ARROYO GRANDE PLANNING COMMISSION
May 21, 1985
The Arroyo Grande Planning Commission met in regular session with Chairman Gerrish
presiding. Present are Commissioners Fischer, Soto, Carr, Moore, Olsen and Boggess. Planning
Director Eisner is also in attendance.
MINUTE APPROVAL
Hearing no additions or corrections, the minutes of the regular meeting of May 7, 1985
were approved as prepared on motion by Commissioner Fischer, seconded by Commissioner Olsen,
and unanimously carried.
ARCHTTECTURAL REVIEW CASE NO. 85 -327, OFFICE ADDITION, 710 GRAND AVENUE.
(ROBERT LACKEY, AGENT FOR RONALD GOULD).
Planning Director Eisner advised the request is for a building addition. The Staff
Advisory Committee and the Architectural Review Coninittee have reviewed the proposal and .
have recommended approval with the two conditions listed in the staff report dated May 21,
1985.
With regard to the requirement for red curb in front of the property, Mr. Eisner pointed
out that the Public Works Department has a policy that, whenever possible, they are gathering
consents from the property owners to eliminate on- street parking on Grand Avenue to enable
establishing a left turn lane. He stated there is an increasing traffic problem on Grand Avenue
and what the City is looking at is increasing the flow of traffic on Grand Avenue by 40% by
having curbs red zoned and the street striped for left turn lanes.
In answer to Chairman Gerrish's question regarding parking, Planning Director Eisner
advised that there is adequate parking on the site; the parking requirement is based on the
addition to the building. Commissioner Fischer stated that the addition is not additional office
space; it is intended for storage and will not generate additional traffic. Chairman Gerrish
pointed out that there is one mall office shown on the plans.
Robert Lackey, representing the applicant, cor,Fnented that the requirement for removal
of the roof over the driveway, in his opinion, is not necessary. He stated the building would
look worse with the roof off of there, and he didn't feel the Fire Department would drive a fire
truck back there any way; there is a vacant lot on the other side if a fire truck had to get in
there.
Ronald Gould, applicant, commented when he remodeled that house originally into an
office, the ConTn+ssion at that time indicated they wanted access to the back for parking, and
they wanted to leave that roof on there. He commented that, over the years, he has
accumulated a lot more files and needs more room for storage. He noted, with regard to the
red curb, that he has a number of clients that want to pull up in front of the office and drop
something off and then leave, and it would be inconvenient not to have that on- street parking,.
With regard to the breezeway, he stated that the building next door, owned by Howard Mankins,
has access to the back, and the building on the other side has a driveway that goes all the way
through that could be used for access to the back. In answer to Commissioner Olsen's
question as to how many of the properties on that block are red zoned, Mr. Gould stated there
are none at the present time. Mr. Eisner pointed out that, at this time, the Public Works
Department is trying to obtain the consents from property owners when possible, and then go
through and do the red curbs at one time.
After further discussion, Architectural Review Case No. 85 -327 was approved on motion
by Cuniiiissioner Soto, seconded by Commissioner Olsen, and unanimously carried, deleting
Condition No. 1 from the staff report dated May 21, 1985 regarding removal of the roof over
the driveway.
PUBLIC HEARING - USE PERMIT CASE NO. 85 -393, REQUEST TO RELOCATE InIISTORICAL
BUILDING ON STANLEY AVENUE. (SOUTH COUNTY HISTORICAL SOCIETY).
Planning Director Eisner advised the use permit application is to allow the relocation of a
historical school house building on school district property in Arroyo Grande. The building is
now located at Lopez Lake. He stated the proposed site for the building is a triangular piece
of property bounded by Branch Street, Stanley Avenue and Huasna Road. He stated that the
application has ben reviewed by the Staff Advisory Conxnittee and they recommended in support
of the use permit to allow the relocation of the building subject to the 6 conditions listed in
the staff report dated May 21, 1985.
Mr. Eisner commented that the proposed conditions for curb, gutter and sidewalk, street
improvements, landscaping plan, etc., are representative of the current Qty Council policy on
off -site improvements related to this kind of activity and, because this is the adopted policy of
the City, it is necessary for staff to include these requirements in the staff report.

Upon being assured by the Planning Secretary that public hearing for Use Permit Case
No. 85 -393 had been duly published and property owners notified, Chairman Gerrish declared the
hearing open.
Barbara Carlson and Mary Potter, representing the South County Historical Society; and
Marie Cattoir, 195 Orchid Lane, spoke in favor of the Use Permit being granted. Mrs. Carlson
stated, after reviewing the conditions recommended by staff, the Society feels the conditions are
extremely unreasonable and unnecessary at the present time. She gave a presentation
addressing the Society's concerns on each of the recommended conditions. She stated if the
conditions for the improvements are not waived, the Society will have two alternatives; 1) leave
the building at Lopez Lake for eventual loss, or 2) have it moved to Grover City and placed
beside the Carolan House Museum. Mrs. Potter pointed out that there are members of the
Historical Society in the audience who also feel very strongly about this request, and if Arroyo
Grande wants the school house in the City, they are hoping the Commission will aid them both
by waiving the conditions and by assisting in any way.
Hearing no further comments for or against the proposed Use Permit, Chairman Gerrish
declared the hearing closed.
Planning Director Eisner reiterated that the recommendations have been included in the
staff report as a part of City policies; staff is not empowered to waive the conditions on its
own volition.
Commissioner Olsen stated she is going to abstain from voting, however, she wanted to
point out that this particular building is the only one -room school house left in the County that
has not been converted to some other use. Commissioner Soto commented that the required off -
site improvements would actually be the responsibility of the Lucia Mar School District. He
stated that one of these days those improvements will have to be made, however, he doesn't feel
they have to be done by the Historical Society. Commissioner Boggess stated he is pleased with
the location. As far as the conditions, in his opinion, the requirement for erosion control is a
necessary one, if needed, and should remain. Mrs. Carlson commented that it is the Society's .
feeling that at the present time the landscaping is just right and it is an erosion control
landscaping; they don't feel they need an automatic irrigation system and, as far as erosion
control is concerned, if there is an erosion problem, they would want some type of control.
Commissioner Moore pointed out that right now there is not an erosion problem on the
property, but when the building is moved in, putting a foundation under the building will take
some earth moving; and after the foundation is in and the building is set on that foundation, if
the water runs down over the eaves and is not controlled in any way, it could cause some
problems. He stated there could be a simple solution, such as rain gutters to take the water to
the ground, and then a pipe to deliver the water wherever the School District wants it.
Chairman Gerrish commented there seems to be some confusion in deleating some of the
requirements the staff has requested, in that they are considered standard conditions. Planning.
Director Eisner stated that, in the final resolution, the Council may appeal the decision since it
is their directive to staff to establish these policies in the first place.
After further discussion, the following action was taken:

CASE NO. 85 -393, APPLIED FOR BY THE SOUTH COUNTY
HISTORICAL SOCIETY TO PERMIT RELOCACTION OF A
HISTORICAL BUILDING ON LUCIA MAR SCHOOL DISTRICT
PROPERTY ON STANLEY AVENUE, SUBJECT TO CERTAIN
CONDITIONS.
On motion by Commissioner Carr, seconded by Chairman Gerrish, and by the following roll
call vote, to wit:
AYES: Commissioners Moore, Carr, Soto, Boggess, Fischer and
Chairman Gerrish
NOES: None
ABSTAIN: Commissioner Olsen
ABSENT: None
the foregoing Resolution was adopted this 21st day of May 1985.
Planning Director Eisner advised that this matter is finaled with the Planning Commission
unless appealed to the City Council within 10 days.

REQUEST FOR DETERMINATION OF USE
Planning Director Eisner read a letter of request from Highway Rent -A -Car in San Luis
Obispo asking for a finding in interpretation that a car rental service is consistent with uses in
the C -B -D zone in the Village. He stated it is staff's feeling that this use is probably more
appropriate in the H -S zone.
After a brief discussion, on motion by Commissioner Fischer, seconded by Commissioner
Moore, and unanimously carried, the Commission determined that an auto car rental service is
not consistent with other uses permitted in the Central Business District.

There being no further business before the Commission, the meeting was adjourned by the
