ARROYO- GRANDE PLANNING COMMISSION
Much 4, 1986
The Arroyo Grande Planning Commission met in regular session with Chairman Gerrish
presiding. Present are Commissioners Carr, Moore, Boggess and Flores. Commissioners Soto and
Olsen are absent. Planning Director Eisner is also in attendance.
MINUTE APPROVAL
Hearing no additions or corrections, the minutes of the regular meeting of February 4,
1986 were approved. as prepared on motion by Cormdssioner Carr, seconded by Chairman Gerrish,
and unanimously carried.
REQUEST FOIL INTERPRETATION ;- C OMMERCTAL RECREATION FACILITIES IN THE
O
"P-' PROFESSIONAL COMMERCIAL DISTRICT.
Planning Director Eisner advised that a request was received from Richard Seidler of
the Arroyo Grande 'Community Hospital, and Kevin Kennedy of Kennedy Nautilus Centers,
requesting that the Planning Commission make a finding that a recreational facility is consistent
with the "P-C" zone. He pointed, out that there is a demand by people 'who work in the office
centers for this type of activity. Mr. Eisner stated that staff has reviewed the request and, he
made several calls to other cities, specifically the City of Pasadena and the city of San
Francisco, and they indicated they have recently modified their ordinance to permit this type of
facility.
Chairman Gerrish stated he doesn't see this use any more intense than other uses now
permitted in . the "P-C' zone. Commissioner Carr read a list '. of ,uses permitted ' iri -the "P-C"
zone subject to obtaining . a Use Permit, noting that this type of use would fall within that
general category.
After further discussion, the following action was taken:

PUBLIC HEARING - WT SPLIT CASE NO. 86 -424, (LOT LINE ADJUSTMENT) PROPERTY
SOUTHWEST OF ORCHARD STREET AND PILGRIM WAY. (CARING, TAYLOR & ASSOC;
INC., REPRESENTING THE LUCIA MAR SCHOOL DISTRICT).
Planning Director Eisner advised the request is for a lot line adjustment from the Lucia
Mar School District. He stated that at the present time the area outlined is a piece of
property the School District has been using for one of their buildings. They are requesting
that the lot line be adjusted sted to clarify the property line with relationship to the_. existing
building. The application has been • reviewed by the Staff Advisory Committee;: there 'were no
environmental findings, and no conditions are submitted. Staff recommends approval of the
request.
Upon being assured by the Planning Commission Secretary that public hearing for Lot
Split Case No. 86 -424 had been duly published and property owners notified, Chairman Gerrish
declared the hearing open.
Robert Garing, of Garing, Taylor & Associates, Inc., representing the Lucia Mar School
District, spoke in favor of the request, and briefly reviewed the requested lot line adjustment.
Ray Canelleto, Assembly of God Church, 207 Pilgrim Way, spoke relative to the proposed
drainage. Mr. Gering stated that the drainabe will all be to the north of the channel and will
have no affect on any property to the south.
Hearing no further comments for or against the proposed lot split, Chairman Gerrish
declared the hearing closed.

After a brief discussion, on notion by Commissioner Carr, seconded by Commissioner
Boggess, and unanimously carried, Lot Split Case No. 86 -424 was approved as submitted.
PUBLIC HEARING - TENTATIVE MAP, TRACT NO. 1187, A 43 LOT SINGLE FAMILY
RESSIDENTIAL SUBDIVISION IN THE "R -1" DISTRICT, STAGECOACH ROAD. (CARING,
TAYLOR & ASSOC,., INC., REPRESENTING JOE AND MARY ANN ZOGATA).
Planning Director Eisner advised this is a resubmission of a previously . approved tract
map, which is being resubmitted for the purpose of some minor amendments. The project has
been redesigned for the purposes of re- establishing the drainage course so that it will drain to
the Wells property rather than have . a retention basin, which had previously been shown.' The
map has also been re -drawn to include dedication of right of way and slope easement along the
eastern boundary of the subdivision. He stated that the Public Works Department feels that it
is imperative that the land be dedicated as a reservation for possible future improvements. He
commented they are asking that there simply be protection of a piece of property of this part
in the tract map. The conditions that were developed by the Staff Advisory Committee are
listed in the staff report, Dated March 4, 1986. He pointed out that one of the conditions was
inadvertently omitted relative to a tree analysis, that would require any tree with a trunk size
of 4' or greater be shown on the map.
Mr. Eisner stated that the applicants have indicated any improvements that need to
be made on the Wells retention basin to take care of the water will be made. Also, with the
approval of the tract, there would have to be a grading and drainage plan approved by the
Public Works Director, which would require that the improvements be done.
Commissioner Olsen inquired with regard to Condition No; 4, requiring right of way for
future street and slope easement. She questioned if a street is proposed in the future, why do
we not require the developer to do it now. Mr. Eisner advised that the decision was made by
the Planning Commission at the time of the previous tract hearing in response to the people of
the neighborhood. If, at sometime in the future, the situation changes and it becomes necessary
to have a . street in there, the right of way will be there.
Cornmiasioner Moore commented that the sewer line and water drain line is going to
built down a very steep hill, and inquired if there is going to be some special erosion control
structures. Mr. Eisner commented that he cannot respond to that question in specific terms
until he sees a drainage plan, however, a grading and drainage plan is subject to the approval
of the Public Works Director.

Tentative Map, 'Tract No. 1187, had been duly published and property owners notified, Chairman
Gerrish declared the hearing open.
Mark Bell, Project Engineer, Garing, Taylor & Associates, Inc., spoke in favor of the
tentative tract map. With regard to the reservation of the right of way, Mr. Bell advised that
the main concern of the City was not to take all of the right of way off of the Zogata
property, but to get by that house at the bottom of the hill. The main purpose of that road
would be to serve the undeveloped property; not to Zogata property.
Commissioner Carr questioned the condition of the holding basin where the drainage is
going to go. Mr. Bell reviewed the proposed drainage plan. Commissioner Moore stated, in his
opinion, the drainage will be troubles ome, and questioned the requirement for Mr. Zogata to help
build up the Wells pond.
Jim Flegge, 217 Pearwood, stated his feelings that . it is essential that Oak Hill Road be
improved because there are about 5 other lots in there that are going to be developed. He
also stated that it was his understanding that the water main stubbed out now was going to be
extended. He pointed out that the way it is now, the water stands in the pipes and he would
like to see a reasonable distribution of water. He stated, in his opinion, it is necessary to
provide reasonable and safe access to the area, and he was concerned about the traffic and the
sewer capacity.
Christine Phillips, 216 Pearwood, stated there is not now a retention basin on the Wells
property; it needs to be improved for safety purposes. She also stated that Pearwood Avenue is
not wide enough to handle the increase in traffic if the street were to go through. Ella
Honeycutt, 560 Oak Hill Road, voiced her concerns that the name "Oak Hill Road" be retained,
and that there may be some erosion problems caused by digging up the road to put in the pipes.
She stated her other concern is fire safety. She . suggested that if the cul- de-sac was opened up
to allow the people to go out on Stagecoach Road, that might be an answer. She commented if
they have a fire on the hill, they will be in trouble. She also inquired where the money will
come from if the road does have to go through? She stated all they want is something done to
alleviate sane of the problems and, in her opinion, it should be done at this stage.

Bill Burke, 203 ,Oro Drive, stated his is concerned with some of the •traffic ,problems
out in that area. He stated that he has no comments on the' tract map itself.
Hearing no further comments for or again st` the proposed tract map; Chairman Gerrish
`declared the hearing closed. .
commissioner Moore commented on, the. drainage and the dangers of the retention pond
being accessible to children. Cannissioner Olsen inquired as to when the retention basin will
exist. Planning Director Eisner advised that there is a retention basin of sorts on the Wells
property, and the applicant has indicated •that whatever improvements are required to improve
the basin will be done. He also advised the Commission that there is an approved map on this
property now, n and what they are .trying to do is find a more adequate way to • deal with the
drainage. .
• .commissioner Carr stated he feels more uncomfortable with the wording of Condition
No. 5 than he • does with the drainage plan itself. He recommended changing the wording to
read "The subdivider shall submit a drainage and grading plan prepared by a registered: civil
engineer which meets all the requirements of the grading and erosion control ordinance. In
addition, the plan shall mitigate all drainage problems associated with the site. _ Any mitigated
proposals which impact the Wells retention pond will require improvements- to assure maximum
subdivision runoff".
With regard to Condition No. 4, Chairs ian Gerrish commented he feels this road should
be required now or not at all. He stated he feels the road is an issue, of this subdivision and if
we are going to have the road, the. developer should pay for it. C ninissioner Olsen agreed
that the road should be a requirement now • or never. •

Commissioner Carr asked Mr. Bell if the map is approved, would there be essentially. no
runoff on to Oak Hill Road when the subdivision is put in? • Mr. Bell advised the tract could be
designed so there would be no runoff on to Oak Hill Road. Commissioner Carr recommended
that a condition be. included to require the disturbed property .where, the • sewer and drainage
facilities are to be constructed to be landscaped or seeded to avoid any erosion along that
piece of • property when construction . is canpleted. Chairman Gerrish .recommended deleting
Condition. No. 4, and changing the wording of Condition No. 5 as suggested by Commissioner
Carr.
Commissioner Carr. moved that the resubmittal of .Tentative Tract Map No. 1187 be
approved subject to the conditions listed in the : staff report, with Condition No. 5 being
amended as noted above, and with a condition added requiring that the disturbed soil for the
construction of the drainage and sewage facilities be seeded or landscaped to prevent erosion
upon completion of . construction. Motion lost for lack of a second.
O miissioner Moore ca nnented he would like: to see a more complete plan for the area
around and adjoining the proposed tract.

Planning Director Eisner advised this matter is finaled with the Planning Commission
unless appealed to the City Council within ten (10) days.
