PC Minutes 1985-07-16196 ARROYO GRANDE PLANNING COMMISSION July 16, 1985 The Arroyo Grande Planning Cbmmiission _met in regular session with., Acting Chairperson Fischer presiding. Present are Commissioners Moore, Boggess, and Olsen. Commissioners Soto, Carr and Chairman Gerrish are absent. _ Planning Director Eisner is also in attendance. ARCHITECTURAL REVIEW CASE NO. 85 -377, OFFICE BUILDING, GRAND AND JUNIPER. (HIR.BY GORDON). After - a brief review of the proposed project, Architectural Review Case No. 85 -377 was approved on motion by Conmissioner Boggess, seconded by Commissioner Olsen, and unanimously carried, subject to the conditions recommended in the staff report dated July 16, 1985. ARCHITECTURAL REVIEW CASE NO. 85 -336, REMODEL OF EXISTING STRUCTURE, 138 HALCYON ROAD. (CLINT LE FEVRE) Planning Director Eisner advised the request is for architectural approval for remodeling of an existing single family structure. The purpose of the remodeling is to allow the structure to be used as a medical office. He stated the request is consistent with the permitted uses in the P-C zone. The remodeling plans indicate that the required number of parking spaces will be provided and that all other development standards of the zoning ordinance will be met. After a brief discussion, on motion by Commissioner Moore, seconded by Commissioner Olsen, and unanimously carried, Architectural Review Case No. 85 -336 was approved subject to Standard Conditions. PUBLIC HEARING - GENERAL PLAN AMENDMENT NO. 85-2, HEAVY COMMERCIAL /LIGHT INDUSTRIAL TO CENTRAL BUSINESS DISTRICT; MEDIUM HIGH DENSITY RESIDENTIAL ID CENTRAL BUSINESS DISTRICT; AND HEAVY COMMERCIAL/LIGHT INDUSTRIAL TO MEDIUM HIGH DENSITY R S DENTIAL, PROPERTY GENERALLY LOCATED ON EAST BRANCH STREET. (LOOMIS PROPERTY AND OTHERS). (CITY OF ARROYO GRANDE). Planning Director Eisner advised that this matter is being continued pending receipt of a soils report. PUBLIC HEARING - USE PERMIT CASE NO. 85 -395, AN 8 LOT OFFICE CONDOMINIUM IN THE "P-C" PROFESSIONAL COMMERCIAL DISTRICT, 224, 230, 236 SO. HALCYON ROAD, AND 910 DODSON WAY. (HALCYON OAKS MTEDICAL CENTER/DR. ROBERT MANNING.) Planning Director Eisner advised that this matter is being continued pending receipt of a completed application. PUBLIC HEARING - LOT SPLIT CASE NO. 84-401 (RFSUBMIITTAL) - 225 TALLY HO ROAD. (JEFFREY CARRITHERS, AGENT FOR PATRICIA LAUTHBURY). Planning Director Eisner briefly reviewed the staff report, dated July 16, 1985, including 7 recommended conditions of approval. Upon being assured by Planning Director Eisner that public hearing for Lot Split Case No. 84- 401 had been duly published and property owners notified, Acting Chairperson Fischer declared the hearing open. Hearing no comments for or against the proposed lot split, Acting Chairperson Fischer declared the hearing closed. There being no further discussion, Lot Split Case No. 84-401 was approved subject to the recomnended conditions, on motion by Commissioner Boggess, seconded by Commissioner Moore, and unanimously carried. PUBLIC HEARING - ZONE CHANGE CASE NO. 84 -183, FROM "RA -B3" RESIDENTIAL AGRICULTURAL DISTRICT ID "P-D" PLANNED DEVELOPMENT DISTRICT, PROPERTY LOCATED AT 801 HUASNA ROAD (ADJACENT TO WILDWOOD RANCH). (RON OLSON, AGENT FOR ELVIN A. WICAL). This item was continued to a later date pending completion of application. COMMUNICATIONS J. Michael Brady, representing Mr. Weintraub, requested an interpretation of the Planning Commission regarding height limits. The Commissioners unanimously felt they could not make an interpretation on such short notice without having more information, and requested that Mr. Weintraub file an application for a Variance.
