ARROYO GRANDE PLANNING COMMISSION
October 21, 1986
The Arroyo Grande Planning Commission met in regular session with Chairman Carr
presiding. Present are Commissioners Olsen, Gerrish, Flores, Boggess,, Moore and Soto.
Associate Planner Peter Rosen is also in attendance. Planning Director Eisner is absent.
MINUTE APPROVAL
Commissioner Flores corrected the roll portion of the minutes of the regular
meeting of October 7, 1986 stating that he was present at that meeting: It was noted that
Comm rnissioners Boggess and. Soto were absent. On motion by Comnissioner Gerrish, seconded by
Commissioner Olsen, and unanimously carried, the minutes of the regular meeting of October 7,
1986 were approved as corrected.
PUBLIC HEARING - LOT SPLIT CASE NO. 86 -437, 125 AND 133 E. (MERRY AVENUE IN
THE "R -1" SINGLE FAMILY RESIDENTIAL DISTRICT.
Associate Planner Rosen advised that the request is for a lot split to create. 4 parcels
from two existing lots at 125 and 133 E. Cherry Avenue. The zoning on the property is "R -1"
Single Family Residential.
The proposal would create parcels ranging in size from 8,460 sq. ft. to 6,860 sq. ft.
Two parcels, identified as Parcels A and B, contain existing one story frame houses. Parcel B
also contains an existing two car garage. Parcels C and D would have 6,000 sq. ft. of buildable
lot area each. Parcel C contains the existing garage associated with the one story house on
Parcel A. The garage is a legal non - conforming structure since it is within 2.8 ft. of the side
property line. The present Zoning Ordinance requires a 5 ft. setback on the side yard.
Access to Parcels C and D is provided by two adjoining 15 ft. easements equalling a
total of 30 ft. of accessway. Since cross easements are required, this 30 ft. accessway would
meet the Planning Commission's policy of 30 ft. of access for flag lots where they meet the
street.
Mr. Rosen noted that the proposal has been reviewed by the Staff Advisory Committee
and is submitted to the Commission with the 11 recommended conditions listed in the staff report
dated October 21, 1986. He pointed out that, after a field check of the property, it was found
that there is an existing driveway on Parcel B for access and, therefore, the Public Works and
Planning Departments recommend deletion of Condition No. 2.
Chairman Carr questioned the wording in Condition No. 4, stating that in the past there
have been problems in not having a maximum elevation on some lots. Mr. Rosen commented that
Condition No. 4 was recommended by the Public Works Department for drainage to the street.
Chairman Carr stated his reason for noting this was to assure that the elevation would be
watched closely during the grading plan check.
Upon being assured by the Planning Commission Secretary that public hearing for Lot
Split Case No. 86 -437 had been duly published and property owners notified, Chairman Carr
declared the hearing open.
Mildred Lovall, 551 Traffic Way, applicant, questioned Condition #3 requiring relocation
of the utility pole, stating that it is a main electrical power service. With regard to Condition
#9, Ms. Lovall stated if that was established there would be 7 ft. of pavement to the utility
pole and, therefore, it may not be necessary to move the pole.
Faith Wescom, 203 E. (berry Avenue, stated she was concerned about what is going to
happen on the lot split. Chairman Carr advised that the proposal is for two lots with a common
driveway between the two existing houses. Ms. Wescom commented if they are going to be
upgrading the existing houses and building two new houses, it would upgrade the neighborhood.
She pointed out that there was quite a bit of controversy when the property owner on the
opposite side of her tried to develop a flag lot. Ms. Lovall stated this the proposed lot split
will be a monetary means for upgrading the two existing houses in the front.
Hearing no further comments for or against the proposed lot split, Chairman Carr
declared the hearing closed.
After discussion regarding the list of recommended conditions, Lot Split Case No. 86-
437 was approved on motion by Commissioner Gerrish, seconded by Commissioner Soto, and
carried with one abstention, subject to conditions in the staff report, dated October 21, 1986
and modified as follows:

2. Provide covered parking for Parcel A in compliance with existing
Ordinance.

3. Relocate drive apron to center on double flag. Utility pole to be relocated if
required by the Public Works Department. (Bond or build before recordation).
4. Remove garage on Parcel C and fill Parcels C and D to an elevation of 1 ft.
above top of curb. Grading plan and graded (or bond for grading) prior to
recordation.
5. Extend common easements up to 10 ft. to the north to permit smooth
smooth transition to new garages.
6. Park fees and street tree fees prior to recordation.
7. Underground all new utilities.
8. Field locate all existing utilities and sewer, and relocate if appropriate, for
individual services to existing homes, which will not encroach on neighboring lots.
New lots to get individual services with building permit.
9. Paved drives to Parcels C and D with building permits. If shared comrnon
driveway, pavement shall be a minimum of 16 ft. centered on flags or 2 - 12 ft.
individual drives if separate.
10. 14" walnut tree will be removed with grading; must be replaced with one 15 gallon
tree each on Parcels C and D after grading, but
before final utilities connections for new houses.
11. All street frontage improvements must be completed (or bonded)
prior to recordation.

chairman Carr advised that this item is being continued to the next meeting of
November 4, 1986.

CHANGING CLASSIFICATION FROM HEAVY COMMERCIAL/LIGHT INDUSTRIAL TO
CENTRAL BUSINESS DISTRICT, AND FROM HEAVY /LIGHT INDUSTRIAL 10
MEDIUM HIGH DENSITY RESIDENTIAL, EAST BRANCH STREET. (CITY OF ARROYO
GRANDE /PLANNING COMMISSION ION RESOLUTION OF INTENTION).
- Chairman Carr stated this item is again being continued to the next meeting of
November 4, 1986.
ADJOURNMENT
There being no further business before the Commission, the meeting was adjourned by
the Chairman at 8:10 P.M.
