ARROYO GRANDE PLANNING OOMM SSSION
December 3, 1985
The Arroyo Grande Planning Commission met in regular session with Chairman Gerrish
presiding. Present are Commissioners Carr, Moore, Soto and Boggess. C.ormissioners Olsen and
Flores are absent. Planning Director Eisner is also in attendance.
COMMUNICATIONS
Planning Director Eisner advised that Agenda Items 3, 4, 5, 6, 8 and 9 were being
continued for various reasons.
USER PERMIT CASE NO. 85 -403, SALE OF ALCOHOLIC BEVERAGES ASSOCIATED WITH A
FLOWER SHOP, 917 GRAND AVENUE IN THE "H-S" HIGHWAY . SERVICE DISTRICT.
(JOYCE JONES/FIVE CITIES FLORIST).
Planning Director Eisner advised the application is a result: of an interpretation already
made by the Planning Connission that off -sale of alcoholic beverages as a' part of a florist
operation is a permitted use in the '!H -S" District subject to issuance of a Use .Permit. He
advised that the project has been reviewed by the Staff Advisory Committee and the
Architectural Review Committee, and there were no comments on the application. With regard
to requested sign, Mr. Eisner advised that the sign was originally designed and submitted to be
placed on the roof, however, after discussing the matter with the applicants, they agreed : to
place the sign on the parapet below the roof line level.
Upon being assured by the Planning Cor mission Secretary That public hearing for Use
Permit Case No. 85-403 had been duly published and property owners notified, Chairman Gerrish
declared the hearing open. Hearing no comments for or against the proposed Use Permit,
Chairman Gerrish declared the hearing closed.
After a brief discussion, the following action was taken:
RESOLUTION NO. 85 -1068
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARROYO GRANDE APPROVING USE PERMIT CASE
NO. 85 -403, FOR OFF -SALE OF ALCOHOLIC BEVERAGES
ASSOCIATED WITH A FLOWER SHOP AT 917 GRAND AVENUE
IN THE "H-S" HIGHWAY SERVICE DISTRICT, APPLIED FOR
BY JOYCE JONES/FIVE CITIES FLORIST.
On motion by Commissioner Carr, seconded by Con nissioner Soto, and by the following
roll call vote, to wit:
AYES: Comrisssioners Carr, Boggess, Moore, Soto and Chairman Gerrish
NOES: None
ABSENT: Commissioners Olsen and Flores
the foregoing Resolution was adopted this 3rd day of December 1985.
The proposed sign was approved on motion by Commissioner Carr, seconded by
Commissioner Soto, and unanimously carried.
CONTINUATION - PUBLIC HEARING - USE PERMIT CASE NO. 85 -388, INSTALLATION OF
FREE STANDING SIGN, 555 CAMINO MERCADO IN THE "P-D" PLANNED DEVELOPMENT
DISTRICT. (E -Z EIGHT MOTELS, INC..
Planning Director Eisner advised that the applicant resubmitted materials for the
proposed sign on Monday and he had not yet had a chance to review the resubmittaL He
suggested that the applicants make their own presentation.
Chairman Gerrish reopened the public hearing. Les Crouch, E -Z Eight Motels, Inc.,
one of the applicants, pointed out the changes made to the original submittal.. He stated they
have changed the colors on the sign and have moved the sign up on the premises. He stated
after researching the matter, they would like to move the sign to the corner of the parcel and
the height would be 14-1/2 ft. He pointed out that the Commission also expressed some
reservations about the size of the sign and, after conducting a study, they have reduced the
size from 174.35 sq. ft. each face to 150 sq. ft. per side. He stated they have done the best
they can to reduce the size of the sign and to place it in a position so it does not span the
driveway, and also allows the sign to be seen from both sides.
Hearing no further comments for or against the proposed use permit, Chairman Gerrish
declared the hearing closed.
With regard to the condition recommended in the staff report to hydroseed the cut
slope, Mr. Crouch stated they feel it could be planted better than hydroseeded.

USE PERMIT CASE NO. 85 -388, APPLIED FOR BY E -Z
EIGHT MOTELS, INC., FOR A FREE STANDING SIGN AT
555 CAMINO MERCADO IN THE "P-D" PLANNED DEVELOP-
MENT DISTRICT.
On motion by Commissioner Boggess, seconded by Commissioner Moore, and by the
following roll call vote, to wit:
AYES: Commissioners Carr, Boggess, Moore, Soto and Chairman Gerrish
NOES: None
ABSENT: Commissioners Olsen and Flores
the foregoing Resolution was adopted this 3rd day of December 1985.
REQUEST FOR DETERMINATION - FABRICATION OF FINISHED PRODUCTS AND
COMPONENTS III THE "H-S" HIGHWAY SERVICE DISTRICT.
Planning Director Eisner explained that there have been circumstances in the Highway
Service District where fabrication is being done for the purpose of selling items that come in a
disassembled state, such as trailer and camper shell sales. He pointed out that the way the
ordinance is written now, these businesses cannot do any assembly or fabrication work. He
emphasized this would not be a manufacturing type use; it is merely allowing the ability to take
components and put them together, resulting in a finished product. Commissioner Carr
questioned the draft resolution, stating he doesn't think it is appropriate for this purpose, in
that it states the Commission is changing the ordinance. After a brief discussion, the following
action was taken:

the foregoing Resolution was adopted this 3rd day of December 1985.
REVIEW OF CONDITIONS - TRACT 1040, OAK PARK PROFESSIONAL CONDOMINIUMS
(BONITA HOMES, INC.).
Planning Director Eisner reviewed that at the time the office condominium project was
approved, one of the conditions was that final design of the fence between the property and
the cemetery come back to the Planning Commission for final approval. After a brief review
and discussion of the fence design, on motion by Commissioner Carr, seconded by Cannissioner
Soto, and unanimously carried, the Commission found the fence design to be consistent with the
prior approval.
ADJOURNMENT
There being no further business before the Commission, the meeting was adjourned by
the Chairman at 8:10 P.M.
