ARROYO GRANDE PLANNING COMIVIISSION
October 1. 1985
The Arroyo Grande Planning Commission met in regular session with Chairman Gerrish
presiding. Present are Commissioners Carr, Moore, Olsen and Bogge s. Commissioners Soto and
Flores are absent. Planning Director Eisner is also in attendance.
MINUTE APPROVAL
Hearing no additions or corrections, the minutes of the regular meeting of September
17, 1985 were approved by the Chairman as submitted.
CONTINUATION - ARCHITECTURAL REVIEW CASE NO. 85 -342, RETAIL SHOPPING
CENTER, NORTHEAST CORNER OF HALCYON AND GRAND AVENUE. (ASSOCIATED
DESIGN CONSULTANTS/CASS).
Planning Director Eisner advised that the applicant met with the Architectural Review
Committee and has resubmitted a rendering superseding the last submission. They have changed .
the face materials and the colors, and have submitted a preliminary sign program. Also, the
proposed gas pumps have been deleted from the drawings. Mr. Eisner pointed out that Condition
No. 5 of the staff report has been revised at the request of the Public Works Director. The
condition requires an Offer of Dedication along Halcyon Road and also requires that the new
alignment be improved ' with curb, gutter and sidewalks. All other conditions remain the same.
Mr. Eisner stated that the revised plan has been reviewed by the Architectural Review
Committee and was approved unanimously.
Chairman Gerrish pointed out that if the revised Condition No. 5 is adopted by the
Commission, then the site plan would have to be revised again because the project will loose two
parking spaces and sane landscaping. He further commented that, in his opinion, the revision
presents a much better looking project.
Leon Levine, Architect for the project, spoke regarding Condition No. 5 and the plan
line. He pointed out that if the condition is adopted, as far as the landscaping is concerned,
everything would move in proportion to the plan line and, basically, the landscaping would
probably remain within 1% of what it is now.
COMISSIONER SOT.1O ENTERED THE MEETING DURING THE ABOVE DISCUSSION.
Comnissioner Boggess questioned - shawl .:scrarizig:._,.. side of the building and not
showing it on the other side. Mr. Levine. stated: that s cri_ g. of the blocks would be done on
both elevations. Commissioner Soto commented he attended the Architectural Review Committee
meeting, and the applicant has addressed most of the changes requested by the Commission.
After further discussion, on motion by Commissioner Boggess, seconded by Commissioner
Soto, and carried with one "no" vote and one "abstention ", Architectural Review Case No. 85-
342 was approved subject to the conditions listed in the amended staff report, dated September
17, 1985, and with an added condition as follows:

PUBLIC HEARING - USE PERMIT CASE NO. 85 -399, FREE STANDING SIGN, 1017-A
GRAND AVENUE, IN THE "H-S" HIGHWAY SERVICE DISTRICT. '(JOSEPH GERAGHTY).
Planning Director Eisner briefly reviewed the proposed sign. He noted that there is
presently a sign there and, technically, this request is a remodeling of the sign, however,
because they are relocating it, staff felt that a Use Permit should come before the Planning
Commission. He stated that the Public Works Department has reviewed the sign in terms of
location with the street, and found no problem with it. Staff recommends, if approval is
granted, that a requirement be added that the J & M Iransmassion sign be refreshed.
Upon being assured by the Planning Secretary that public hearing for Use Permit Case
No. 85 -399 had been duly published and property owners notified, Chairman Gerrish declared the
hearing open. Hearing no comments from the audience for or against the proposed sign,
Chairman Gerrish declared the hearing closed.
After a brief discussion, the following action was taken:

PUBLIC HEARING - USE PERMIT CASE NO. 85 -398 (RESUBMITTAL), LAUNDROMAT,
SOUTHEAST CORNER 01? GRAND AVENUE AND HALCYON - ROAD IN THE "H-S"
HIGHWAY - SERVICE DISTRICT. (J. `MICHAEL BRADY, AGENT FOR GRIIVISHAW
LAUNDROMAT);
Planning Director Eisner advised that this request is for re- establishment of a Use
Permit granted in 1984, which has expired. He stated the project has been reviewed by the
Staff Advisory Committee and the Architectural Review Conn ittee in connection with the
original use perrnit application, and the project is recommended for approval subject to the
conditions noted in the staff report dated October 1, 1985. Mr. Eisner noted that architectural
approval was granted to the project with the original use permit and is still in effect.
Upon being assured by the Planning Secretary that Use Permit Case No. 85 -398 had
been duly published and property owners notified, Chairman Gerrish declared the hearing open.
J. Michael Brady, representing the applicant, spoke in favor of the use permit being granted,
stating the delay in starting the project was brought about by the financing process. He
requested that the Commission reinstate the Use Permit with the previous conditions.
Hearing no further comments from the audience for or against the proposed use permit,
Chairman Gerrish declared the hearing closed.
In answer to Commissioner Boggess' comment regarding the parking, Planning Director
Eisner advised that the parking was calculated last year when the use permit was originally
heard, and it was the Commission's feeling that if the parking lot were re- striped to reflect the
exact parking spaces, it would meet the requirements. Chairman Gerrish pointed out that the
plan before the Commission is unchanged from the prior approval. There being no further
discussion, the following action was taken:

BRANCH STREET IN THE "P-D" PLANNED DEVELOPMENT DLSTRICT,'OAK PARK - ACRF
(FILER CONSTRUCTION CO.).
Planning Director Eisner called attention to the amended staff report, noting that the
Fire Chief has added some specifics to the Standard Conditions. Mr. Eisner advised that the
original Use Permit was approved and the project had received architectural approval, however,
the time ran out before the applicants could get their financial adjustments. There is no
change in the original design.
Upon being assured by the Planning Secretary that public hearing for Use Permit Case
No. 85 -397 had been duly published and property owners notified, Chairman Gerrish declared the
hearing open. _
Ken Clark, 1037 Acorn Drive, inquired about the off - street parking ability of the
property. Planning Director Eisner advised that at the time this application was originally
submitted, the plan was based on one space per 100 sq. ft. of public dining area.

PUBLIC HEARING - PROPOSED ZONING ORDINANCE AMENDMENT - DEFINITION OE
HEIGHT LLNIFIS AND MODIFICATION OF ALL APPROPRIATE SECIIONS '1HEREOFr
Planning Director Eisner referred to the revised height limits from. the City Manager's .
office, noting the revision is a result of the need to clarify language in the ordinance. Be:
recommended that following the public hearing, the Commission adopt a blanket resolutina,
covering all of the sections and the specific language be dealt with.
Upon being assured by the Planning Secretary that public hearing for the proposed
ordinance amendment had been duly published and posted, Chairman Gerrish declared the hearing
open.
Ken Clark, 1037 Acorn Drive, inquired about the proposed amendment. Planning
Director Eisner briefly explained the amendment, stating that at the present time, the height
limit is two stories or 30 ft. There have been some problems with hillside properties; the
present ordinance measures from the low point of the property to the highest. point. The
proposal would be to measure from the lowest point where the structure vial be.. Commissioner
Moore stated we are talking about the footprint of the building, not the property. Marie
Cattoir, 195 Orchid Lane, inquired about the home being built on Larchmnnt. Planning Director
Eisner stated that the present ordinance measures from midpoint of the pc to the highesd
point, and this is where problems occur on hillside properties.
There being no further comments for or against the proposed amendment, chairman
Gerrish declared the hearing closed.
After a brief discussion, on motion by Commissioner Boggess, seconded by Con ozr e'
Olsen, and unanimously carried, recommending • to the City Council. adoption: of Ordnance
amendment on building heights as submitted by the City Manager's office, dated September IS,
1985.
PUBLIC HEARING (CONTINUATION) - TRAFFIC WAY UTILITY DESIGN PROJECT,
Planning Director reviewed a draft of a memo, dated October 1, 1985, advising that
the memo was written based on the direction of the C- ommission from the study session and from
the original public hearing. Mr. Eisner reviewed the five basic areas addressed by the
Commission during the public hearing and study session.
Chairman Gerrish re- opened the public hearing for public comment.
Marie Cattoir, 195 Orchid Lane, stated that if the 100 ft. existing right of way were left
_ in place, in her block, it would mean a_ loss_ of_ an additional 22 ft. taken from the curb back on
each property line. She stated they are very concerned about this 100 ft. right of way because
they would like to retain the present depth of their property.
Hearing no further comments for or against the proposed street design, Chairman Gerrish
declared the hearing closed.

After a brief discussion, on motion by Commissioner Olsen, seconded by Commissioner Soto,
motion carried with one "no" vote, the draft letter to the City Council, dated October 1, 1985
was amended to read as follows:
"Following two public hearings and a study session with staff, it is the Planning
Comrrissionts recommendation that the following design criteria be adopted for the Traffic
Way/Bridge Street corridor to be implemented as a part of the underground utility program.
1. That 'Traffic Way be designed with four (4) travel lanes and a left turn lane on
the existing paved width.
2. A hard barrier, preferably a raised center divider, shall be provided in the area of
the Post Office so as to prohibit northbound left turns into the Post Office
parking lot, and prohibit north bound left turns out of the Post Office parking lot
into Traffic Way.
3. That the Bridge Street /Traffic Way intersection should be rebuilt to allow a free
movement of northbound traffic into Bridge Street and by restricting southbound ._
traffic to right turn only. In order to accomplish this, it is recommended that a
small portion of the park be removed to allow a full 90 degree right turn from
southbound Bridge Street into northbound Traffic Way. It will also be necessAry
to build a triangular raised divider to channelize traffic in the intersection.
4. Traffic moving southbound on Bridge Street with the intent of continuing
southbound on Traffic Way should be directed to turn westbound on to Nelson
Street so as to enter Traffic Way at the intersection of Nelson/Traffic Way (see
illustration).
5. It is recommended that there be no traffic signal at Nelson Street and Traffic
Way, primarily because of the short stacking area.
6. It is essential that the streetscape design be at the highest quality affordable by
the City. It is the feeling of this Commission that Traffic Way and Bridge Street
will continue to develop as an important commercial area of the Qty, and its
design standards should be consistent with the VillAge and with • the overall
standards of the City.
The Planning Commission appreciates the opportunity to review this important project
and submit recommendations to the Council."
