PC Minutes 1987-03-03Arroyo Grande Planning Commission
March 3, 1987
The Arroyo Grande Planning Commission met in regular session with Chairman Carr
presiding. Present are Commissioners Moore, Olsen, Flores, Soto, Boggess and Gerrish. Acting
Planning Director Ned Rogoway and Associate Planner Iversen are also in attendance.
Mr. Rogoway introduced himself to the Commission, stating that he has been appointed
as Planning Director temporarily until the City is able to hire a permanent Planning Director,
which will be about six months. Chairman Carr welcomed Mr. Rogoway, commenting that the
Commission will probably offer some challenging things to get into.
MINUTE APPROVAL
On motion by Commissioner Gerrish, seconded by Commissioner Boggess, and carried with
one abstention, the minutes of the regular meetings of February 3, 1987 and February 17, 1987
were approved as prepared.
CONTINUATION (PUBLIC HEARING CLOSED) - REVISION AND UPDATE OF THE OPEN
SPACE ELEMENT OF THE GENERAL PLAN.
Mr. Rogoway commented that the Open Space Element is one of the more important
elements of the General Plan. He noted that all actions of government, including building
permits, must be consistent with the Open Space Element. Associate Planner Nancy Iversen
stated that at the last Planning Commission meeting the Commission made changes to the draft
element, and those changes were made as requested and corrected pages have been included in
the agenda packets.
Considerable discussion followed with regard to the "Goals, Policies and Programs"
section as to definition and meaning. Commissioner Gerrish stated that in checking through the
other elements of the General Plan, the Goals, Policies and Programs are a little more general
and, in his opinion, they are too specific in the Open Space Element, and seem to "lock" the
city into what they can and cannot do. He further stated his opinion that Elements of the
General Plan should be more general and the ordinances should be specific. Mr. Rogoway
stated that the law specifies there will not be an action of government that is going to violate
the Open Space plan and if the Commission is concerned that they are over - committing, then
the term "Policy" should be explained.
Commissioner Flores stated he does not agree with the specificity in the element and,
until he is somewhat assured in one way or another that we are not committing the City's
financial future to this program to the exclusion of other possibilities that might come up in the
next five years, then he is not prepared to vote on this element.
Mr. Rogoway suggested an alternative that this be passed on to the City Council with
the statement that the proposed draft is too specific and needs to be restated to make it more
general. Commissioner Soto stated he likes it being a little more specific.
Chairman Carr inquired if anyone in the audience would like to speak on this matter.
Terry Boe, 234 Tally Ho Road, stated she has reviewed the element and thinks it is a good plan
for the City.
After further discussion, on motion by Commuissioner Gerrish, seconded by Commissioner
Flores, and carried with two abstentions, staff was directed to reorganize the areas of the Open
Space Element, #7 and #8, Pages 41 -A, 41 -B and 42 and, in addition the first paragraph under
"Goals, Policies and Programs" be expanded based on this evening's discussion and bring just
those sections back to the Commission at the next meeting. The matter was continued to the
next regular meeting of March 17, 1987.
WRITTEN COMMUNICATIONS
Chairman Carr referred to a letter from Council Member Moots requesting that a
member of the Planning Commission be appointed to the Ad Hoc Committee on Long Range
Planning. He noted that this was the first opportunity he has had to bring the request to the
Commission.
After a brief discussion, on motion by Chairman Carr, seconded by Commissioner Flores,
and unanimously carried, Commissioner Soto was appointed to serve on this Committee.

There being no further discussion before the Commission, the meeting was adjourned by
the Chairman at 9:05 P.M.
