PC Minutes 1986-10-07298 ARROYO GRANDE PLANNING COMMISSION October 7, 1986 The Arroyo Grande Planning Commission met in regular session with Chairman Carr presiding. Present are Commissioners Gerrish, Moore, Flores and Olsen. Commissioners Boggess and Soto are absent. Planning Director Eisner is also in attendance. MINUTE APPROVAL Hearing no additions or corrections, the minutes of the regular Meeting of September 16, 1986 were approved by the Chairman as prepared. REQuJ ST FOR EXTENSION USE PERMIT CASE NO. 85 -397, RESTAURANT ON WEST BRANCH' STREET IN THE "P-D" PLANNED DEVELOPMENT DISTRICT IN OAK PARK ACMES. (FILER CONSTRUCTION COMPANY). Planning Director Eisner reviewed the request. After a brief discussion, on motion by 0 nrnissioner Gerrish, seconded by Commissioner Moore, and unanimously carried, a one year extension of the Use Permit was recommended for approval. PUBLIC HEARING - LOT SPLIT CASE NO. 86 -435, 321 AND 325 TALLY HO .ROAD IN TAE "RA -B2" RESIDENTIAL AGRICULTURAL DISTRICT. (DELBERT MCLAUGHLIN) Planning Director Eisner advised that the two parcels resulting from the requested lot line adjustment would be 23,174 sq. ft. and 23,312 sq. ft. The property is zoned "RA -B2 ", Residential Agricultural District which has a 20,000 sq. ft. minimum parcel size requirement. The application meets the requirements of a lot line adjustment in that no additional parcels would be created and the resulting parcels conform to Zoning Ordinance requirements. Upon being assured by the Planning Director that public hearing for Lot Split Case No. 86 -435 had been duly published and property owners notified, Chairman Carr declared the hearing open. Upon hearing no comments from the audience for or against the proposed lot split, Chairman Carr declared the hearing closed. Following discussion and determination by the Commission that the lots meet all of the requirements of the General Plan and Zoning Ordinance, Lot Split Case No. 86 -435 was approved on motion Cormiissioner Gerrish, Seconded by Commissioner Olsen, and unanimously carried. - PUBLIC HEARING - USE PERMIT CASE NO. 86 -414, TO ALLOW FOR CONSTRUCTION OF ADDITIONAL STORAGE AREA, 1550 W. BRANCH STREET IN THE "P-D" PLANNED DEVELOPMENT DISTRICT, OAK PARK PLAZA. (ARROYO GRANDE INVESTMENT CO./VOLUME SHOE SPORE). Planning Director Eisner briefly reviewed the staff report dated October 2, 1986. Upon being assured by the Planning Director that public hearing for Use Permit Case No. 86- 414 had been duly published and property owners notified, Chairman Carr declared the hearing open. Upon hearing no comments from the audience for or against the proposed Use Permit, Chairman Carr declared the hearing closed. Planning Director Eisner pointed out that sufficient parking for the shopping center and the addition existed,, and that the architecture would be consistent with the building already in place. After a brief discussion, the following action was taken: RESOLUTION NO. 86 -1098 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE RECOMMENDING APPROVAL OF USE PERMIT CASE NO. 86 -414, APPLIED FOR BY ARROYO GRANDE INVESTMENT CO./VOLUME SHOE SPORE). On motion by Commissioner issioner Gerrish, seconded by Commissioner Flores, and by the following roll call vote, to wit: AYIS: Co mmissioners Gerrish, Flores, Moore, Olsen and Chairman Carr NOES: None ABSENT: Commissioners Soto and Boggess the foregoing Resolution was adopted this 7th day of October 1986. Architectural Review Case No. 86 -378. After review and discussion, Architectural Review Case No. 86 -378 was approved on motion by Commissioner Soto, seconded by Cbnmissioner Gerrish, and unanimously carried. 1 1 Arroyo Grande Planning Qomrissiom, 10 -7 -86 Page 2 PUBLIC HEARING - USE PERMIT CASE NO. 86 -415, 1D ALLOW FOR A 10 UNIT PLANNED UNIT DEVELOPMENT, 168 BRISOO ROAD IN THE "R -3" MULTIPLE FAMILY RESIDENTIAL DISTRICT. (JOHN SPENCER /AVERY SETZER). This item was continued pending receipt of a revised tentative tract map. PUBLIC HEARING - GENERAL PLAN AMENDMENT . NO. GPA 85-2 AND GPA 86-2 CHANGING CLASSIFICATION FROM HEAVY ,COMMERCIAL/LIGHT INDUSTRIAL 10 CENTRAL BUSINESS DISTRICT, AND FROM HEAVY COMMERCIAL/LIGHT INDUSTRIAL '10 MEDIUM HIGH DENSITY RESIDENTIAL, EAST BRANCH STREET. (CITY OF ARROYO GRANDE /PLANNING COMMLLSSION RESOLUTION OF INTENTION). Planning Director Eisner advised this , item is being continued pending completion of environmental documentation. OOMMUNICATIONS The Commission fission reviewed a request from Gary Oulrey regarding location of a Wildlife Museum in the city. After discussion of the letter from Mr. Oulrey, it was determined that a formal proposal on a site specific should be submitted for Planning Commission review.
