PC Minutes 1986-11-04302 ARROYO GRANDE PLANNING COMMISSION November 4, 1986 The Arroyo Grande Planning Commission met in regular session with Chairman Carr presiding. Present are Commissioners Moore, Olsen, Flores, Boggess, Soto and, Gerrish. Associate Planner Peter Rosen is also in attendance. Planning Director Eisner is absent. MINUTE APPROVAL Upon hearing no additions or corrections, the minutes of the regular meeting of October 21, 1986 were approved as prepared on motion by Commissioner Olsen, seconded by Commissioner Gerrish, and unanimously carried. PUBLIC HEARING - LOT SPLIT CASE NO. 86 -438 (REVERSION, TO ACREAGE), 1052 GRAND AVENUE IN THE "P-M" PLANNED INDUSTRIAL DISTRICT. (GARING, TAYLOR & ASSOC., INC., REPRESENTING BLANKENBURG BROS. INV1 fl1ENTS). Associate Planner Rosen advised this is a reversion to acreage eliminating a property line which runs through a single structure. The Reversion to Acreage (removal of lot line) was a condition of the Architectural Review previously approved by the Planning Commission. He stated that the map has been reviewed by the Staff Advisory Committee and is recommended for approval with the condition that the previously required cross easements between all parcels on the site be prepared and recorded concurrently with the recordation of the final map of the Reversion to Acreage. Upon being assured by the Planning Commission Secretary that public hearing for Lot Split Case No. 86 -438 had been duly published and property owners notified, Chairman Carr declared the hearing open. Dick Blankenburg, one of the applicants, stated that the recommended condition is satisfactory and agreed that the line should be eliminated. Hearing no further comments for or against the proposed lot split, Chairman Carr declared the hearing closed. After discussion, Lot Split Case No. 86 -438 was approved on motion by Commissioner Gerrish, seconded by Commissioner Olsen, and unanimously carried, subject to the recommended condition. PUBLIC HEARING - USE PERMIT CASE NO. 86 -415, TENTATIVE TRACT MAP NO. 1418, A 10 UNIT PLANNED UNIT DEVELOPMENT, 168 BRISCO ROAD IN THE "R -3" MULTIPLE FAMILY RESIDENTIAL DISTRICT. (JOHN SPENCER /AVERY SETZER). Associate Planner Rosen advised the property is 42,231 sq. ft. in size or approximately .96 acres. Under the density provisions of the "R -3" zone, 13 units could be built on the property. The project covers 48.6% of the total land area; 24.6% in buildings and 24% in paving. Each unit contains a private yard which exceeds the required private open space for the "R -3" zone. 40% of the, land area is in common open space. A typical unit is approximately 34' wide by 38' deep. The basic interior design canes in two styles identified as Type A and Type B on the project plans. Mr. Rosen stated ,that the tract map and architectural review were reviewed by the Staff Advisory Committee and, if approved, there are 9 recommended conditions as listed in the staff report dated October 29, 1986. Chairman Carr noted that this item was before the Commission previously, and there was a recommendation for denial without prejudice because there were some discrepancies with the tract map and architectural plans. Mr. Rosen stated that staff has ,reviewed the resubmitted plans and they are satisfied with what has been submitted. In answer to Commissioner Boggess' questions regarding the flood area and the turn around area, Mr. Rosen commented that, according to the calculations for the retention basin, the flooding would occur in a 100 year storm with approximately 1 ft. of water, and the Public Works Department felt that it wouldn't present a great problem. Also, the turn- around area for fire trucks has been reviewed by the Fire Chief and he is satisfied with it. Avery Setzer, one of the applicants for the project, addressed the Commission's concern about the turn - around space and the drainage. He advised they have gone through intensive work with Westland Engineering and the Public Works Department to make sure that they do not have to re- design the project. He stated that the three top units drain towards Brisco Road; the bottom part does have a turn - around space, which he had worked out with the Fire Chief. He further stated that in working with the Public Works Department, they believe they have everything worked out. Mr. Setzer stated he has reviewed the 9 conditions listed in the staff report and they are agreeable to him. Commissioner Flores stated he is concerned about the slope of the turn - around area, and inquired at what point does a fire truck get into trouble. Mr. Rosen referred to Condition No. 8 of the recomnended conditions, requiring that the turn- around area is subject to approval by the Fire Chief. There was some discussion regarding drainage of the project. After discussion, the following action was taken: RESOLUTION NO. 86 -1099 A RESOLUTION OF THE PLANNING COMMISSION OF THE C1TY OF ARROYO GRANDE APPROVING A USE PERMIT, CASE NO. 86 -415, APPLIED FOR BY AVERY SETZER AND JOHN SPENCER. On motion by Commissioner Gerrish, seconded by Cormissioner Soto, and by the following roll call vote, to wit: AYES: Commissioners Moore, Olsen, Flores, Boggess, Soto, Gerrish and Chairman Carr NOES: None ABSENT: None the foregoing Resolution was adopted this 4th day of November 1986, RESOLUTION NO. 86 -1100 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE, APPROVING TENTATIVE TRACT MAP NO. 1418, APPLIED FOR BY AVERY SEI7ER AND JOHN SPENCER, AND REFERRAL TO THE CITY COUNCIL FOR INFORMATIONAL PURPOSES ONLY. On motion by Commissioner Gerrish, seconded by Commissioner Flores, and by the following roll call vote, to wit: AYES: Commissioners Moore, Olsen, Soto, Boggess, Flores, Gerrish and Chairman Carr NOES: None ABSENT: None the foregoing Resolution was adopted this 4th day of November 1986. Architectural Review Case No. 86 -375 - Associate Planner Rosen briefly reviewed the architectural design of the project, and displayed a colors and materials board for the Commission's review. Mr. Setzer stated the structures are mostly stucco and they tried to break up the front a little with brick. He commented that the upkeep of the open space and grounds would be done through a Homeowners' Association. After a brief discussion, on motion by Commissioner Gerrish, seconded by Commissioner Moore, and unanimously carried, Architectural Review Case No. 86 -375 was approved, subject to the conditions listed in the staff report, dated October 29, 1986. PUBLIC HEARING - GENERAL L PLAN AMENDMENT NO. GPA 85 -2, AND GPA 86 -2, CHANGING CLASSIFICATION - FROM HEAVY COMMERCIAL/LIGHT INDUSTRIAL TO CENTRAL BUSINESS DISTRICT, AND FROM HEAVY COMMERCIAL/LIGHT INDUSTRIAL TO MEDIUM HIGH DENSITY RESIDENTIAL, EAST BRANCH STREET. (CITY OF ARROYO GRANDE/PLANNING COMMISSION RESOLUTION OF INTENTION). Associate Planner Rosen advised that this matter is still being continued pending receipt of additional environmental data. COMMUNICATIONS There was some discussion regarding the fire wall on the building being constructed on South Halcyon Road. Chairman Carr requested information be submitted at the next meeting regarding the requirements on fire walls that result in that type of construction. He also requested information relative to the Commissioners' concerns relative to slopes for turn - around areas for fire access. Commissioner Gerrish referred to the proposed amendment to the sign ordinance, stating he would like to see some consideration given to limiting political signs to 16 sq. ft. 303 304 Arroyo Grande Planning Oom fission, 11 -4-86 ADJOURNMENT There being no further business before the Commission, the meeting was adjourned by the Chairman at 8:25 P.M.
