Montes, representing Manor Healthcare, stated he has reviewed the staff report and finds it to be acceptable, and the proposed map is being submitted in an effort to satisfy a condition of the use permit. Hearing no further comments for or against the proposed parcel map, Chairman Carr declared the hearing closed. After a brief discussion, on motion by Commissioner Gerrish, seconded by Commissioner Flores, and unanimously carried, Lot Split Case No. 87 -442 was approved as submitted. ORAL COMMUNICATIONS Commissioner Soto stated he had attended the Long Range Planning Committee meeting and he was very impressed. It is the first time all of the commissions have gotten together and expressed their concerns. He stated he would_ like to get the Commission's input on the three categories that are being discussed; 1) Concerns that require attention today; 2) Short term concerns (within the next 5 years or so); and 3) Long range planning (items that might be of concern to the Committee as a whole). After a brief discussion, the Commission agreed to hold a study session to discuss the three categories listed by Commissioner Soto, on Tuesday, March 31st from 7:00 to 8:00 P.M. ADJOURNMENT There being no further discussion before the Commission, the meeting was adjourned by the Chairman at 8:55 P.M. Chairm 331
